BACKGROUND
IUCN Caucasus Cooperation Center (formerly Programme Office for the Southern Caucasus) opened in October 2006. Its
mission is to strengthen support for nature conservation in the region by providing a range of services to all interested and
engaged actors in the field:
• Access to global nature conservation knowledge
• Promotion of synergies among ongoing and planned activities
• Assistance in identifying gaps and trends in specific sectors
• Facilitation of multi-stakeholder processes
• Communication: global to local and local to global reach.
The regional program “European Neighborhood and Partnership Instrument East Countries Forest Law Enforcement and
Governance II Program“” (the “Program”) is aimed at putting in place improved forest governance arrangements through the
effective implementation of the main priorities set out in the St. Petersburg Ministerial Declaration and Indicative Plan of Actions
for the Europe and North Asia Forest Law Enforcement and Governance (ENA-FLEG) process. This Program specifically
covers seven countries of the ENA Region, including six members of the European Neighborhood Policy Initiative (ENPI) –
Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine – and the Russian Federation. The Program will support
selected pilot activities to be implemented with the active involvement of governments, civil society and the private sector. Most
activities will be at a country level, complemented by strategically targeted sub-regional and regional actions. The Program is
supported by the European Commission and other donors contributing to a special multi-donor trust fund administered by the
World Bank (WB). Implementation of the Program is led by the World Bank, working in partnership with the International Union
for Conservation of Nature and Natural Resources (IUCN) and the World Wide Fund for Nature (WWF) (all three collectively
referred to as the “Implementing Organizations” or “IO’s”) and in close coordination with governmental and nongovernmental
stakeholders of the participating countries.
In the framework of the program it is planned to create a unified online portal accumulating forest related data and publications
existing in Georgia, as well as providing links to the best international practices. The activity includes also creation of online
forest maps covering different thematic areas. As a result of the activity a unique online source for forest related information,
“Forest Resource Center” will be created.
THE OBJECTIVE
The main objectives of the activity are:
• Provide stakeholders and general public with easily accessable and credible forest related information;
• Through the portal, create links to review what is considered the best international standards and practices for forest use and
management;
• Ensure that the information flow enables global to local and local to global knowledge transfer;
• Make available forest-related maps with different timing, scales and thematic areas;
• Make spatial information on forests available via Internet and solve the issue of availability, systematization and optimization
of the data.
SPECIFIC DUTIES AND RESPONSIBILITIES

1. General
The IT Officer will be responsible for providing technological support to the program aiming at development of forest information
database. The IT Officer – developer of the forest information database, will be responsible for the development of the online
portal consisting of two main parts entitled (1) Forest Resource Center and (2) GeoForestPortal.
The IT Officer – developer of forest information database will work under the direct supervision of the Acting Head of IUCN CCC.
2. Specific Tasks
• Development of a Forest Resource Center for forest related publications
- Develop an online system, a hub for forest related publications;
- Work in close collaboration with relevant IUCN officers in placing forest related publications on the portal;
- Link the Georgian resource center with the international online sources;
- Link Forest Resource Center to the databases of relevant public organizations, NGOs and scientific institutions;
- Ensure maintenance and regular update of Forest Resource Center.
• Development of online GeoForestPortal for thematic maps
- Create an online portal for forest related maps (GeoForestPortal);
- Develop online maps with different timing, scales and thematic areas (e.g. forest coverage; forest fires; population distribution;
damage to forests caused by natural disasters, etc.)
- Work in close collaboration with relevant IUCN officers and representatives of different institutions in obtaining necessary
resources for maintenance and further development of online maps;
- Ensure regular update of GeoForestPortal.
• Responsible for training of the relevant staff of the institution that will take over the responsibility of sustainability of the Forest
Information Database after the program ends;
• Provide overall IT related support to the program.
REPORTING AND APPROVAL PROCEDURE
The IT Officer will prepare and present to the Acting Head of IUCN CCC reports on a quarterly basis. The quarterly reports will
be called ‘Progress Reports’ and the last report will be termed ‘Final Report’. Each Progress Report will be submitted not later
than 5 working days after the completion of each calendar quarter and the Final report will be due no later than 15 working days
after the end of the calendar month.
OUTPUTS
The outputs will include:
- Forest Resource Center – a unified portal for forest related information;
- Online forest related maps - spatial information on forests placed in internet
- Free access to Forest Information Database;
REQUIREMENTS
• At least 5 years Information Technologies experience. Knowledge of forest and natural resource management issues
• Fluency is written and spoken Georgian is essential
• Strong understanding of web GIS and Special Data Infrastructure(SDI) techniques
• DB severs MySQL, Postgres installation administration skills
• Familiar with web technologies such as PHP, SQL, HTML, CSS and JavaScript;
• Windows server 2008 configuration, administration
• Experience in IIS, Apache and map server administration
• Knowledge of Content management Systems (CMS)
• Mail server configuration, administration. Building of mailing lists;
• Knowledge of GIS applications;
• Knowledge on network and security architecture;
• Prior working experience with IUCN, especially on ENPI FLEG I is an asset
• Strong inter-personal skills and ability to work in different cultural contexts
