****Detailed Responsibilities & Tasks****

****Responsibility #1: Ensures the evaluation, strategy and development of the food security and livelihoods programs****

Oversee the overall implementation of CARE Lebanon s cash and livelihood programs, in close coordination with Project Managers and Area Managers.

Coordinate the necessary market assessments, needs assessment, gap analysis and scoping exercises to redefine CARE s priority interventions and strategic planning in the Livelihood sector and in the use of cash assistance in the Lebanese context.

Support the Country Director and/or Deputy Country Director-Program in the identification of funding opportunities for Cash based and livelihoods interventions.

Lead on the development of new programs and partnerships related to cash based and livelihood interventions, in line with identified needs and within CARE s strategy in Lebanon, including the elaboration of donor proposals, in close collaboration with program teams, Area Managers, and Program Support team.

Actively participate in the reviews of the mission s strategic documents and planning.

In close collaboration with the Gender Advisor, ensure that cash based and livelihood interventions reflect properly gender concerns.

Support the FSL data collection and analysis and contribute to FSL reports writing

Support in recruiting and training staff of the FSL team

Contribute to the technical and operational advocacy strategies of the CO, in collaboration with the regional operations and CARE network

****Responsibility #2: Support in technical expertise****

Ensure the coordination between CARE s cash based interventions and/or livelihood projects to guarantee a homogenous programmatic approach in CARE s areas of interventions.

Provide technical support to the program teams and Area Managers for the setting of an adequate implementation methodology in cash and livelihood programs and support the overall implementation of the programs.

Participate in the coordination and conduct of needs analyzes, project evaluations and tenders

Participate in the follow-up of the humanitarian situation in the country, the context of intervention and analyze the FSL humanitarian situation; and report to the DCD-P.

Ensure and/or supervise regular training of the FSL teams

Produce Standard Operational Procedures and Processes to enable a quality project implementation in line with CARE s Accountability Framework and donors compliance.

Support the cash and livelihoods Project Managers to produce program reports as necessary.

Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to advise on the specifics of cash based interventions and/or livelihood exercises, as well as with other Technical Advisors and Coordinators at central level to ensure coherence and complementarity of the cash and livelihood interventions with other sector programs implemented and developed by CARE Lebanon.

****Responsibility #3: Promote capitalization, technical development and research within the FSL Department****

Ensure that lessons learned from the cash based and livelihood interventions are well disseminated and understood by all staff of CARE Lebanon and integrated into current and planned programs.

Explore the modalities of scientific and technical partnerships (laboratories, universities, private sector, etc.)

****Responsibility #4: Representation****

Establish positive relations and close collaboration with other agencies involved in cash and livelihood programs in Lebanon.

Represent CARE at the Technical Management Unit of the Lebanon Cash Consortium.

Ensures information is efficiently communicated between the field and the national coordination.

Represent CIL in sectorial coordination at regional, national and sub-national levels and with the technical authorities

Coordinate, under the supervision of the DCD-P, the FSL representation of CIL among partners, donors, private sector, and different authorities.

A seasoned manager with proven experience in education programming

War Child Holland s programme in Lebanon
War Child Holland (WCH) has been active in Lebanon since January 2004. The objective of the programme is to improve the protection, psychosocial wellbeing and education of children and youth affected by the ongoing conflict in the region.

The education programme is currently implemented in and around Beirut and Mount Lebanon and regular travel is expected. Is it anticipated that the programme will develop further which may involve travel to other locations also.

As the Programme Manager Education (PM Education) you bear the overall responsibility for the implementation of the education programme and management of the project teams. As such, you have a key role in developing the programme and you have overall responsibility for programme implementation including management of the WCH team and management of partner relations. You manage a team of staff in a number of locations and report to the Country Director. You are a member of the Country Management Team. Fundraising and managing donor relations is an important part of the role.

Your challenge

Management of War Child s Education country programme
A key role in the design and implementation of the education programme In Lebanon;
Contributes to the development of the Country Strategy, the Annual Planning process, and other programming processes;
Responsible for the development and writing of concept notes and project proposals in close collaboration with the Quality Department/technical specialists;
Monitors local needs and developments in close collaboration with the Programme Development Manager and Country Director;
Monitors and evaluates the implementation and quality of the programme In Lebanon in close collaboration with the Programme Development Manager;
Supports the Country Director in identifying donors;
Works with the Quality Department to identify appropriate local partners;
Writes progress reports to Country Director.

