UN Women, Country Office for Jordan issues this Invitation to Bid (ITB) to enter into Long Term Agreement (LTA) with Provider(s) to guarantee provision of Sewing Materialsto be used and delivered to UN Women s Oasis (1 and 2) in Zaatari Refugee Camp, Al Mafraq Governorate

BACKGROUND AND OBJECTIVE:

The purpose of this present tender is to conclude a LTA with successful Provider(s) for a period of 3 (three) years. The successful provider(s) shall be contracted for an initial period of 1 (one) year, with the contract renewable on an annual basis for up to 3 (three) years, subject to satisfactory contract performance and the continuing need of the services.

Through this process UN Women intends to establish a LTA. There is no fixed committed contract amount and UN Women reserves the right to utilize other sources at its discretion to assure value for money.

Once the contract is established with the winning provider(s), UN Women will coordinate directly the placing of orders and payment with the selected provider(s). The UN Women General Conditions of Contract for Services and Goods will be in force.

SCOPEOF**SERVICES AND EXPECTED OUTPUTS:**

The selected Provider(s) should be able to accept and comply with the below:

Deliver the required item(s) within one week of placing the order to the UN Women Oasis 1 or 2 in Za atari Camp.Provide consistently high quality items;Show flexibility and responsiveness to changing customer requirements.

All proposed prices must be valid and fixed throughout the duration of the LTA. Revisions of Rates/Prices will be agreed based on standard market criteria applicable to this type of service.

BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.5 people are internally displaced and 9.3 million are in need of humanitarian assistance. Today's 3.2 million refugees are expected to increase to 3.5 million by the end of 2014. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $100 million and a rapidly expanding portfolio, supported by more than 1100 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, distribution of and core relief items, cash assistance, water and environmental health, and economic recovery. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

The IRC Jordan program was established in 2007 and is currently operating programs in Jordan and Southern Syria with an annual budget of $36 million. The IRC is currently providing humanitarian assistance in the sectors of child protection, health, women's protection and empowerment and economic recovery and development through a team of over 200 staff. The IRC has a field office in Mafraq and implements programs across the governorates of Mafraq and Irbid; the main office is in Amman.

POSITION SUMMARY

T he Deputy Director for Programs (DDP) provides overall leadership to the development, management, implementation and growth of IRC's programming portfolio inside Jordan, with particular emphasis on responsiveness to needs, program quality and evidence of impact. In coordination with the Country Director, the DDP builds and sustains strong donor relationships. Reporting to the Country Director and a member of the Senior Management Team, the DDP supervises a total of nine staff including program, grants and field coordinators as well as the advocacy and communications teams. The DDP is responsible for ensuring that programs are driven by needs, based on evidence, monitored closely and resourced appropriately.

SPECIFIC RESPONSIBILITIES

Leadership and Representation

Provide leadership to the country program as a key member of the Senior Management Team. Drive the quality implementation and support of the Jordan programs, informed by the country program's monitoring and evaluation systems and Technical Unit support. Supervise senior program staff as well as communications and advocacy staff. Ensure program staff compliance with security, procurement, HR and financial management protocols. Represent the country program to donors, UN and partner NGOs, and national and local government officials.

Program Strategy, Design and Fundraising

Working in collaboration with regional staff and the Country Director, provide leadership in the development and implementation of a comprehensive and dynamic needs-based strategy for IRC's programming in response to the Syria crisis and its effects on Jordan. Work to ensure that all programs are designed with the spirit of this strategy incorporated. Working in collaboration with in-country Program Coordinators and HQ-based Technical Unit staff, ensure that programs are designed and carried out according to IRC and industry best practices. Position IRC for future donor resources by initiating assessments or studies, and by leading public learning events to showcase IRC's high-quality, impactful programming. Working in collaboration with the Country Director, proactively identify opportunities for new programming and funding to support it. Lead and support Program Coordinators to collaborate with the M&E, Grants and Finance teams to develop responsive, competitive, evidenced-based and cost-efficient funding applications.
Provide guidance to program staff regarding tools and strategies for programming that is based on input from communities, a thorough understanding of the context, and technical best practices.
Lead the development and implementation of integrated programming initiatives so that technical sectors complement one another for greater impact.
Promote protection, child protection and gender equality considerations in all programming. Lead the development and updating of sector strategies that are complementary and relevant to IRC strategies at the country, regional and global levels.
Support the development of promotional materials related to IRC's work in Jordan. Participate in country program collaboration with SRR colleagues to deliver regional programming and advocacy.

