PROJECT DESCRIPTION
IBTCI is seeking staff for the USAID/Senegal Mission-Wide Monitoring and Evaluation Projectto support the USAID/Senegal. The purpose of this award is to conduct studies and evaluation activities, including, but not limited to; activity/project design and progress assessments, performance evaluations, baseline data collection, target setting, and statement of work (SOW) development for evaluation activities. Overall, this award seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.
POSITION SUMMARY
The Chief of Party will work closely with USAID/Senegal to ensure that tasks are completed and the objectives are successfully met. The COP will perform the following:
Coordinate and be responsible for all design, data collection, monitoring, report generation, evaluation and related tasks;
Ensure quality control and the overall responsiveness of technical assistance provided under the contract in accordance with USAID reporting requirements;
Act as the primary liaison between IBTCI and USAID/Senegal, and adjust, as needed, operations to fit the requirements of USAID, and ensure compliance with USAID regulations and policy.
QUALIFICATIONS
The Chief of Party must have:
An advanced degree in relevant subject areas, preferably in International Development and/or Development Management with an emphasis on Monitoring and Evaluation;
At least ten (10) years experience working in project management in developing countries, preferably including experience in conflict and post-conflict and in Latin America and the Caribbean;
A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener;
Demonstrated ability to assemble, quickly and effectively, and to manage a highly-skilled, interdisciplinary team;
Demonstrated ability to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors;
Demonstrated ability to design, implement detailed, organized, timely, accurate monitoring and evaluation programs;
Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development context;
Excellent analytical skills and fluency in French and English;
Prior experience working with USAID is required.

POSITION SUMMARY
The Senior Monitoring and Evaluation (M&E) Specialist will be responsible for leading and managing the technical work related to performance monitoring under this contract. The M&E Specialist will:

Oversee, recruit for, and participate in evaluations, assessments, and baseline surveys throughout the life of the contract;
Serve as the evaluation team leader of select evaluations conducted under this contract;
Ensure the short-term technical experts and evaluation team members recruited are of a high caliber and possess required technical expertise;
Lead and oversee the review of Performance Management Plans (PMPs), support such technical work as reviewing reporting methods, carrying out training needs, designing tools and advising on USAID and Implementing Partners on their M&E work, including field monitoring and DQAs;
Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks as needed.
QUALIFICATIONS
The M&E Specialist must have:
An advanced university degree in the social sciences, international development, Public Administration, Public Policy, or other relevant field;
Demonstrated experience in indicator development, data collection and analysis, data quality assessments, and performance monitoring and reporting;
Strong qualitative and quantitative skills;
Demonstrated experience in providing guidance to technical teams in developing and updating PMPs, as well as creating and managing PMPs;
Demonstrated experience in leveraging performance monitoring data for improving ongoing project management;
Demonstrated experience in designing and implementing performance and impact evaluations of development interventions;
Experience in designing and field testing surveys and other data collection instruments.
Project management skills;
Familiarity with USAID policies related to evaluation and performance management;
Strong written and oral communication and excellent interpersonal skills; and
Fluency in both English and French is preferred.

Counterpart International is issuing this Request for Proposals for an external third party ( the consultant ) for its McGovern Dole International Food for Education and Child Nutrition Program (FFE) in Northern Senegal (Saint Louis region) funded by the US Department of Agriculture (USDA). The consultant will:
(1) Produce an evaluation plan outlining the project s strategy for conducting a baseline study, a midterm evaluation, and a final evaluation; and
(2) Conduct the baseline study as outlined in the evaluation plan.
Through the FFE project, Counterpart will target 23,636 direct beneficiaries (20,006 school-aged children; 270 Parent Associations (PAs) or similar school governance structure; and 1,200 teachers and school administrators) and 165,452 indirect beneficiaries in Saint Louis, Podor and Dagana departments in the St. Louis region of Senegal over the life of the project (three years).

