This position is located in the Office of Management's, Office of the Executive Secretariat.

The Office of the Executive Secretariat manages the Department’s top-level written communications, such as letters, information, action, and decision memos, and Congressional Reports. These form a key component of the Department's interaction with the White House, Congress, other governmental agencies, and the public. Every communication that leaves DOE is an opportunity to promote this Department's and this Administration's strategic mission. A successful candidate in this position will have an intimate knowledge of DOE programs and activities to provide a liaison between the Secretary, Deputy Secretary, Under Secretary, Department Staff Offices, and other key officials within and outside of the Department regarding a wide range of decision documents, correspondence, technical documents, etc.

As an Executive Correspondence Management Analyst, you will:
Ensure that documents, papers, and correspondence forwarded for signature within the Office of the Secretary adhere to the standards set forth by the Department;Review and analyze documents to ensure that views of all parties involved have been fully and adequately considered, resolved, addressed, and incorporated;Ensure all correspondence packages are well organized and communicate the required information concisely, logically, and completely;Provide guidance to program offices on formats and editorial policies of the Executive Secretary's Office;Monitor, update and maintain suspense tracking systems for correspondence;Determine pertinent information needed by analysis of various reports, studies, schedules, surveys and other record material;Develop and recommend changes needed in program objectives, emphasis and operating procedures; andWrite correspondence and other documents for approval by the Secretaries of Energy and/or their staffs, as needed.Performs other duties as assigned.

SPECIALIZED EXPERIENCE REQUIREMENTS

At the GS-9: You must meet the requirements of the position based on education, specialized experience or a combination of both.

Education : Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree.

Or

Specialized Experience: One year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as:

1. Assisting with the review of correspondence packages submitted for signature.
2. Interacting with executive level staff.
3. Monitoring suspense tracking systems for correspondence.

At the GS-11: You must meet the requirements of the position based on education, specialized experience or a combination of both.

Education: A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

OR

Specialized Experience: One year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as:

1. Reviewing and editing correspondence packages submitted for signature.
2. Interacting with and providing assistance to executive level staff and program offices.
3. Monitoring, updating and maintaining suspense tracking systems for correspondence.

At the GS-12 level: Education cannot be substituted for experience. You must have one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as:

1. Writing, analyzing, reviewing and editing correspondence packages submitted for signature.
2. Interacting with and providing guidance to all levels of executive staff within and outside of the Department and program offices.
3. Assigning correspondence and documents to the appropriate offices and/or personnel for response.
4. Monitoring, updating and maintaining suspense tracking systems for correspondence.

Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance.

The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