Program Implementation

Provide overall leadership and management of IRC Jordan's refugee response programming portfolio, ensuring strategically coherent program direction, well-managed growth, and compliance with IRC and donor regulations. Drive close and effective management of program implementation through the development of structured work plans, indicator tracking sheets and monitoring plans. Coordinate with other members of Senior Management Team on appropriate management, compliance and performance standards, as well as effective systems for budget management, knowledge management and risk management. Review M&E and accountability data with programming staff to identify and address areas for operational improvement. Regularly travel to the field to visit projects. Regularly review progress against indicators. Promptly communicate implementation challenges to donors. Promote effective use of ICT4P where appropriate, feasible and cost-effective. Build IRC staff capacity in partnership, so that all program staff are aware of IRC partnership principles. Work with senior program staff to ensure that protection information is used effectively for advocacy and the development of new programming.

Budget and Risk Management

Master and support adherence to IRC programming, administrative and financial procedures and systems. Promote risk reduction management as a part of all staff's responsibilities. Ensure that program staff are well trained to properly manage project budgets. Supervise program staff's stewardship of the financial health and performance of all projects. Guide staff to ensure donor intent is respected and regulations followed. Meet with program, grants and finance staff regularly to review budget comparison reports. Approve release of resources for projects as per approved budgets, implementation plans, achievements and agreements. Assist Finance Controller to prepare annual budgeting documents and reforecasts. Ensure program staff follow finance procedures to rapidly process payments. Mitigate risk by collaborating with the Finance Department to ensure that programming staff fully understand financial and administrative processes involved in project budget cycles. Ensure that risks limiting achievement of objectives are reported and rapidly addressed.

Staff Performance Management and Development

Create a supervisory environment focused on the achievement of team and individual results that emphasizes the importance of learning, productivity, accountability, openness about challenges, and adjustment to new information and new realities. Communicate regularly with staff and promote positive conflict resolution among team members. Provide guidance and supervision to all direct reports; discuss job expectations, set objectives and provide appropriate and timely feedback on performance of direct reports, including timely implementation of performance management system. Hold regular programming team meetings. Lead and model use of IRC's performance management system, providing regular, timely and thoughtful coaching, feedback, performance assessment, and professional development for all direct reports, while making sure that they do the same for their direct reports. Build capacities of program staff in key project management principles, tools and approaches and ensure that these new skills are utilized on the job. Manage recruitment, hiring and development of high-performing national staff to assume greater levels of responsibility. Model and encourage active practice of the principles of the "IRC Way - Global Standards for Professional Conduct." Promote constructive, collegial teamwork between program staff and operational support staff.

Supervisory Responsibilities

9 direct reports, including the Economic Recovery and Development, Health, Child Protection, Women's Protection and Empowerment, Grants and Field Coordinators, the M&E Manager, the Communications and Information Officer and the Senior Advocacy Officer.

PROFESSIONAL QUALIFICATIONS AND REQUIREMENTS

Graduate degree in relevant field a plus. Must have at least six years of progressively responsible international management experience, including technical staff supervision.
Proven ability to develop successful proposals for a variety of donors. Previous experience managing programs financed by US government agencies, DFID, EU, UN, foundations and private donors, with previous experience in competitive RFA/P environments a plus. Demonstrated ability to manage projects to completion on time, in compliance with donor requirements, within budget, and with the anticipated results. Successful leadership of multi-disciplinary teams in cross-cultural settings, including active mentoring and coaching. Demonstrated strengths in relationship management. Extensive experience with monitoring and evaluation tools and systems for complex programs Established capacity to deal with ambiguity in stressful situations. Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes. A keen understanding of political complexities in the Middle East region. English fluency (spoken and written) required; Arabic language skills strongly desired. Proven ability to work and live in a sometimes insecure environment while maintaining a positive attitude.

