At UNICEF Supply Division (SD), specialists across the organisation conduct many Product Innovation Projects. The Innovation Unit s role is to work with the different SD centres, offering support and assistance to efficiently develop ideas and concepts into procurable solutions for UNICEF s worldwide programmes. In 2015 the Innovation Unit in Copenhagen and in New York created a consolidated Innovation website (www.unicef.org/innovation), to communicate projects and case studies and challenges UNICEF is facing. The website is used by UNICEF s country offices, regional offices and headquarters and aims to share the organisation s work on Innovation with audiences including private sector, academia, NGO s and other UN agencies.

Based in Copenhagen, the main purpose of the position is to support the Innovation Unit in the communication of UNICEF s stories of innovation, in collaboration with specialists based in UNICEF s HQ and global country offices through existing platforms and social media.

The Innovation Unit at UNICEF Supply Division seek an intern/volunteer for an 8 months period starting 29 June, 2015.

The position will report to the Project Officer (Innovation), Directors Office.

It is important to note that as with all internships with UNICEF, this internship is unpaid.

Main Duties/ Responsibilities

Within the delegated authority and the given organisational set-up, the incumbent may be accountable for all or assigned areas of the following major duties.

Co-ordinate, monitor, update and support external and internal website content creation with innovation news, projects and updates from within the UNICEF Innovation network.Support the implementation of both IU s communication strategy, including training of staff of communication platform use.Liaise with business units, centres and country offices for the collaborative content creation.In collaboration with the Project Officer, manage workflow around the Innovation Review Board sessions, including, preparing submission for the board members, reporting on outcomes and ensuring documents are archived according to division procedures.Assist the Innovation Unit in any additional tasks.

QUALIFICATIONS AND COMPETENCIES

Education:

Registered in a Masters level program in a Communications, Integrated Marketing, Digital Media, English, and Journalism, Innovation or Information Technology related discipline, preferably with a focus on communications management or knowledge management.

Experience:

Website development, design and maintenance.Research and analysis.Active writer, author and/or blogger.Administration.

Organizational Setting and Reporting

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Division of Early Warning and Assessment (DEWA) provides timely, scientifically credible, policy-relevant environmental analyses, data and information for decision-making and action planning for sustainable development. It monitors, analyzes and reports on the state of the global environment, assesses global, regional and national environmental trends and provides early warning of emerging environmental threats. The Division works closely with a large number of partners and collaborating centres in all regions of the world, and has established functional networks for data, information, assessments and capacity development. Under the overall guidance of the Chief, Scientific Assessment Branch (SAB), the incumbent will be responsible for the following tasks:

Responsibilities

1. Developing the strategic approach to the work of the section aimed to deliver the relevant mandates of the Divison and UNEP in a context of sustainable development and supervise the staff to implement the relevant activities; Planning, co-coordinating and mobilizing resources to implement programmes and activities related to thematic assessments, working with partner institutions and networks of experts that will enhance the scientific credibility of UNEP's assessment programme; Implementing methods and procedures to integrate and analyze global and regional assessments, data quality and trends of environmental conditions as an element of integrated assessment and global outlook; Developing and co-ordinating global and regional technical and scientific co-operation networks comprising: scientific institutions, governmental, inter-governmental and non-governmental organizations in UN regions, intergovernmental organizations active in the field of relevant thematic assessments as mechanisms for co-operation and consultation for the production of global and regional thematic environmental assessments; Initiating and maintaining agreements, processes and procedures with specialized scientific institutions as well as governmental and intergovernmental structures involved in thematic assessments of global significance; As necessary and appropriate, integrating the scientific thematic assessment processes with the monitoring, capacity building, technical co-operation activities of DEWA and in close cooperation with UNEP's divisions, strategic partners and relevant national, international organizations' and programmes.

