Consultant - Climate Resource Mobilization Expert

Under the supervision of Environment and Climate Division (ECD) and in close consultation with the Partnership and Resource Mobilisation Division (PRM), the consultant will identify sources including from innovative mechanisms - and promote actions leading to the mobilization of climate finance resources.

Knowledge Management, Research and Strategic Support

Conduct a scoping study of climate finance, looking at i) IFAD's top contributing Member States; ii) new and existing multilateral mechanisms and channels; iii) private sector investors in adaptation; and iv) innovative mechanisms (e. g. pull mechanisms) to tap into private resources for climate adaptation;
Produce a report on (i) climate finance amount available from the above-mentioned donors/sources; (ii) IFAD's opportunities to tap into these sources for IFAD10; (iii) the possible scenarios and related challenges for IFAD in mobilizing climate change finance;
Identify recommendations for both IFAD on climate finance resource mobilization strategies;
Produce other knowledge management products related to climate change finance;
Act as the focal point for climate finance knowledge sharing and management in IFAD

Advocacy, Partnership Building and Donor Relations

Support donor relations for ASAP fundraising to include climate finance in IFAD's resource mobilisation efforts;
Support facilitation and brokering in support of the partnership building efforts for ASAP.

Communications

Write briefing materials on climate change finance to inform IFAD senior management and governing bodies.

In addition, the consultant will:

Facilitate and attend meetings, teleconferences and other internal and external knowledge sharing events/activities as requested.
Perform other duties related to climate finance as required.

Deliverables

The consultant will be expected to deliver the following:

Assessment of Climate Finance Supply
Possible scenarios for IFAD10 and resource mobilisation strategy on climate finance developed;
Innovative financing mechanisms developed
Report on IFAD's opportunities and challenges in mobilizing climate finance;

Minimum requirements:

Advanced University Degree in Economics, Finance, Environmental or Developing Studies.
At least 8 years of work experience on issues related to development finance, climate finance or resource mobilization
Good knowledge of climate change issues (adaptation and mitigation) and related bilateral and multilateral financial mechanisms
Experience in the design of project documents, donor proposals and drafting of policy papers on climate change financing
Excellent written and verbal communication in English. Good working knowledge of French or Spanish asset
Familiarity with the U. N. system and the International Agriculture and Rural Development community
Good analytical and time management skills
Ability to work well in a high-paced, multicultural environment
Strong computer literacy and good knowledge of MicroSoft Word, Excel, PowerPoint applications