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to:

Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;

Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs;

Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission :

MISSION CONTEXT

The unrest in Syria began in 2011 when, following the revolution in Tunisia and Egypt, a large national popular movement pushed the Syrian people to demonstrate in the street to request more freedom and dignity. Given the scale of the repression and the lack of any political improvement, the country fall gradually into a civil war characterized by the systematic and extensive use of explosive weapons in populated areas. As the conflict intensified and more and more actors (local, regional and international) were involved, the original democratic aspirations of the uprising gradually disappeared in favor of a sectarian reading of the fighting. Islamist and Jihadists groups made the most of the chaos to take progressively the lead over opposition armed groups all the more the international community remained unable to find a political solution to the conflict. In almost four years of war, the Syrian crisis has deeply impacted the security and political stability of its neighboring countries. 6.7 million People were displaced inside Syria and more than 3.2 million fled the country with around 620,000 in Jordan (up to October 2014).

The political and security situation in Jordan is, since July 2014, driven by the threat of the Islamic State.Local authorities have been since September 2014 reluctant to allow a high number of people to come into the country. Nevertheless, even if the humanitarian space is reducing, the needs remain high. As many actors are present at camp level (Zaatari and Azraq camps) and as around 84% of Syrians are leaving outside camps, gaps still need to be covered mainly in the host community. Primary needs of refugees remain linked to livelihood, health and food but beyond these, refugees are facing a lot of issues related to protection. A situation worsened by negative coping mechanisms as many Syrian refugees have now been displaced for over three years and have reached the limits of their personal resources. The Jordan community s hosting capacities have as well been stretched to their limits leading the Government of Jordan to take and reinforce any measure reducing the impact of the refugees on its population (control of illegal work, encampment policy, etc.).

PROGRAMME OBJECTIVES

Handicap International is assisting the Syria crisis affected populations in Jordan since May 2012. HI s program aims to mitigate the impact of the current Syrian crisis on the most vulnerable Syrian and Jordanian individuals, by responding to both their basic and their specific needs. The organisation specifically provides support to Persons with Injury, Persons with Disability, Persons with Chronic Diseases, Older Persons and other individuals at risk. Furthermore, HI provides technical support to other organizations to enhance the inclusiveness of the humanitarian response in Jordan.HI benefits nowadays from 4 offices in the country (Amman 2, Irbid 1 and Mafraq 1) with 25 expatriates and 250 national staffs and relies on a wide local network with over 40 fixed and itinerant DVFP (i.e. service centers) established in camps, hospitals, clinics and community centers as well as 20 outreach teams working directly inside the communities.

In 2015, HI Jordan will focus on cost-efficient deliveries, beneficiary satisfaction (quality) and capacity building (local); the strategy of intervention will be articulated around 4 pillars:

Ensure the visibility and inclusion of the most vulnerable populations, including PwI, PwD, PwCD and OP, in the global humanitarian response;

Respond to immediate basic and specific needs of new arrivals, through direct services and/or successful referral to other actors;

Continue the provision and facilitation of access to comprehensive rehabilitation care and reinforce the community health approach;

Strengthen the capacity of the national health system in affected areas to respond to the crisis, withstand future shocks and meet associated needs of the Jordanian population.

ROLE & RESPONSIBILITIES OF THE EXPATRIATE

Based in Irbid, under the direct responsibility of the Field Coordinator, and with the technical support of the Logistics Coordinator, you will be responsible for:

Jordan is currently hosting over 600,000 registered Syrian refugees, of whom over 500,000 are living outside of the refugee camps in the host communities. ACTED Jordan provides humanitarian assistance to Syrian refugees living in the camps, as well as to Syrian refugees and vulnerable Jordanians in host communities. ACTED reached over 200,000 direct beneficiaries in 2014.

In Za'atari, King Abdullah Park, and Cyber City camps ACTED is responsible for waster supply, solid waste management, repair and maintenance, and social mobilisation. New activities for 2015 include the construction of the water network and the informal wastewater network.

In Azraq, ACTED s programmes involve water supply, solid waste manegment, desludging, social mobilisiation, and food assistance for approximately 15,000 refugees.