1. Overview of Deliverables
(1) Evaluation Plan
The purpose of this deliverable is to further develop and, where necessary, amend the existing draft evaluation plan of the project with a focus on the methodologies for baseline study, midterm evaluation, and final evaluation. The selected consultant shall examine the draft evaluation plan, elaborate on it, propose modifications, and produce a final version of the evaluation plan to provide a comprehensive and coherent evaluation plan for assessing the entire project s results and impacts.
(2) Baseline Study
The purpose of the baseline study is to a) provide baseline information for monitoring indicators according to the project s PMP; and b) provide baseline for evaluation activities, and measuring impact. The baseline will also obtain information on specific contextual factors that may slow or accelerate the changes that the program expects to make, and to use that information to make recommendations to the project on its design. Counterpart expects that to complete the baseline study, the selected evaluation consultant will work together with a local consulting firm. Counterpart will provide its recommendations on the selection of the local consulting firm to the selected consultant.
Counterpart anticipates that the baseline study will use mixed methods of data collection and analysis and the approach will include the following:
a. Collect secondary data from: Counterpart Field Office in Senegal; Senegal Government Education Inspections at the regional and district levels and School Canteen Divisions; and the latest General Population and Habitat Survey.
b. Collect primary data from the following sources: Students; PA (Parents Association) members; headmasters and teachers; staff from Education Inspections at the regional and district levels. Primary data should be collected using surveys, key informant interviews, and focus group discussions.
2. Evaluation Criteria
The proposal will be assessed using the following criteria:
Understanding of the Terms of Reference;
Clarity and style of the proposal;
Soundness of the technical approach;
Practicality of the methodologies proposed;
Timeframe;
Cost;
Evaluation consultant qualifications:
o A minimum of 5 years of experience in conducting quantitative and qualitative impact and performance evaluations in similar complex international development programs.
o Experience in conducting research and evaluation of USG international development programs. Preference will be given to those who have experience in USDA McGovern-Dole Food for Education programs.
o Experience in designing or evaluating education, literacy and school feeding programs.
o Experience in designing, using and analyzing international literacy assessments such as EGRA, ASER.
o Experience in qualitative evaluation techniques such as key informant interviews, focus group discussions, observations, and case studies.
o Experience in quantitative data collection, statistics/econometrics such as randomized control trials, propensity score matching, regression discontinuity, sample size selection, design effects, questionnaire design, etc.
o Experience in West Africa, particularly Senegal.
o Ability to communicate, read, and write fluently in English and French and other languages as appropriate.

Dans ce cadre, ACTED cherche un assistant technique capitalisation et Plaidoyer qui pourra appuyer et mettre en uvre cette dynamique.
III. Profil de poste
L objectif global est d appuyer l mergence de conditions favorables pour une r ponse structurelle aux crises r currentes affectant la s curit alimentaire des m nages pauvres au S n gal en valorisant les bonnes pratiques des diff rents acteurs, en particulier ceux de l Alliance S n gal.
Ses missions seront :
1.Participer et Animer
Participer l ensemble des r unions li es la probl matique de l ins curit alimentaire (Groupe de travail s curit alimentaire, CALP, SECNSA, Cadre Harmonis ) et faire le lien entre les diff rents groupes de travail, produire des compte-rendu (si absents)
Pr parer et animer des r unions mensuelles des acteurs de l Alliance S n gal.
Assurer une bonne fluidit de l information.
Appuyer l organisation du groupe de travail s curit alimentaire (Compte-rendu, co-animation ).
Pr senter le travail des acteurs membres de l Alliance S n gal.
Visiter r guli rement la mise en uvre des projets pour mieux connaitre les difficult s rencontr es et les bonnes pratiques des acteurs.
2.Produire et capitaliser
Produire des documents de capitalisation en particulier :
o sur la m thodologie de ciblage,
o le fonctionnement des syst mes de plaintes,
o les modalit s de distribution.
Explorer et mettre en valeur les pratiques innovantes.
Mettre jour un annuaire des acteurs tatiques et non tatiques qui interviennent dans le secteur de la s curit alimentaire
Produire une carte des interventions des acteurs.
3.Plaidoyer et communiquer
Proposer et discuter la mise en place d un plan de plaidoyer en fonction des objectifs de l Alliance S n gal (mise en place d une r ponse structurelle aux crises notamment travers un renforcement des filets sociaux, renforcement des m canismes de coordination.
Mettre en uvre le plan de plaidoyer (en synergie avec les acteurs de l Alliance S n gal).
Renforcer la visibilit des actions des partenaires de l Alliance S n gal.
Assurer la mise en uvre d un plan de communication ( tudes de cas, communiqu s, pr sentations ).

