MANDATE OF THE DEPARTMENT

The UNAIDS Country Office (UCO) provides high level policy, strategic guidance and technical support to the national HIV response with the aim of scaling up towards universal access to HIV prevention, treatment, care and support. The UCO plays a high level policy driven role, providing intellectual and strategic leadership on HIV, promoting and advocating for sustained high level engagement of government and civil society. In addition the UCO facilitates the leveraging of Global Fund resources and monitors grant performance by supporting country coordinating mechanisms, as well as other HIV related funding mechanisms. As convener of the Joint UN HIV Team, the UCO ensures strategic relevance, coherence, simplification and harmonization of the Joint UN HIV Support Plan to the National Strategic Plan and monitor its implementation.

Main tasks and Responsibilities of the Position

The Advisor leads on the cultivation of the UCO's critical and sophisticated understanding of the international, regional and national political environments as they engage with the AIDS response, oversees the articulation of strategies to operate within such environments and maximise opportunities to align the AIDS response with prevailing political and development agendas, and promotes policy coherence across the Joint Team in line with UNAIDS' corporate agenda.

Tasks include

Strategically and proactively position the AIDS response and UNAIDS around critical and emerging policy issues, including by identifying opportunities to locate HIV in wider development agendas as well as by linking AIDS to international and regional development initiatives and partnerships such as the BRICS, Africa/China cooperation, regional political bodies, G20 and G77 or, special global or cross-country initiatives as relevant in the region;Coordinate the generation of intelligence through political mapping and analysis on: (i) key actors' interests and agendas; and (ii) contextual developments, including at the regional and international levels, in the wider political and development arena as well as in the AIDS policy, funding and programming landscapes and communicate this intelligence to UCD and Joint Team as appropriate;Lead on processes to understand and address political blockages to funding and the delivery of evidence-informed HIV programmes, as well as to identify political openings and opportunities to further UNAIDS' corporate agenda in support of a stronger national AIDS response;Provide intelligence and advice to the UCO, UN Country Team, as well as the UNAIDS Regional Office and policy and strategy counterparts in HQ as required, on the basis of ongoing political analysis and 'anchoring' what works in the political climate of the given country, on strategies to ensure the continued relevance and salience of HIV to the agenda of the government and its development partners and to most effectively influence national agenda setting, policy formulation and implementation; andRepresent UNAIDS and promote policy coherence and consensus across the Joint Team, including as it is communicated through Joint Team outputs, events, reporting and partnership building, in line with UNAIDS' corporate agenda, which requires maintaining regular familiarity with HQ policy positions.All other related duties as assigned.

A minimum of 11 to 15 years' experience in policy-based research and policy and strategy elaboration and implementation both at national and/or international levels.Within this experience at least 4 years of work experience providing advice at progressively senior levels on organizational strategic positioning, policy development or governance.Extensive experience in collation and synthesis of data on complex and dynamic issues, including some appreciation of their political complexities, and written and verbal communication thereof.

Desirable

Languages

Organizational Context:
The position is located in the WIPO China Office in Beijing. This Office is responsible for effective delivery of WIPO's products and services to intellectual property (IP). The WIPO China Office is part of a network of External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ). The incumbent assists the Director in conceptualizing and implementing the work program of the WIPO China Office for the promotion of WIPO's mandate and for improving the quality and timeliness of WIPO services for the protection and enforcement of IP rights (IPRs). The incumbent also acts as Officer-in-Charge and represents WIPO in the absence of the Director. The incumbent works under the supervision of the Director, WIPO China Office.

Main duties:
The incumbent performs the following principal duties:
(a) Provide support to the Director in setting the strategic design and formulation, implementation and evaluation of WIPO China Office's workplan to enhance WIPO services in China; submit planning and budget proposals and activities in conformity with defined outcomes and objectives and monitor their execution.
(b) Coordinate program activities and assist the Director with the management of the Office including on operational, financial and administrative matters and the preparation of related reports: review and authorize financial transactions and other administrative actions.
(c) Analyze needs and trends in China and provide analysis and recommendations to the Director on key expectations, challenges and evolutions in IP related fields, taking into account political and economic circumstances.
(d) Undertake research and write reports on various economic and social subjects of interest to WIPO and ensure dissemination of information to concerned work units at HQ.
(e) Strengthen and develop relations with IP stakeholders in China and provide policy and procedural advice on the promotion of IPR protection.
(f) Develop and maintain contracts with officials of the host government with a view to promoting cooperation and for the sustainable economic development of China through the use of IP systems.
(g) Develop and maintain contacts with officials from intergovernmental agencies based in China on matters of administration and common system interest with a view to building synergies.
(h) Represent WIPO and provide substantive expertise and authoritative advice at international, regional and national meetings; prepare and present papers on behalf of WIPO.
(i) Perform other related duties as required.