In host communities ACTED supports Syrian refugees and vulnerable Jordanians with household WASH rehabilitations, WASH in schools, social mobilisation, and emergency cash and non-food item assistance. ACTED will start a micro-garden project in the host communities in May 2015. A specific, comprehensive response that includes education, life-skills, healt, and nutrition is implemented in vulnerable outreach communities. Finally, ACTED supports the municipalities by rehabilitating ten water and wastewater infrastructure works.

Across Jordan ACTED also partners with REACH, who provide information management support to working groups and sectors nationally.

III. Position Profile

The project development intern (PDI) will be assigned to Azraq and Za'atari, the host communities, or REACH. Line and technical management is done by the PDO and PDM, and day-to-day management is done by the area coordinator.

The PDI s taks will focus on but are not limited to:

Ensuring reporting from in a timely and quality manner. Standard ACTED reporting tools will be used but the PDI is also expected to liaise with programme and project managers, the monitoring and evaluation department, other departments within ACTED, and possible other actors to ensure all data provided is accurate and comprehensive.Assist the project development officer and manager in developing project proposals. Today, the ACTED Amman is the Regional Coordination Office for MENA region. Through the Regional Office, it supports civil society development through a regional program across Jordan, Palestinian Territories, Egypt, Tunisia, and Libya. In addition, the Regional Coordination Office provides support to the MENA region, including operations in Iraq, Turkey, Lebanon, Yemen, as well as those mentioned earlier. This provides the support for the Syrian refugee crisis being responded to across the region.

ACTED Jordan has expanded recently to support the Syrian refugees being hosted both in the communities and four refugee camps. In Za atari camp where there are approximately 120,000 refugees, ACTED is providing water supply, solid waste management and hygiene promotion; in Azraq with a potential for 130,000 refugees, ACTED is providing water supply, solid and water waste management, hygiene promotion, and food distributions. The Internal Auditor / Compliance controller Intern is in charge the implementation of ACTED s compliance process in the relevant country.

Internal audit and compliance process:

The Internal Audit Department has been created to provide for an independent assurance perspective with regard to all ACTED operations.

The Internal Audit has to be an independent and objective assurance activity designed to add value and improve the organization s operations. Amongst many other things, Internal Audit helps to ensure that all assets and interests are properly protected from any loss or harm and that existing resources are used in the most economic and efficient way.

The procedure that integrates the information coming from the different departments in ACTED is called the

FLAT. FLAT stands for Finance Logistics Administration Transparency. The FLAT aims at centralizing, integrating and harmonizing the information coming from Finance, Logistics, Administration and Programme for each project (including the Implementing Partner information).

It is crucial internally in terms of knowledge management for each project as this is the main source of information available for each stakeholder of a project. This is a valuable internal control tool.

Furthermore, the general aim behind FLAT is linked to audit of projects. FLAT folders are our main tool to be ready for audits by donors.

Functions in terms of compliance and internal control

Supervise the whole FLAT process :

Support the FLAT officer in compiling and filing all project related financial, logistics, administrative, and programme information in the designated project Compliance folder. During this time it should ensure that all Compliance folders are duplicated (photocopied) regularly with any arrival of a new document;

Follow-up of the Compliance process at base level by ensuring the regular (fortnightly) transfer of the project(s) Compliance documenation to the capital office;

At the end of the project, ensure the centralization of all Compliance folders at the Capital office;

Facilitate the country Compliance review process once the project has been terminated and ensure the accurate documentation of costs/expenses allocations within the documentation;

Submit the completed Compliance folder (final version) to Coordination once the Compliance review process has been completed and ensure that the Compliance folder is securely archived.