Master universit ou cole de commerce en affaires internationales ou sciences politiques
Excellent niveau de communication l crit comme l oral
Une premi re exp rience au moins d un an dans les plaidoyers et la capitalisation est souhait e
Exp rience de travail au sein de groupes communautaires est souhait e
Connaissance et comp tences ces plaidoyers et de la capitalisation
Exp rience en impl mentation, valuation dans l humanitaire et le d veloppement est recommand e
Habilit travailler et vivre dans un milieu instable

Le Coordinateur R gional est responsable de la Coordination R gionale. Ainsi, il est responsable de toutes les activit s de l'Organisation dans les pays de comp tence et repr sente l'Organisation aupr s des Institutions, des Bailleurs de fonds, des Organisations et des contreparties.

Il collabore avec les Bureaux du si ge dans la d finition de la strat gie r gionale, des pays et des priorit s d'intervention.
Il collabore avec les Coordinateurs Pays l'identification des activit s des projets avec les diff rents bailleurs de fonds. Il les supervise dans l'application et le contr le des proc dures g n rales de l'association.
Il garantit, dans les Pays de sa comp tence, l'application et le contr le des proc dures de l'organisation et des R glements internes et il s'assure que, dans la mise en uvre des projets, les proc dures des Bailleurs soient respect es.
En outre, il est responsable de la gestion de la coordination, des r sultats conomiques de la coordination et des Pays et de la gestion des Ressources Humaines.

Relations Institutionnelles: Il d veloppe et encourage les relations des Coordination Pays et R gionales avec les Institutions et Bailleurs pr sents sur la zone g ographique de comp tence et avec les ONG Internationales et locales.
Strat gie et Planification: Il collabore avec les Bureaux du si ge dans l' laboration et la mise- -jour des strat gies de zone et de Pays et dans la d finition des respectifs plans op rationnels. Il garantit un monitorage syst matique du plan op rationnel de la Coordination e des Pays de comp tence.
Gestion administrative et financi re de la zone: Il est responsable, avec le support des bureaux comp tents, des analyses du budget pr visionnel et final et des fonctionnements financiers et conomiques des Pays de sa comp tence. (Pr paration du budget annuel et r visions). Il effectue, en coordination avec le Bureau Administratif de Milan, la supervision de la gestion conomique et financi re des projets et de la coordination.
Monitorage gestion projets: il supervise l' laboration, l' criture et la pr paration de la documentation n cessaire la pr sentation de nouveaux projets, en se r f rant aux Bureaux de support du si ge. Il assure, pour les Pays de sa comp tence, l'envoi de toute la documentation officielle des projets (contrats, correspondance officielle, rapports, expos s des faits, et rapports financiers, accords avec les partenaires, etc.) et de toute la documentation de monitorage demand e par le si ge central.
Gestion du Personnel: en coordination avec le Bureau Ressources Humaines en Italie, il effectue la s lection et les n gociations contractuelles du personnel expatri pour lequel il tablit les TDR, le montant contractuel et les ventuels benefit. Il participe l valuation des performances du personnel expatri dans la zone g ographique de comp tence. Il supervise les coordinations Pays dans la gestion du personnel national et expatri de comp tence et dans la correcte application des proc dures de s curit .
Communications Institutionnelles: en r f rant au Bureau Communication et Fundraising, il coordonne les activit s de visibilit et de communication de l'Organisation dans la zone g ographique de sa comp tence.
Proc dures:il assure la r daction et la mise- -jour des r glements pays en coh rence avec les proc dures internes COOPI. Il assure le respect des proc dures des Bailleurs et des engagements contractuels ainsi que des proc dures de gestion de COOPI.