Liaise with the UN system agencies and with other international and non-governmental organisations and national focal points with respect to intergovernmental assessments activities, focused environmental assessment programmes and outputs, capacity building and broker partnerships and collaboration; Prepare and organize intergovernmental, interagency and expert meetings required to implement the work of the section and of the branch; Participate in international scientific advisory groups and speak at seminars, symposia and other meetings. Oversee and contribute to the preparation of outputs and reports; Oversee the preparation of project documents, Memoranda of Understanding, identify and supervise consultants, staff and interns in support of the above; Oversee the implementation of the Programme of work and budget planning, reporting and evaluation; Assume the overall leadership of the Thematic Environmental Assessment, oversee and be accountable for the implementation of the Programme of Work and budget planning, reporting and evaluation.

3. Support the overall management of the branch, the programme planning and evaluation and perform other related duties as required

A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 10 years experience in environmental assessment and reporting, planning or resource management; proven experience of progressive responsibility for environmental assessment at international or regional level, including capacity building and partnership development in the last five years is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of another official UN language is an asset.

The Division will also ensure - within the financial limits - the availability of staff at the national level, within the Country Offices, as well as work with accredited consultants.

Description of duties:
Under the overall supervision and guidance of the Regional Director the incumbent will have the following responsibilities:
1. Lead and coordinate the implementation and regular up-dating of the Health 2020. Direct programme managers, technical staff within the division and, in close collaboration with the directors of other technical divisions and through the Executive Manager of Strategic Relations with Countries (SRC) with Heads of Country Offices (HCOs), develop evidence-based guidance and tools on comprehensive national health policies, strategies and plans and a modular training package for the implementation and monitoring of Health 2020 in Member States;
2. Lead and direct programme managers and technical staff in the areas of national and sub-national health policies; social determinants and equity; governance for health across technical divisions; urban health and healthy cities and regions for health networks; vulnerability and health, migrants and Roma's health; gender and health; human rights; citizens and patients empowerment and mainstreaming health promotion;
3. Ensure effective management of human and financial resources for programmes under his direct supervision;
4. Through the cross-cutting functions of the Division and the Health 2020 streamlining process, promote intra- and inter-divisional teamwork in planning and management of programmes that work to strengthen actions addressing equity, gender, human rights, urban health, migrants' health and overall health policy issues;
5. Initiate and coordinate in-house capacity building and learning in order to strengthen integrated approaches to health policy development that reflect the values and principles of Health 2020 and determinants of health;
6. In the areas of national and sub-national (regional and municipal levels) health policy development; action for inequalities; and all the technical areas covered by the Division, coordinate and maintain liaison with partner agencies within the UN system as well as with other multilateral and bilateral development agencies and WHO Collaborating Centres for reviewing, planning, management and evaluation of sector-wide approaches;
7. Within WHO's overall policy framework (Health 2020) advise Member States on policy development, capacity building and taking innovative actions. Advise national authorities on follow-up actions on major global conferences, conventions, global and regional declarations/resolutions related to Health 2020 and the technical areas of responsibility of the Division;
8. Support the Regional Director (RD) as part of the technical secretariat for the WHO governing bodies (World Health Assembly, Executive Board, Regional Committee and the Standing Committee of the Regional Committee (SCRC) and other senior management and advisory meetings);
9. Serve as a member of EURO's Executive Committee and other senior advisory bodies, including acting as RD or Division directors and Executive Managers during their absence when so designated by RD;
10. Support Member States in their overall efforts to address national and sub-national health policy development, social determinants and health inequalities, migrants, gender and human rights issues in all strategic areas as required;
11. Work in close partnership with all relevant partners and stakeholders in Europe and in Member States as appropriate and play a role in resources mobilization;

Description of duties:
- Provide support to CEP and Country Offices, health partners and other actors as needed by collecting, collating and analyzing health data from all partners relevant to health emergencies;
- Assist with and participate in different kind of health assessments in Member States, including report writing for preparedness and response operations in the frame of the CEP work plan;
- Assist in health sector/cluster coordination meetings and prepare related documents in affected countries and develop strategy documents as well as funding proposals and related documentation;
- Assist in the development, updating and implementation of training programs on preparedness activities and participate in the CEP trainings as facilitator;
- Work in close collaboration with the relevant technical units in HQ in implementing global surveys, global assessments and other emergency related tools in line with ERF;

9.Lead the development and presentation of EURO's programme and budget monitoring and reporting tools, including periodic reporting to Executive Management and to regional Governing Bodies. Lead performance monitoring and assessment at the regional level for the GPW, PB and related regional instruments, notably preparation of the Standing Committee of the Regional Committee (SCRC) Oversight Report.
10.Ensure the integrity of EURO's budget and resource data and adherence with global policies, strategies, plans and commitments.

