Vacancy Information: This position is located in Information & Technology Directorate, Payroll Services, Civilian Pay, Indianapolis.

Occasional TravelSeldom (Less than 25%)U.S. Citizenship or NationalBackground InvestigationSuitable for Federal EmploymentRegistered for Selective Service (if applicable)·       Provide support in a particular area or areas of the IBM z/OS mainframe operating system software with responsibility for maintaining, updating, modifying, installing, testing and debugging segments supporting the DFAS Defense Civilian Pay System (DCPS).

·       Serves as a technical expert of several specialized IBM mainframe software packages, including Language Environment (LE), Computer Associates (CA) View, Strobe, AbendAid, Access Control Facility (ACF2), and CA-1 Tape Management System (TMS).

·       Reviews production control logs, systems lists, and operator messages to ensure that application programs are executed successfully. Analyzes system problems (abends). Issues system recovery and/or restart Job Control Language (JCL) as warranted by the situation.

·       Analyzes system deficiencies and modifies appropriate JCL to preclude system abends. Prepares and provides system change requests for these problems when warranted.

·       Ensures vendor services meet contract specifications to include performance and maintenance requirements and works with vendors to develop problem resolutions or fixes, especially those impacting highly visible or crucial functions of system software.

In addition to meeting the basic requirement, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Demonstrating technical expertise in systems support for a major payroll system; supporting software development in Common Business Oriented Language (COBOL) and Job Control Language (JCL) on an IBM z/OS mainframe environment; monitoring and resolving production abends; troubleshooting file transfer protocols; using the security system software ACF2 (Access Control Facility); planning and coordinating major mainframe operating systems upgrades; tracking and reporting on operations costs and resource consumption; and experience supporting the development and execution of continuity and disaster recovery plans.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Eligible candidates will then be placed for selection consideration into 3 categories as described below:

1. Qualified Category - Meets the minimum qualifications as described in the Qualifications section of this announcement.
2. Highly Qualified Category – Exceeds the minimum qualification requirements and demonstrates proficiency in some of the job-related competencies based on the answers to the occupational questionnaire .
3. Best Qualified Category – Exceeds the minimum qualification requirements and demonstrates a high  level of proficiency in the job related competencies based on the answers to the occupational questionnaire.
