INS13801- Senior Aviation and Environment System/project Coordinator

Under this project, assistance will be provided in developing a provision of system, role and function embanded to DGCA Indonesia
Organization for sustainable development and implementation of the Indonesia response measures relating to the climate change and
carbon reduction emissions.
IMPACT OF OUTCOME OF THE POSITION
Provide assistance to the Indonesia DGCA achieve the project’s outcomes, including duties of Project Coordinator.
MAJOR DUTIES AND RESPONSIBILITIES
1. Technical duties:
a) Collect and review all information related to existing DGCA organization, regulations, system and procedures, and human
resource capacity concerning to aviation environmental global policy and national action plan.
b) Coordination between the ICAO experts and National professional project personnel, DGCA and all stakeholders, as
appropriate.
c) Develop detailed primary and support program (roadmap), and draft revision of the institutional strengths, regulations,
system and procedures as appropriate, including the capacity building program with regards to aviation environmental global
policy and national action plan.
d) Review and update of the national action plan/roadmap (State’s action plan) and the status of its implementation.
e) Updating/ further elaboration as necessary on the Indonesian DGCA target reduction as well as mitigating actions in order of
priority. It is recalled that the prioritization can be done by developing an applicable detailed plan and roadmap for
individual measures, or for scenarios (a combination of two or more measures).
f) Assist, within timeframe of the project, in the development and implementation of training activities, which may include:
familiarization/information sessions, on the job training, courses, workshops, internships and conference/seminar
programme for DGCA and all stakeholders personnel regarding the institutional improvement, role and functions, system
and procedures, regulations, and target and achievement on mitigations emissions, with regards to the aviation
environmental global policy and national action plan.
g) Develop a detailed proposal for the establishment of an Environment regulatory unit within the Indonesian DGCA

h) Provide assistance, within the timeframe of the project, on the review, and updating of existing alternative fuels and
renewable energy policy and regulations, procedures and guidance material correspondence with applicable ICAO
standards, International standards and national law.
i) Provide assistance, within the timeframe of the project, on the development and updating of the primary and support
programme (roadmap) for implementation measures of alternative fuels and renewable energy.
j) Provide assistance, within the timeframe of the project, to DGCA to develop a collaboration system and programme for
alternative fuels and renewable energy implementation measures.
k) Assist, within the timeframe of the project, in the development and implementation of training activities, which may
include: familiarization/information sessions, on the job training, courses and workshops, for DGCA and all stakeholders
personnel regarding alternative fuels and renewable energy.
l) Assist, within the timeframe of the project, in (further) consultations as required to identify viable options for the
introduction and development of alternative fuels and renewable energy in the local context and to assess their financial
impact.
m) Assist, within the timeframe of the project, in reviewing of fiscal policy (incentive and disincentive) and financial scheme as
appropriate for support the investment.
n) Identify (on an annual basis) all the environmental related activities implemented by ICAO at the regional and global levels,
and others national and international forum, and determine the relevant activities for Indonesia. These will include the
CAEP;
o) Recommend a strategy and program for DGCA to enable Indonesia to valuably contribute to the pertinent activities.
p) Advise on and, as appropriate, participate in meetings, workshops and events as requested by the Indonesian DGCA.
q) Assist in identifying potential sources of external financing for implementation measures, in particular Environmental Funds
within the UN and World Bank Group, and advise on their respective terms and conditions for funding;
r) Assist in the preparation of applications/follow-up for financial support for the implementation of measures from the above
Funds and/or other sources of funding;
s) Assist the Indonesian DGCA in fulfilling (reporting) requirements for loans/grants awarded during the lifespan of the
project.
t) Assist DGCA Indonesia with the development and drafting of amendments required to the licensing, certification and
surveillance obligations and procedures of the DGCA Indonesia to enable the attainment of environmental objectives.
u) Advise the aviation stakeholders involved of the amendments in order to enable the attainment of environmental objectives.
v) Advise on the implementation of the amendments and an inventory system to monitor the progress achieved.
w) Advise on best practices to resolve environmental concerns, including those relating to greenhouse gas emissions, energy
consumption and renewable energy inventories.
2. Project Coordinator duties:
a) Manage and coordinate the day to day administrative activities of the project.
b) Prepare and submit the project Work Plan within one month of deployment.
c) In coordination with national counterparts, prepare and maintain current the work plan for project international and support
staff assigned to the project.
d) Plan the organization, manpower, training and other resources priority requirements to meet the objectives of the project.
e) Submit monthly reports on project activities and developments to the Director of Technical Cooperation Bureau; such
reports will include as required information on the local security and working conditions, the progress achieved by the
project and its staff, any difficulties and shortcomings encountered and the actions taken or recommended to overcome them,
and the actions taken at the project level to implement the ICAO instructions and policies applicable to the work of the
project.

