The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. This position is organizationally located in the Contract Health Service (CHS) Branch, Billings Area Office, Indian Health Service, Billings, MT and works under the direct supervision of the CHS Branch Chief. The incumbent shares responsibilities for program planning, program development, management, operation, and evaluation of a comprehensive CHS program.

BASIC REQUIREMENT(S):

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

· Missions, organizations, programs, and requirements of health care delivery systems;

· Regulations and standards of various regulatory and credentialing groups; and

· Government-wide, agency, and facility systems and requirements in various administrative

  areas such as budget, personnel, and procurement.

· In addition to the requirements listed above, the Excepted Service Qualification Standards

  also require the following:

- Applicants must also possess:

- Management ability to delegate authority, evaluate and oversee people and

  programs, recognize and adapt to changing priorities; and

- Knowledge of the interrelationships and interdependencies among various medical

  and administrative services and programs.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

GS-7: One (1) year of specialized experience equivalent to at least the GS-5 grade level OR one (1) full year of graduate level education OR superior academic achievement.

GS-9: One (1) year of specialized experience equivalent to at least the GS-7 grade level OR master's or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree.

GS-11: One (1) year of specialized experience equivalent to at least the GS-9 grade level OR Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated above, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Specialized Experience: For GS-7 level, you must have one year of experience (equivalent to the GS-5) that included duties such as:

Assure funds have been obligated within deadlines and unused obligations are cancelled. Being responsible for making sure transactions affecting funds are promptly processed. Effectively communicate with fiscal intermediaries, vendors and contractors. Review invoices to determine if authorizations have been issued. Research and take appropriate action on authorization errors/issues. Assist in determining patient eligibility. Respond to Contract Health Service inquiries through telephone, correspondence and personal visits. Identifies error messages in Resource Patient Management System and take corrective action. Independently determines patient eligibility. Use of RPMS, CHS/MIS system for issuing of documents and program reporting.

Specialized Experience: For GS-9 level, you must have one year of experience (equivalent to the GS-7) that included duties such as:

Independently determine patient eligibility, assists with scope and priority level of funding for the CHS program. Responds to CHS inquiries and requests for CHS assistance. Assures adequate funds are set aside for all authorized referrals, emergency call-ins and follow up care referrals. Responsible for keeping up-to-date pending and completed CHS patient files, with documented status of all written and verbal transactions. Creates and maintains an understanding of the CHS program to promote consumer and provider satisfaction and understanding. Assists with the reporting of catastrophic Health Emergency Fund (CHEF) cases and obligates these funds.  Assists with research and response to CHS appeals.  Familiar with applicable federal regulation and policies s i.e. IHS/CHS Manual, IHS/CHS eligibility, Prompt payment, Anti Deficiency Act, Federal Acquisition.

Specialized Experience: For GS-11 level, you must have one year of experience (equivalent to the GS-9) that included duties such as:

Interpreting and/or implementing policies and procedures for Contract Health Services. Involved in assuring the local CHS operating program guidelines, policies and procedures are being followed.   Work with other departments, health care facilities such as IHS Service Units and/or Tribal Clinics.   Interact with Federal and State agencies, hospitals, physicians and other health care providers for the purpose of creating, maintaining and understanding the CHS program and to promote consumer and provider satisfaction.  Monitored funding levels and determine priority level of funding for the CHS program. Assures adequate funds are set aside for all authorized referrals, emergency call-ins and follow up care referrals.  Independently research and prepare responses to CHS appeals assuring files are complete.  Independently identifies and processes catastrophic health emergency (CHEF) cases.  Knowledge and application of applicable federal regulation and IHS policies and procedures s i.e. IHS/CHS Manual, IHS/CHS eligibility, Prompt payment, Anti Deficiency Act, Federal Acquisition.

SUPERIOR ACADEMIC ACHIEVEMENT (SAA): SAA is based on (1) class standing - applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; (2) grade point average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) honor society membership - election to membership in a national scholastic honor society.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.Indian Preference applicants will be rated in accordance with the Indian Health Service Excepted Service Qualification (Preston) Standards.  Time-In-Grade requirements, if applicable, will not apply to Excepted Service Examining Plan applicants. 

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