OBJECTIVES OF THE PROGRAMME :
Les units d'appui aux pays ont t mises en place dans la structure organisationnelle afin d'apporter un appui aux administrateurs de programme et au personnel afin qu'ils puissent assumer pleinement leurs responsabilits dans
l'environnement du GSM et assurer le respect des politiques, procdures, rgles et rglements relatifs l'ensemble des questions administratives et financires et aux transactions dans le cadre d'un Progiciel de gestion intgre (PGI/ERP).
Description of duties:
Sous la supervision directe du Reprsentant de l'OMS dans le pays et l'orientation gnrale du Coordonnateur de l'Equipe Inter-Pays de l'Afrique de l'Ouest, l'Administrateur national charg des Oprations assumera les principales fonctions suivantes :
1. Assurer la coordination globale des services administratifs et apporter un appui l'laboration des plans de travail, et veiller la fourniture d'un large ventail de services couvrant le processus de bout en bout du Systme mondial de gestion (GSM) ;
2. Fournir un appui aux responsables et aux membres du personnel afin de leur permettre d'exercer pleinement leurs responsabilits dans l'environnement du GSM; garantir la conformit aux politiques, procdures, rgles et rglements de l'OMS dans toutes les transactions ou pour toutes les questions administratives et financires, dans le contexte d'un systme de planification des ressources institutionnelles (ERP) ;
3. Coordonner diffrents domaines d'activits que sont la gestion du programme, la gestion des achats et des inventaires, la gestion des stocks, la gestion des voyages et des runions, la gestion des ressources humaines, la gestion des communications et technologies de l'information, ainsi que la gestion des plans de travail ou des contributions ;
4. Veiller l'quilibre des comptes et superviser les travaux priodiques de rconciliation bancaire et de clture des comptes du bureau
5. Vrifier l'exactitude et la conformit des oprations effectues au sein du bureau, en accord avec les rgles et rglements, dispositions du manuel et les procdures oprationnelles de l'Organisation Mondiale de la Sant ;
6. Contribuer la prparation des rapports statutaires et des rapports financiers en rapport avec l'utilisation des fonds mis la disposition du Bureau ;
7. Etre l'interface du Bureau par rapport aux auditeurs internes et externes de l'Organisation ; prendre les mesures appropries pour assurer la mise en ouvre des recommandations des audits, dans les dlais impartis
8. S'acquitter de toutes autres tches confies par le superviseur.
REQUIRED QUALIFICATIONS
Education:
Essentielle: Diplme universitaire en gestion, administration publique, droit, sciences sociales et/ou dans un domaine connexe.
Souhaitable: Diplme post-universitaire ou certification professionnelle en gestion de projet ou dans un domaine similaire.
Skills:
Le poste requiert des connaissances actualises du cadre de gestion axe sur les rsultats de l'OMS et des processus oprationnels connexes. Le/la titulaire doit galement tre dot d'une grande capacit organisationnelle et d'analyse, ainsi que de bonnes comptences en communication orale et crite. Une capacit agir de faon autonome et exercer un bon jugement et de solides connaissances en informatique conformes aux normes de l'Organisation, acquises par l'autoformation ou sur le tas, y compris
en ce qui concerne le Systme mondial de gestion (GSM). La connaissance des rgles, rglements et pratiques de l'OMS serait un atout.
Le travail ncessite l'utilisation de logiciels de bureautique courants ou d'autres logiciels, avec un accent particulier sur Excel ou un tableur similaire. Une formation l'utilisation du systme Oracle ou d'autres systmes ERP serait un atout
Experience:
Essentielle: Au moins 2 5 ans d'exprience professionnelle d'exprience professionnelle avec un accent particulier sur la
gestion des programmes, la budgtisation, le suivi-valuation, la gestion des ressources humaines, les achats et/ou les voyages
Souhaitable : Bonne connaissance de la gestion des programmes de l'OMS et des processus oprationnels

idalement dans le systme des Nations Unies et/ou un contexte de sant publique;
