JOB SUMMARY
The primary function of the Emergency Health Manager is the implementation or program activities inclusive of; supervision of staff, day to day administration of overall programs.

ESSENTIAL RESPONSIBILITIES

Provide direct patient care in diagnostic and treatment in emergency primary healthcare in case of absence of local health care providers

Ensure aggressive drug management (stockage, dispersment, warehousing, reconciliation).

Anti-Slavery International is seeking a consultant/s for an end of project evaluation in Nepal. The Comic Relief-funded project (2010-2015) aimed to facilitate access to education and skills training for children of former and current Kamaiya and Haliya bonded labourers in Nepal. Access to education is a critical component in the fight against slavery and associated discrimination as it helps to erode the traditional barriers that underpin the practice. Anti-Slavery has worked with two partner organisations in Nepal to achieve this aim: Informal Sector Service Centre (INSEC) and Backward Society Education (BASE).

The evaluation will take approximately six weeks by either one senior evaluator or a team (one senior and one junior). The evaluation will require travel in Nepal for approximately three weeks and liaison/discussion with Anti-Slavery and Comic Relief staff in London. The consultant/s should be available as soon as possible, with field work to be conducted in late June or July, and the report finalised in August.

The senior consultant should have extensive evaluation experience, knowledge of bonded labour and child labour and be fluent in English. The junior consultant must have experience in evaluation, knowledge and work experience in bonded/child labour in Nepal. At least one member of the team must be fluent in Nepali. Additional criteria are outlined in the Terms of Reference

Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Handicap International is divided into 3 operational departments:

MISSION CONTEXT

On April 25th 2015, a 7.8 magnitude earthquake hit Nepal with its epicenter located near the city of Gorkha, approximately 140km north-west from Kathmandu. It is estimated that the tremor and the several replicas destroyed 70% the buildings and infrastructures of the country with many villages entirely devastated. Up to this day, the number of casualties reaches 7.276 and 14.362 people have been injured.

Already before the disaster, the poor state of Nepal s health system and the very low rate of health coverage put the population at risk. Nowadays, the situation worsened for the majority of the 1.7 million affected people for they are located in remote areas, extremely difficult for humanitarian organizations to reach. Besides facing difficulties to meet their basic needs such as food, water or shelter, the injured persons are struggling to have access to proper health care. Furthermore, the intensity of the catastrophe hurt the Nepalese population in their minds and the psychological effects are heavy.

For this reason, Handicap International s Emergency Response Division is already on the ground, supporting hospitals in Kathmandu and providing rehabilitation care in rural areas for patients having been through chirurgical operations. Furthermore, evaluations are ongoing to offer a holistic response that would cover both the basic and specific needs of the most affected populations both in Kathmandu and the rural districts that suffered a great loss during the earthquake.

HI STRATEGY IN NEPAL

Since the earthquake, previous HI activities (under the Development Action Division) have been put in stand-by.

The global objective of HI is to contribute to address emergency needs of earthquake affected population, especially injured persons and the most vulnerable and to enhance the humanitarian access and response. Main affected areas are Kathmandu Valley and the districts of Sindulpalchowk, Kavre, Nuwakot, Rasuwa, Dolakha in the central region and Kaski, Gorkha, Lamjung in the northwestern region. Prioritization will be given to these areas according to the needs, humanitarian access and stakeholders presence.

HI global strategy is divided in 4 axes:

Physical rehabilitation and psychosocial support to injured persons.

Injured persons urgently need to receive appropriate rehabilitation care in order to avoid the development of critical health complications and/or permanent impairments. The main focus of the intervention will be the management of injured outpatients still in need of follow-up and rehabilitation care. It will be done in support to overwhelmed health facilities which must discharge patients quickly and cannot ensure these care. Outpatients will be followed-up by both fixed point and by mobile teams according to their situation.

HEI and shelter intervention to affected persons including the most vulnerable ones.

In rural most affected Districts, according to discussions held with local leaders (HI Field Assessment 06/05/15), the destructions of the houses have been in a very large range and people are sleeping outside or at their relatives places.

