The “Enhancing the Democratic Rule of Law through Strengthening the Justice System in Timor-Leste” project, also referred to as the “Justice System Programme” (JSP) is a comprehensive capacity development programme for the justice sector. Originally launched in 2003, the programme has been the most significant support for the justice sector in Timor-Leste over the last 10 years. The latest phase of the Programme was started in January 2014 with revised outputs.

The national ownership of the programme rests with the Council of Coordination (CoC), which works as a national coordination mechanism for the justice sector. It is chaired by the Minister of Justice and composed of the President of Court of Appeal, Prosecutor General, and Public Defender General.

JSP’s activities involve working with partners including, the Ministry of Justice (especially the Public Defender’s Office and the Legal Training Centre), the Prosecutor-General’s Office and the Judiciary.  UNDP works towards a strong and sustainable justice sector which supports the rule of law and enables access to justice for all, in keeping with the objectives of the government’s Justice Sector Strategic Plan. JSP also works in close alignment with the national monitoring framework known as DPCM. The Programme works to support country-wide, community-based access to justice and dispute resolution, with a particular focus on women and girls and those living in remote communities.
A new Programme Document for 2014 – 18 was signed at the end of December 2013, which sets out revised priorities for JSP; accordingly the programme is in the process of preparing baseline data to ensure the impact of interventions in this phase is measured.

Under the overall supervision of the Chief Technical Adviser of the Justice System Programme (JSP) and in close collaboration with the Communications Adviser and Access to Justice Team, the M&E Specialist will be required to produce an M&E framework for the JSP and establish related mechanisms and systems within the programme to monitor results of interventions in line with the Programme Document. This will include selecting SMART indicators and setting baselines, assisting the CTA gather data for quarterly and monthly reports, as well as annual and donor reporting. This will involve working with national counterparts and programme advisers to gather information both qualitative and quantitative that shows progress in the justice sector. He/She will also help justice institutions use the Integrated Case Management System (IIMS) and other tools to develop their own M&E systems, and work with the Ministry of Justice Planning Secretariat to establish data collection and dissemination processes.
The Specialist will also be required to develop capacity of advisers in national institutions supported by UNDP in the area of evidence-based reporting. This may include developing materials, training, and support to advisers during their induction.
Functions / Key Results Expected:

JSP requires a rigorous Monitoring & Evaluation (M&E) system to measure its results and impact.  The M&E Specialist will have overall responsibility for designing this system and setting up necessary mechanisms and systems to gather data needed to assess progress against the intended goals and benchmarks.  S/he will also be required to provide related capacity development support to the JSP team and national counterparts.

Under the overall guidance of and reporting to the Chief Technical Advisor (CTA) the Monitoring, Evaluation and Reporting Specialist  will:

Support setting up a robust M&E framework for the JSP, including related tools, instruments, systems and processes as well as capacity development as needed;Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring issues;Liaise with relevant officials in development partners, especially government stakeholders and partners for exchange of information and promote partnership and support/establish national M & E;Participate in monitoring of development and professional norms, standards, tools and methodologies;Assist the government partners in preparation of programme documentation and reporting;Contribute to the establishment of standardized reporting mechanisms, and ensure effective & timely reporting adhering to UNDP and Donor Requirements.

Deliverables:

JSP’s M&E framework and reviewed, revised and completed, with baselines established. Government stakeholders consulted and agreed to exchange of information for RBM and M & E.Guidelines and systems to operationalize the M&E Framework in JSP prepared in English including reporting templates.Training events held and all relevant JSP staff are trained in the M&E framework and process.Workshops with JSP-supported advisers held at which the JSP M&E framework is discussed and JSP advisers trained on how to report effectively. Workshops with national counterparts held and data collection mechanisms established.

Academic Qualification:

Master’s Degree or equivalent in Law, International Development, Business Administration, Political Sciences, Social Sciences or related field.

Professional Experience:

8 years of professional work experience at the national or international level in programme design, Monitoring, Evaluation and reporting in large scale development projects, at least 3 years of which should involve working with justice-related projects;Work experience in developing countries, on data collection, review, and analysis preferably in Asia Pacific region.Theoretical and practical knowledge of UNDP’s approach and methodology, using the RFF and UNDAF framework desirable;Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