Contribute to ACTED compliance and accountability:

Provide timely supplementary quality control of the Compliance documentation by checking the accuracy and consistency of the information between the related documents and report discrepancies immediately to the department concerned for corrective action;

Facilitate and report compliance of all audit recommendations/action plans under the authority of the Country Director and provide accurate feedback immediately;Conduct a quarterly market-price survey of the materials/services identified the current country market basket (frequently procured items/services). The data gathered should then be tabulated against the actual prices paid by ACTED in the transactions incurred during that month. The actual pricing should be retrieved from the contracts or payment vouchers filed in the Compliance folders.Comply with the Audit Department Code of conduct.Ensure the external audit preparation

Facilitate the preparation for country external audits conducted by our donors or by external audit firms (KPMG, E&Y, PWC, etc.);

Regularly update the Country Director, the Regional Audit Manager and the Audit Manager of the progress through the relevant follow-up memo;

Reporting :Support the FLAT compliance officer in preparing a Monthly Compliance Report giving as much detail as possible for all existing projects that are ongoing and completed but are yet to be reviewed and submitted to the Regional Office. The Compliance report is both a narrative report and includes annexes with specific analytical information and should be submitted to both the country director and the regional audit team;

BACKGROUND

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.5 people are internally displaced and 9.3 million are in need of humanitarian assistance; the region is hosting over 3.5 million refugees. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $100 million and a rapidly expanding portfolio, supported by more than 1100 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women's protection and empowerment, distribution of and core relief items, cash assistance, water and environmental health, and economic recovery. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

The IRC Jordan program was established in 2007 and is currently operating programs in Jordan and Southern Syria with an annual budget of $36 million. The IRC is currently providing humanitarian assistance in Southern Syria in the sectors of protection, health and economic recovery and development through partnerships with Syrian NGOs and provision of life-saving relief items.

POSITION SUMMARY

T he Deputy Director for Cross Border provides overall leadership to the development, management, implementation and growth of IRC's programming portfolio in Southern Syria, with particular emphasis on responsiveness to needs, robust remote management, program quality and evidence of impact. In coordination with the Country Director, the DDXB builds and sustains strong donor relationships. Reporting to the Country Director and a member of the Senior Management Team, the DDXB supervises a total of four staff. As the crisis enters its fifth year, the IRC is launching its One Syria approach and the DDXB will work closely with the One Syria Unit to ensure cohesion across all IRC XB programming.

SPECIFIC RESPONSIBILITIES

Leadership and Representation

Provide leadership and supervisory management for cross-border programs in Southern Syria, including mobilization and stewardship of resources, staff and partner safety and security, program quality and accountability, and performance management. Work closely with Finance colleagues to ensure systems are in place and functioning effectively for budget development, management and realignment; cash management, financial planning and staff effort allocation. Participate actively in country program management and strategy meetings with other members of the senior management team. Actively engage with local authorities, government and key stakeholders to ensure access, staff protection and community acceptance. Provide leadership and support to partners and IRC staff in Syria through development and implementation of robust remote monitoring plans, capacity building and other identified areas of support. Actively liaise with IRC Turkey and Iraq country programs as well as the One Syria Unit to maximize coordination and strengthen the regional approach to partnership. Actively collaborate with partner organizations to avoid duplication of efforts, maximize impact and ensure a coordinated response in the area of implementation. Coordinate closely with other INGO and UN agencies on the ground.

Strategic Direction, Program Quality and Growth

Provide cohesive leadership to Syria cross-border programming from Jordan, ensuring that priorities and opportunities identified are in line with and contribute to achievement of IRC's objectives for the Syria Response region. Support the Country Director in fundraising efforts for cross-border programming. Work with colleagues in country program, region and HQ to identify funding opportunities and develop competitive, responsive proposals that meet internal standards, apply IRC's global strategy and are donor compliant. Meet with donors to discuss current and potential funding. Work closely with operational support departments to ensure systems are regularly reviewed and in place to support strategic growth. Work with country program staff and HQ technical advisors to examine the suitability of introducing new sectors into the cross-border portfolio. Remain abreast of ongoing humanitarian response and funding trends in the region, and provide regular updates on these trends and analysis of how they may affect IRC programming. Develop and maintain strong working relationships with current and potential donors. Work with the Director of Policy, Advocacy and Communications to develop clear advocacy messages, contribute to policy analysis, and produce program-related information materials. Participate actively in sector coordination groups to advance IRC's involvement in the emerging "Whole of Syria" response. Ensure appropriate representation and contribution to Jordan Health Nutrition Sector Working Group to support IRC's role as co-lead; liaise closely with IRC Whole of Syria Health Co-Lead

Staff Performance Management and Development

Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, establishing a supportive environment while emphasizing accountability, providing regular and timely constructive performance feedback, and leading documented semi-annual performance reviews. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff. Work with regional HR staff to identify and implement recruitment and retention strategies.