Households whose homes have been damaged or destroyed are in need of immediate support to recover and avoid developing negative coping mechanisms.

HI proposes an intervention in two phases:

An immediate response to address emergency needs of affected persons will be organized through distributing of HEI and emergency shelters (tarpaulin and tents) before the starting of the monsoon to 10.000 affected persons. HI will complement the response with psychosocial support and physical rehabilitation activities.In a second step, a cash for shelter intervention will be implemented to support families in the reconstruction (building/repair) of their shelter. This intervention will address the need of 200 households as a shelter pilot project. The reconstructions will be able to start after the monsoon. In the meantime, HI project team will define designs and methodologies and start the community driven approach. The selected beneficiaries will be trained and will get support from HI to build or repair their shelters with constant support and guidance from HI-trained local builders and HI staff.Specific assistance to the most vulnerable earthquake affected persons (protection sector).

Through mobile teams, HI will identify most vulnerable affected persons (including person presenting distress signs, persons with functional limitations such as elderly and persons with disabilities ). The identification of the most vulnerable persons will be done according to set criteria defined at the beginning of action. HI will then address their essential needs in terms of complementing emergency distribution of essential items, of PSS activities, physical rehabilitation and orientation to other services.

The inclusion technical unit (ITU) will be implemented in order to ensure the inclusion of persons facing additional barriers into the humanitarian response through advocacy and support to partners.

Logistics support to humanitarian stakeholders to facilitate the response and to enhance access to most affected persons in remote mountainous areas.

In collaboration with WFP, HI provide logistics support in terms of inter-agency storage facility in Kathmandu in a first step. In a second step, HI will support humanitarian stakeholder to transport goods from District Hubs to affected beneficiaries.

MAIN RESPONSABILITIES OF THE EXPATRIATE

Based in Kathmandu, under the direct responsibility of the Head of Mission, and with the support of the Financial Controller and Human Resources Officer at HQ level, you will be responsible for:

Develop a human resource strategy in support to the structuring of the mission and the implementation of emergency projects.

Ensuring that local legislation is respected and that a legal framework is established on HR related issues;

Developing the human resources organization and operational framework and policies (salary scale, internal promotions etc.) in close coordination with development division;

Ensuring proper management of human resources for the Nepal emergency mission: HR policy, recruitment, administrative management of staff, training management, capacity building, carrier management, etc;

Representing Handicap International Emergency division towards local authorities;

Ensuring the operational management of the team placed under your responsibility (expatriate and/or national staff);

Ensuring smooth and regular reporting on your activities towards your line manager.

MAIN TASKS OF THE EXPATRIATE

REPRESENTATION

You are the direct interlocutor of HI ERD towards HI Development Division on HR issues;You are the interlocutor towards local authorities on HR issues;

You participate actively to HR coordination and information meetings (NGO coordination, etc.).

DEVELOP HR OPERATIONAL FRAMEWORK

In close coordination with HI development division, develop the HR operational set up for the emergency intervention

Implement a comprehensive HR policy package and corresponding processes for the mission, train the HR team and managers on the corresponding tools and monitor their actual implementation in the field

Recruit the HR team for the mission, in coordination with the administrative coordinator

Support the HR team in the first months of the mission to absorb the workload related to the structuration of the mission

EXPATRIATE ADMINISTRATIVE MANAGEMENT

Ensure that every new comers on the mission receives induction briefings and guarantee the content of the Human Resources briefing;In charge of welcoming the expatriate on the mission and the transmission of their arrival envelope (linked with the logistics department);Responsible for the administrative management of the expatriates: Visas, plane tickets, registration with the national authorities, R&R request, movement sheets, etc;Responsible of the Handicap International s legal position toward the law: data update in case of new law, rigorous follow-up of the existent law regard to the national labour law, and especially regarding expatriate follow-up (visas, residency permits, working permits, etc.);Available to answer expatriates questions and ensure a regular update of the Specific Conditions of Engagement;Ensure that expatriates files are well conserved and classified;Follow-up any needs in Human Resources on the mission, and work closely with the Head of mission and the Headquarter HR officers.