Management of staff
Manages the Project Coordinators by guiding, coaching, instructing, and motivating;
Ensures that staffing is appropriate for the programme;
Conducts appraisals and feedback; team development and discusses career perspectives;
Manages well-being of staff;
Fosters a well-functioning team with good team spirit;
Prepares terms of reference for his/her staff in coordination with HR;
Recruits support and (implementing) programme staff for the field location;
Reports to the Country Director on HR issues.

Capacity building of staff & local partners
Responsible for ensuring that the capacity of support staff and local partners is built in cooperation with the Quality Department.

Finance and Fundraising
The PM Education has overall responsibility for the Education budget and manages this together with the Project Coordinators in accordance with internal policies and procedures;
Ensure that the Project Coordinators within the Education programme maintain an efficient financial control (of cash flows, local payments, etc.), accountability standards, procedures and records;

Strategy development

JOB CONTEXT

By end-2014, almost half of all Syrians, about 10.8 million people, have been forced to leave their homes resulting in the largest displacement crisis globally. An estimated7.6 million people are internally displaced within Syria and there are more than three million refugees. More than 1.17 million Syrian refugees are in Lebanon, which now ranks first in the world in refugees per capita.

REGIONAL RESPONSE OVERVIEW:

Handicap International s Emergency Response Division is present in Syria since January 2013, as well as in Jordan and Lebanon since May 2012, and is supported by ECHO, BPRM, CIDA, DFID, Swiss cooperation agencies and other private donors. With over 350 emergency team members in the region, Handicap International has reached over 56,000 beneficiaries to date.

Handicap International s initial intervention aimed at supporting persons with injuries and other extremely vulnerable groups (including persons with disabilities, elders, among others). Handicap International continues to be one of the few organizations explicitly addressing the specific needsof these groups through community outreach, and by collaborating with community representatives, local stakeholders, authorities, and other implementing organizations in the field.

Handicap International is working in Northern Syria with a tactful focus on acute emergency health activities (post operatory care, psychological first aid).

Simultaneously, after a first round of risk educationactivities in Jordan, the organization started projects en Syria.

The needs

Post-surgery follow-upis almost non-existent. Persons with injuries, together with persons with disabilities, are presenting complications that, without appropriate rehabilitation care, can lead to permanent impairments and long-term disability.

Psychosocial distress: MHPSS is not appropriately addressed until now.

Basic needs coverage: Limited resources coupled with the challenging operational context jeopardize the adequate coverage of basic needs of conflict-affected populations in Lebanon.

Shelter and coping with winter season: The severe conditions in Lebanon during winter can brutally affect Syrian refugees living in ITS and poorly equipped houses.

HI response

Disability and Vulnerability Focal Point:

Identification and assessment of vulnerable persons including persons with injuries and/or disabilities.

Provision of various services depending on the need of the identified HH s

o Provision of out-patient rehabilitation sessions

o Provision of psychosocial support

o Provision of P/O and mobility devices for injured and disabled people.

o Provision of specific health services and supplies at hospital and community levels.

o Support to the basic need situation of the most vulnerable refugees through unconditional cash assistance for a period of 6 months.

o Referral and follow-up to external organizations that have specific services that tackle their needs.

Set-up of the mission

The Emergency Response Division in Lebanon was created in April 2012 to implement the above mention activities. 4 years after the beginning of the mission, HI-Lebanon team has expanded significantly with 15 expatriates and 230 local staff.

The provision of support to basic and specific needs of the most vulnerable persons affected by the Syrian crisis is provided directly by Handicap International through the DVFP mechanism. HI intervenes in all of the Bekaa Valley as well and in the North (Tripoli T5 and Akkar). HI is planning to extend its activities in Mount Lebanon in the coming months.

The current donors are: BPRM, ECHO, DFID, CIDA

MAIN RESPONSABILITIES OF THE EXPATRIATE

Under the responsibility of the North Field Coordinator and in close cooperation with the Operation coordinator and the Head of technical Unit, he/she will be in charge of:

the management of the project with a close follow up on the objectives and indicators planned and committed with the donor;the management of the team under his/her responsibility;the coordination with the logistic and administrative department to ensure a correct follow-up of the administrative and logistic aspects of the project;the management of the project budget and the follow-up of the expenses;the regular report on the above activities (statistic, review monthly objectives, etc.) as per requested by the Field Coordinator and Operation Coordinator;the Representation of HI in the local humanitarian working groups and relevant bilateral meeting;the set up and follow up of the partnerships (administrative, operational and strategic components) with the identified local structuresMAIN TASKS OF THE EXPATRIATE