Grant Monitoring & Partner Management

Develop, adapt and implement appropriate monitoring and evaluation systems; analyzing results to ensure and enhance program effectiveness and quality. Introduce and support use of mobile technology for data collection where appropriate. Working with the Program Coordinators, ensure appropriate and timely grant spending to achieve program goals, including procurement, use and distribution of supplies and resources. Support the submission of timely, accurate and well-written donor reports and other reporting requirements.

Risk and Security Management

Ensure security procedures are in place and being followed. Maintain close coordination and communication with the DDO and the Regional Safety and Security Advisor on safety and security concerns and evolving issues that could adversely affect IRC staff or operations. Ensure business continuity through an integrated risk management approach, including security, financial, operational and reputation risks by developing contingency plans and scenarios; and take ownership of the action plans. Maintain close coordination and communication with the Jordan DDO and the Regional Safety and Security Advisor on safety and security concerns and evolving issues that could adversely affect IRC and partner staff or operations. Identify and/or develop and disseminate guidelines for IRC and partner organizations to operate safely with high-quality programs inside Syria. Develop ongoing relationships with community leaders and stakeholders within the operations area. Work to ensure that the mission and work of IRC/partners is known and accepted. Work to encourage stakeholders to work with the IRC/partners in ensuring that staff and programs are safe and allowed to continue humanitarian activities. Develop and/or identify optimal practices to minimize the diversion of aid and assistance in Syria.

Stewardship and Operational Management

Drive operational excellence to achieve optimal efficiency and cost-effectiveness in all functions and operations of cross-border programs. Build consensus around priorities to improve the delivery of assistance inside Syria and with the Deputy Director Operations and Finance Controller, make business processes (e.g., financial, procurement, donor reporting) more consistent between partner organizations operating in Syria. Identify key areas for improvements in these processes and practices and work to push them forward. Oversee the development, deployment and utilization of financial and operational policies, procedures, and systems to deliver compliance with IRC and donor requirements. Provide timely and effective oversight of the financial position of IRC's cross-border operations. Maintain effective and coordinated budget monitoring processes. Play an active role in preparing internal and external audits; ensure recommendations related to operations are followed and take all necessary measures to address audit findings.

Supervisory Responsibilities

Four direct reports including the Senior Health Coordinator, Partnership Coordinator, Cross Border Team Leader and Protection Manager.

Key Working Relationships

Internal : Country Director; Jordan Senior Management Team; SRR regional team; other SRR DDP/DDXBs; HQ staff in various departments

External : Jordanian Government officials, Syrian contacts, public and private donor agencies, international and national NGOs, UN agencies, partner organizations, foreign governments.

Requirements

Graduate degree in a relevant field At least 7 years of progressively responsible professional experience managing complex humanitarian programming. Previous experience in an emergency or conflict-afflicted setting is required Demonstrated successful leadership experience managing a multi-disciplinary team and cross-cultural dynamics Superior diplomatic and coordination skills are essential, both for internal coordination and for working with key stakeholders, including Iraqi and Syrian organizations and government officials. Demonstrated ability for rapid, accurate analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies Proven track record of leading multi-location teams Repeated, successful experience delivering appropriate levels oversight for a portfolio consisting of a variety of complex, high-value donor-funded projects Politically astute, with well-developed diplomatic and negotiating skills Fluency in spoken and written English; working knowledge of Arabic strongly preferred Strong oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders Extensive representation and fundraising success, including prior experience with European, US and international donors Experience of managing security in a complex and rapidly changing security context Established capacity to deal with ambiguity in stressful situations Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes A keen understanding of political complexities in the Middle East region Strong commitment to IRC's vision, mission and core values Motivated, positive individual who excels at taking initiative and is able to motive team members to produce results under pressure while maintaining a sense of humor.
