Facilitator, The African Children's Charter Project (ACCP)

The African Children’s Charter Project (ACCP) aims at improving the lives of children in Africa and the fulfilment of their rights. To achieve this goal, the project aims at promoting the implementation of the African Charter on the Rights and Welfare of the Child (ACRWC) through: a strengthened African Committee of Experts on the Rights and Welfare of the Child (ACERWC); and increased engagement of African civil society organisations with the Committee.

The purpose of the workshop is to undertake a strategic review of the progress of the African Children’s Charter Project during since inception - four years (2011-2014) through a consultative process involving multiple stakeholders (Consortium partners, ACERWC and its secretariat). The workshop will also review the project bridging program document for 2015 and 2016 and as a startup workshop for the implementation of the project two year bridging period before the full phase 2. Moreover, preliminary findings of the final evaluation of the current phase of the ACCP.

The workshop objectives include:

Strategic review of the progress of the African Children’s Charter Project during the last four years (2011-2014)Start-up workshop to review and discuss ACCP bridging program 2015 and 2016.Presentation of Preliminary findings of the final evaluation pf phase one the project ending December 31st 2014.

On behalf of the ACCP consortium, Plan would like to invite expressions of interest from qualified consultants/firms and submit bids for preparing and facilitating this annual workshop.

Expertise:

A lead consultant who will be experienced in strategic planning, formulation and management for child rights programmes and institutions in Sub-Sahara Africa will be hired to lead the process. The successful bidder will have a minimum of a master’s degree in a relevant field and at least five years of professional experience in strategic planning and management. Plan International, therefore, invites a qualified individual consultant with the required expertise and experience to bid for the consultancy described in the terms of reference.

The consultant and his/her team must agree to adhere to and sign Plan’s Child Protection Policy (CPP).

Interested applicants should submit with Plan International their technical and financial proposals including, Confirmation of the requirements of the Terms of Reference; Curriculum vitae and statement of capability; Brief outline of consultant’s approach and methodology to achieve the assignment requirements; Work plan for the assignment. The proposal should cover all aspects of preparation, facilitation and support for the final report as described above. .

The consultant should include:

An itemised line by line budget proposal in United States Dollars for consultancy fees stating the net of tax and the total gross total figure as well as administrative costs such as travel, accommodation, meals and stationary etc. if applicable.Proposed terms and schedule of payment.Copy of registration certificate, VAT and PIN.
