Consultant for Preparing the Study on Funding Possibilities for Cluster-based initiatives

Under the guidance of the UNDP Project Manager for Local Governance Programme the international consultant will conduct following main activities:

* Liaise and ensure constant communication/coordination with UNDP Project Manager for Local Governance Programme;
* Liaise and ensure constant communication/coordination with national consultant with regard to provision of all necessary inputs related to funding opportunities available in Montenegro;
* Liaise and ensure constant communication/coordination with legal expert hired by UNIDO to carry out an analysis of the appropriate legal structure of Montenegrin clusters, including an analysis of supporting regulatory frameworks for the operation of clusters in Montenegro, the identification of international best practices with regard to cluster legislation and recommendations/drafts for amendments or new (by)laws for the appropriate legal framework for cluster support in Montenegro;
* Prepare a detailed work plan with time-table for the assignment;
* Conduct detailed analysis of international funding possibilities for which Montenegrin SMEs, clusters and/or their support institutions are eligible. At the same time possible funding schemes and sources for the implementation of activities listed in the Action Plan for the Roll-out Phase of the Cluster Strategy should be included;
* Prepare a draft of the Study on funding possibilities (international and in Montenegro) for cluster based initiatives and prepare technical inputs for the funding, disbursement and audit procedures to support the roll-out of the Cluster Strategy, including templates/formats for IPA funds, EIB, EBRD, IDF, European SME programmes such as HORIZON 2020 and COSME and other funds, as well as public calls for grants from the ministries, bank loans and similar. The study should also include success stories and best practices from the European countries on cluster funding absorption. It should also include a practical example of an application developed with enterprise from the Montenegrin clusters (the national consultant will undertake this activity and provide inputs to the international consultant);
* Introduce comments/suggestions provided by the UNDP, UNIDO, Ministry of Economy, Directorate for development of small and medium sized enterprises and other relevant stakeholders and finalize the Study;
* Prepare a final report on all activities undertaken under this assignment, highlighting main results achieved and proposed recommendations in the area of clusters development in Montenegro.
The expected results: Under the supervision of the UNDP Project Manager for Local Governance Programme and in cooperation with the national consultant, the international consultant is expected to deliver the following results:

* Detailed work plan with time-table for an assignment prepared, approved by UNDP Montenegro;
* Final draft of the of the Study on funding possibilities (both external and internal sources) for cluster based initiatives, with clear templates/forms for funding;
* Provide a final report on all activities undertaken under this assignment, highlighting main results achieved and proposed recommendations in the area of clusters development in Montenegro.
Timing and reporting: The international consultant is expected to work in Montenegro and home based during the assignment duration (June – October 2014). The international consultant will be responsible for written regular reporting to the UNDP Project Manager for Local Governance Project, and it should contain sufficient detail and information that would allow for the appraisal of the effectiveness to date of the assignment’s activities.

Time duration and travel: The international consultant will be engaged under individual contract, for total of 25 consultancy days, in the period between June – October 2014. The consultant is expected to work from home in duration of approximately 20 working days, and undertake two field visits to Montenegro (in June and in September) in duration of approximately 5 working days in total. The international and local travel costs and Daily Subsistence Allowance costs should be included in the lump sum figure.