REQUIRED QUALIFICATIONS

Education:
Essential:
Advanced (master's level or equivalent) university degree in public health, business or public administration, finance, social or exact sciences.
Desirable:
Relevant degree at PhD or Doctoral level; a degree in public health.

Skills:

Languages:

OBJECTIVES OF THE PROGRAMME :
The aim of the Division of Communicable Diseases, Health Security, and Environment is : (i) to assist countries in the Region to design, establish and run effective health programmes that are able to tackle the burden of communicable diseases in the country, including antimicrobial resistance, and to achieve regional elimination/eradication goals; (ii) to assist countries in developing disease surveillance systems, preparedness for, and response to public health emergencies, in line with the requirements of the International Health Regulations and specific country risks; (iii) to conduct routine health risk intelligence, risk assessment of reported events and, on request, to provide timely and effective support to countries of the European Region; (iv) to determine and monitor environmental risks to health as well as environmental determinant of health+, and propose relevant research projects, health interventions and partnership to tackle the acute and long-term health impact of environmental changes, including climate change; (v) to ensure, within EURO, the availability of state-of-the-art competency to provide high level technical support to Member States of the Region, in collaboration with Headquarters and in close partnership with relevant institutions of the Region; (v) to promote WHO leadership in communicable disease control, health security, and health and environment programmes, including through relevant research and use of WHO norms and standards.
Within this context, the WHO Regional Office for Europe aims to reduce the disease and economic burden of influenza and other common and emerging respiratory pathogens, by conducting regional surveillance of influenza, strengthening countries' surveillance of mild and severe influenza, assisting countries to establish burden of disease estimates to inform influenza vaccine and other control strategies, conducting regional surveys of influenza vaccination policies and coverage and developing interventions to improve uptake, and strengthening country capacities for outbreak investigation and response and pandemic preparedness planning.

Description of duties:
Contributes to overall communicable disease prevention and control strategies established at both regional and national levels by providing high level expertise towards assisting national and state level governmental authorities in the development and implementation of strategic plans and guidelines for surveillance and response to seasonal, avian and pandemic influenza, as part of the implementation of the Pandemic Influenza Preparedness Framework:
- As the scientific focal point of the Regional influenza surveillance bulletin, FluNews Europe, which is published jointly with the European Centre for Disease Prevention and Control, the incumbent will provide oversight and expertise into the technical development of the bulletin and other surveillance outputs. Duties will include but not be limited to overseeing routine operations of the Regional data collection, the preparation of the weekly FluNews Europe surveillance report, ensuring that the data repository is maintained and that data is provided timely to WHO global influenza surveillance platforms FluNet and FluID.
- Supporting the influenza work of the IRP programme by helping countries improve surveillance of severe disease caused by influenza and better use of surveillance data to inform influenza prevention and treatment programmes through country missions, intercountry workshops and trainings and development of technical guidance;
- Analysing, interpreting, and assisting in the dissemination of surveillance data (including virological data) through WHO and peer-reviewed publications;
- Supporting the roll-out of tools and developing and conducting training for countries to monitor and evaluate influenza surveillance systems, and to improve their surveillance data management;
- Supporting Member States with the development of operational outbreak investigation and response guidelines;
- Propose to the attention of the Program Manager proposals and materials for advocacy and resource mobilization initiatives;
- Contributing to epidemic alert and response activities related to respiratory infections through risk assessment and response activities for unusual health events related to respiratory infections within the framework of the IHR;
- Conducting other duties as required.

REQUIRED QUALIFICATIONS

Education:
Essential: Advanced university degree in medicine or related field, or in an area relevant to the field of communicable diseases epidemiology. Post-graduate degree or training in epidemiology (EPIET or similar).

Skills:
- Demonstrated knowledge of surveillance data collection and management;