Provision of emergency psychosocial services for the most affected persons

Provision of emergency livelihood to the most vulnerable persons

External referral of assessed beneficiaries to other appropriate organizations

The role

The scope of the research is to measure the direct and indirect impact of multi-purpose cash assistance on the children of beneficiary households. The specific research question is:

How can positive outcomes for children be maximised and negative outcomes / risks minimised through cash-based programming

This would involve identifying, defining and measuring the positive and negative outcomes of cash-based programming for children, and examining the sometimes complex dynamics between outcomes and how they relate to different roles and power dynamics within the household, including for unrelated children who are being cared for within the household. It will also involve defining the limits of cash-based programming in achieving child protection and development outcomes and identifying additional approaches that need to be taken to ensure the protection and development of children.

The research would incorporate the following steps:

Exploratory Desk Review of internal project documents and documentation produced in the region by members of the Lebanon Cash Consortium (LCC).

Exploration of existing quantitative data and analysis of data gathered in the region by members of the Lebanon Cash Consortium (LCC).

Qualitative research: Focus Group Discussions and Interviews with children and their caregivers, using the Most Significant Change Methodology, and Key informants interviews.

Development and implementation of supplementary tools to measures outcomes for children at the household level, including child-friendly assessment tools.

Undertake baseline data gathering as feasible / appropriate in cooperation with child protection teams, and analyse trends in child outcomes.

Undertake endline data gathering using tools developed above, and analyse against baseline.

Qualitative research with children and community members to analyse / validate findings from baseline / endline analysis, undertaken with child protection teams.

Produce report including data analysis, findings and recommendations for further programing and areas of research.

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

ACF-Spain (ACF-E) is looking for an Expert CMAMfor intervention in the South Lebanon.

GENERAL OBJECTIVES

Ensure appropriate identification of CMAM implementing sites.Support the implementation and monitoring of the CMAM programme In Bekaa Valley, Lebanon.Ensure program consistency and good collaboration amongst the nutrition and mental health team and others ACF teams for comprehensive care of the program beneficiaries.Will be responsible to participate to the planning, the conception, the starting, the follow-up, the evaluation of the project and the hand over in close cooperation with the Nutrition Head of Project.

SPECIFIC OBJECTIVES

Assess and define sites for the implementation of 2 nutrition centre (OTP and SFP) in Bekaa Valley.Assess and define location for implementation of screening activities in Bekaa.Assess and produce a report on the main challenges and opportunities for ACF to develop CMAM activities in Lebanon.Identify the most appropriate CMAM implementing strategy in order to build a strong nutritional treatment and referral system.Collect and analyse CMAM data, ensure the quality of the data collected. Propose readjustment of the program based on the results and the context.Define and set up appropriate referral system for malnourish children in coordination with the Head of Project.To take part in the new orientation of the CMAM component in short term if necessary and to the definition of the actions in medium and long term.Participation to the writing of new proposals of projects related to CMAM.Organise the recruitment of the staff of the program related to CMAM activities.Organise supervision on regular basis for Nutrition Field Officer and Outreach Worker.Liaise with Donors and authorities and take contacts with the local health system in order to promote integration and further development of complementary activities.Coordinate with the finance and logistics departments regarding procurement and compliance with mission procedures.

PROFILE:

MA degree in Nutrition or Nurse or Doctor, experience in training.Specialist in emergency response and in post-crisis monitoring.CMAM experience and desirable knowledge on IYCF in emergency.At least 3 years of experience within humanitarian organisations and in the technical components mentioned above.Skills about need assessments procedures and set up of CMAM project.Competencies in assessing and develop training program according to the team needs.Previous experience in Middle-East is an asset.Good capacity of analysis. Competences in training.Good communications skillsGood capacity to work independently and as a part of a cross-cultural team.Autonomy, creativity, adaptability and flexibility.English (compulsory working language, spoken, read and written); Spanish (desirable); Arabic (useful).Windows domain and compulsory expertise in Excel.Mobility national and international.

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Formal contract of work. Forecast duration: 4 monthsSalary: from 1.375 to 1.750 grossper month according to candidate's previous experience (according to standard list of ACF- Spain)ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.Up to 20% additional remuneration depending on the position's context and responsibilities (according the grading scale set by ACF-E)House and maintenance covered by the organization (including per diem): package estimated according to the destination.Travel costs to and from the mission.25 working days of paid leave per year.Break: additional rest period, including travel cost to a reference area and economic help of 215 .Health, repatriation, travel and life insurance covered by the organization.Extra per month and per child (Under 18 years old): from 100 to 225 monthly (according to standard list of ACF-Spain).