f) Brief newly recruited staff upon arrival at the duty station(s) on his/her responsibilities, duties, working methods,
relationship with counterparts, host country civil aviation authorities, press and media.
g) Debrief each field staff member under his/her direction on completion of assignment and provide Headquarters with a report
thereon.
h) Ensure successful completion of the project’s tasks, in accordance with the instructions of Headquarters, and the policies
regulations and budget governing the project.
i) Cooperate with other UN/International Development Agencies or other technical cooperation and aid projects or
programmes in Indonesia and promote coordination of the work in the project with that of other projects or programmes
assisting Indonesia in the field of civil aviation.
j) Establish and maintain close association with donor assistance organizations working in the country of his assignment for the
purpose of establishing cooperation with that organization for existing or pipeline projects, so as to ensure no duplication of
effort and also to be aware of alternative sources of funding for proposed civil aviation projects.
k) Perform other project coordinator tasks as per ICAO Field Staff Rules, Field Operations Manual, Administrative Manual,
ICAO Procurement Code and other related documents.
QUALIFICATIONS AND EXPERIENCE
Educational background
1. Advanced university degree (Master’s degree or equivalent, which should be substantiated by the applicant) in a technical or
scientific field related to aviation and the environment.
Professional exper ience and knowledge
1. Extensive experience (15 or more years), rising to a senior level of responsibility, in the planning, direction, administration and
management of environmental programmes and in the regulation engine emissions within a civil aviation administration, a major
international airline, and or other relevant international aviation organization.
2. Extensive experience (10 or more years) in managerial capacity, with proven ability to manage a team of multi-functional experts
in accomplishing project objectives.
3. Experience (preferably 5 years) on alternative aviation fuels programme is highly desirable. Those experience should have been
at the international level for at least 5 years.
4. Good knowledge of Annex 16 of the ICAO Convention. Knowledge of aircraft performance, operational procedures, alternative
aviation fuels processing and qualification, PBN and CNS/ATM system, and market-based measures as they relate to
environmental control. Knowledge of the main ICAO policies and regulations in the afore-mentioned areas. Broad knowledge of
analysis techniques for the environmental aspects of civil aviation
5. Familiarity with inventory techniques for aviation emissions and alternative energy sources.
6. Thorough knowledge of the policy framework and strategic issues facing international civil aviation and the environment and of
the activities of international organizations active in related fields, particularly in respect of climate change.
7. Sound knowledge and experience with civil aviation environmental issues, with particular reference to activity at the national,
regional and global levels, and to the roles and responsibilities of the relevant international bodies.
8. Experience in participating in strategic and business planning, in developing operational plans, and in building cohesive teams
and directing them towards the achievement of identified goals within approved budgets and agreed timelines.
9. Experience in supporting change initiatives, promoting quality management and fostering innovative reforms.
10. Familiarity with the work and relevant legal framework of other international bodies active in the environmental field with
relevance to ICAO’s work, in particular the UNFCCC and the UN Environmental Management Group (EMG).
11. Knowledge of the environmental impact of corporate activities.