NATIONAL STAFF MANAGEMENT

Coordinate recruitment process for the mission, according to the needs expressed by the field;

Accompany heads of departments in the set up of their organization chart and HR needs, as well as the recruitment phase of their team;

Ensure that members of HR team take part in the recruitment of national staff and verify the equity of the recruitment;

Facilitate the employment of persons with disabilities and women as far as possible;

Improve if needed recruitment policy, recruitment process and recruitment tools;

Set up individual files for all the staff contracted on the mission;

Coordinate employment agreements and HI internal rules in accordance with the country labor law and in close links with the Administrative Department of Development division;

Develop and implement salary payment tools, in accordance with HI salary grid, Internal Regulations, and the country labor law;

Register the staff with the different authorities and pay compulsory taxes and contributions in close links with other HI divisions;

Ensure that local legislation is respected in all the recruitment and contracts break down procedures, for all the national staff;

Respect of HR management tools (wage scales, internal rules ) and make proposals for their improvement.

Ensuring the respect and transparency of disciplinary, appraisal and promotion procedures on the mission. Make sure that every decision is conform to labor law and take part in all decision process.

SUPPORT TO FIELD BASES

Support to the field administrators for the implementation of HR tools at base level

Provide technical support to all bases through field visits, technical workshops with relevant staff, capacity building of HR teams

Propose, update and supervise the information flow between coordination and field offices in your field of expertise

Report any problems and/or concerns on technical issues

TEAM MANAGEMENT

Ensure strict application and respect of the Internal Regulation by your related staff.

Define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);

Support and advise your team in the implementation of their IAP;

Ensure feed back towards your team about issues potentially raised by them;

Ensure a good communication coordination information level of each member of your team through regular coordination meetings (or other if needed);

Ensure conflict resolution (personal and professional) within your team and inform the head of mission;

Propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission;

Support your staff in their management duty: coordination meetings, individual interviews, etc.

REPORTING

Participate to the monthly situation report (SITREP) by providing relevant data related to your position;

Provide regular reporting on your activities to the Emergency Head of Mission and the Human Resources Officer upon his/her solicitation (coordination meeting, workshop meeting, etc.);

You provide the desk officer with a mission report and/or handover document at the end of your contract;

Debriefing at HQ at the end of your mission (and during Home-Break).

Save the Children is currently responding to the Nepal earthquake. We are aiming to reach 600,000 people (including 240,000 children) in the most affected districts.

The advocacy manager will provide overall leadership and management of the humanitarian advocacy work of Save the Children's response to the Nepal earthquake. You will be responsible for the development and implementation of advocacy strategies that will influence government authorities at all levels and other key stakeholders of the humanitarian response to achieve positive and lasting changes to fulfil children's rights both in the immediate relief phase of the response as well as in the recovery, rehabilitation and reconstruction phase. You will operate in a fast changing and stimulating environment. You will be able to draw on Save the Children's long standing experience of working in Nepal. Your work can make a real difference to ensure that the response to humanitarian needs is timely and principled.

The post is based in Kathmandu, with regular travels to the districts affected by the earthquake.

Deployments are expected to last for one year with the possible of extension where funding can be secured.

Statement of Work

Requirements/QUALIFICATIONS:
* A university degree in international development, social science, finance, business administration, or related field is required.
* Minimum of eight (8) years of experience working with international NGOs in grants management positions.
* At least six (6) years of experience in administering small grants in an international development program (preferably US Government supported), including experience in grants design, negotiation, and administration of civil society related grants.
* Thorough knowledge of and experience regarding grants administration, contracting, and procurement regulations.
* Demonstrated knowledge of USG rules, regulations, policies and procedures highly preferred.
* Prior experience in South Asia, and in particular Nepal, is preferred.
* Excellent organizational, analytical, oral and written communications skills.
* Demonstrated supervisory and leadership skills.
* Ability to work well in a team environment, strong interpersonal skills, able to work effectively with civil society organizations, USAID, project staff, and other beneficiaries.
