The mandate and functions of UN Women call for the promotion of organizational and UN system accountability on gender equality through evaluation, strengthening evaluation capacities and learning from evaluation, and developing systems to measure the results and impact of UN Women’s enhanced role at country, regional and global levels. The purpose and role of evaluation in UN Women is to enhance accountability, inform decision-making and contribute to learning on the best ways to achieve women’s empowerment and gender equality through operational and normative work.
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women.
In support of this goal, UN Women works in the following thematic areas:
Expanding women’s voice, leadership and participation;Enhancing women’s economic empowerment;Ending violence against women and girls;Strengthening implementation of the women, peace and security agenda;Making gender equality priorities central to national and local planning and budgeting.
The Markets for Change - Fiji, Solomon Islands and Vanuatu Project (hereinafter referred to as the M4C PROJECT) is a six year initiative aimed at ensuring that marketplaces in rural and urban areas in Fiji, Solomon Islands and Vanuatu are safe, inclusive and non-discriminatory environments, promoting gender equality and women’s empowerment.
The M4C Project aims to promote the gender, social and economic empowerment of market vendors, with specific attention to the needs and aspirations of women market vendors. Through the creation of representative groups in marketplaces, a focus on economic security, the strengthening of local government institutions, procedures and development approach, and the design and building of gender-responsive infrastructure, market vendors will be able to influence decision-making on market management and resource allocation, supporting the economic and social empowerment of market vendors, and the advancement of women market vendors. In Fiji, a total of 10 markets will be reached over the course of the Project. Evidence to date underlines support by local government and market management.
Markets for Change (M4C) Project will use a multi-sectoral approach to build on previous work done by UN Women, and other UN agencies and partners, to strengthen the present network of market vendors, empower women market vendors and create an enabling environment for their growth. M4C will also support gender-responsive infrastructure regarding market extensions and refurbishment.
The Markets for Change projects will be implemented by UN Women, with UNDP acting as the Responsible Party for the delivery of Outcome 2 of the Fiji project.
Under the technical guidance and supervision of the WEE Specialist and immediate supervision of the M4C Project Manager, the M4C National Project Coordinator, will ensure that UN Women’s M4C initiatives are aligned with the National Development Strategies and contribute to the development of gender policy and National Action Plans for the economic empowerment of women in the key ministries.
The M4C National Project Coordinator will ensure that UN Women’s M4C project is harmonized effectively with the mandates and comparative advantage of donors and development partners and capable national and local civil society organisations, and contributes to a coherent national strategy and programme for Women’s Economic Empowerment.
The M4C National Project Coordinator will establish and maintain effective partnerships with national and local Government, multi-lateral and bi-lateral donors and will be fully responsible for finalisation and submission of project documentation for M4C project inception and implementation.
Summary of Key FunctionsSupport effective partnerships on UN Women M4C projects in Fiji, Solomon Islands and Vanuatu;Monitor and facilitate the UN Women Markets for Change project plans, communication and documentation, from design, approval to pipeline funding;Work with the M4C Regional team and M4C consultants to develop a schedule of activities to get the UN Women large scale, market projects operational;Ensure UN Women meets all donor requirements and obligations in project inception and implementation;Represent UN Women in relevant national and local meetings, consultations, communities of practice and sectoral working groups;Advocate and promote UN Women’s mandate and comparative advantage.
Provide advice and support to UN Women management, programmes and projects focusing on achievement of the following results:
Ensure that the Country Programme Coordinator (CPC), and key Governance and EVAW, Climate Change and Humanitarian programme staff and relevant staff in other UN agencies are fully informed and able to contribute meaningfully to the inception and rollout of UN Women’s M4C projects;Ensure that the goal and objectives of the UN Women M4C project and the underlying gender analysis are adequately reflected in country level UNDAFs, UN Joint Programmes, UN Women Annual Work plans, reports;Ensure UN Women’s national staff, M4C partners and stakeholders are fully informed and involved, and that M4C initiatives are well harmonized with the efforts of other major development partners and donors;Draw on the accumulated knowledge and progress reports of UN Women’s M4C project to contribute to national and local inter-agency initiatives to address priority issues in women’s economic empowerment;Represent UN Women’s M4C programme in relevant working groups at national and local policy and programme related meetings;Develop a database on all relevant indicators, partners and programmes on M4C at country level and monitor and collate electronically all national news relevant to M4C;Prepare human interest stories and project updates drawn from M4C programmes and partnerships, for UN Women’s global and regional websites;Contribute to social mobilisation and popular education on gender and economics around the observance of UN Days that are relevant to M4C. ( in particular Oct 15,16,17);Facilitate effective linkages between WEE/M4C programming and core programmes and projects, including governance, EVAW, Peace and Security, Climate Change, Disaster Risk Reduction and Sustainable Development. Provides policy advice and options to counterparts and facilitation of knowledge building and management focusing on achievement of the following results:
High quality and accurate project briefs, particularly from Gender and pro-poor perspectives, on national and local economic development;Quality contributions to knowledge networks and communities of practice through identification of best practices and lessons learned, especially through UN Women’s own programmes;Key information on the gender dimensions of national and local economic policies and their impact on poverty reduction, growth and equity distilled from studies, reports, and analyses and shared with UN Women staff and partners, local and national governments and institutions.
Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results:
Effective partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society areas based on strategic goals of UN Women in the area of economic empowerment, countries needs and donors’ priorities;Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation;Production of periodic updates and briefs on national and local development situation to be used by stakeholders, SRO, CO and HQ;Facilitate quality gender analysis, studies/research on emerging economic development concerns that feed into government/development partners processes.
Advocacy and promotion of awareness of UN Women mandate and mission focusing on achievement of the following results:
Public and policy advocacy for the Millennium Development Goals, and implementation of CEDAW (in particular, Article 14), pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings;Support to monitoring progress and formulation of strategies towards the accelerated achievement of the Millennium Development Goals and CEDAW Article 14, and planning on gender and economics in the 2015+ agenda;Management of strategic public events and publications on Women’s Economic Empowerment
Facilitate implementation of the M4C project at national level by contributing to the achievement of the following results:
Effective monitoring, measuring the impact of the M4C project and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme to key feedback and lessons learned;Aggregate reports on activities, outputs and outcomes. Preparation of both interim and final donor reports;Effective use of atlas in managing risks for the M4C project;Planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UN Women rules and regulations;Prepare and certify payment requisitions for all M4C programme requests.
Impact of Results
The key results of the post include facilitating progress on effective country level M4C project inception and implementation. The post also increases the substantive contributions and visibility of UN Women in the national and local discourse on gender, livelihoods and poverty reduction.
