National Senior Consultant for Capacity Building for Service Innovation under Access to Information Programme II - Dhaka, BANGLADESH - Dhaka

Objectives:

The overall objective of the assignment will be to create an ecosystem for government officers of different service sectors including Innovation Teams across the government through capacity development initiatives. S/he will plan, design and implement service innovation capacity inputs. The assignment also includes exploration and adoption of innovative tools and techniques for effective preparation of the Innovation Team member towards service innovation.
Scope of work and expected outputs / deliverables:

The assignment will focus on the following areas and activities:
Identify officers of different services who are responsible for service delivery at the field level and identify their specific needs of capacity inputs. Planning of capacity inputs for officials of different service sectors, curriculum design and execution of capacity development activities. Developing partnership with concerned ministries, departments, training organizations and other relevant parties to accomplish the assignment. Identification of prospective resource person for delivering capacity inputs and designing and arrangement of ToT for prospective resource person. Preparation of manual of different capacity inputs both for trainers and trainees and documentation of all capacity development activities for reporting and record keeping purposes. Supervision and Performance Evaluation:

The ‘Senior Consultant-(Capacity Building for Service Innovation) will be working in overall supervision with the Capacity Development Specialist of Access to Information Project - II.

Period of the Assignment / Service:

The assignment will be for 11 months from July 2014 to June 2015. Completed products under each area and activity will be as follows:
Planning and designing of capacity inputs for service innovation (August 2014)Preparation of capacity development guidelines for participating officers and prospective officers (September 2014)Execution of capacity development activities for service innovation (April 2015)Capacity development content/materials for online delivery for field level officers and Innovation Team (May 2015)Documentation of capacity development inputs for reporting and record keeping (14 June 2015)Reports:

The activities done by the incumbent will be regularly monitored by the Capacity Development Specialist of the Project. The incumbent will be paid on monthly basis.

Documents to be Included when Submitting the Proposal

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
Financial proposal (including fee, travel cost, DSA, and other 1. relevant expenses)Personal P-11 form (including past experience in similar projects and at least 3 references)Financial Proposal

Lump sum contracts:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire
contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist
the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this
lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty
station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class
ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be
agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation of the Candidate:

Proposal of Individual consultants will be evaluated based on the following methodologies:

Technical Evaluation: (Total obtainable score – 70)
All proposals that passed through the preliminary evaluation will be scored out of 70 based on the criteria mentioned
in the table below. To qualify in the technical evaluation a proposal must obtain minimum 70% of the total obtainable
technical score or at least 49 points. Any proposal obtaining a score less than the minimum required score (49) will be
technically disqualified. Proposals achieving 70% or more points in the technical evaluation will be considered for
financial evaluation.
Work experience in civil service including experience in field and central administration (30 marks)Experience of working in public sector training organizations (20 marks)Demonstrable knowledge and understanding of perspectives of both service providers, recipients of services and businesses in the relevant sector (20 marks)Applicants may also be invited for a face to face or telephone interview as part of the technical evaluation process. The
interview shall not bear any additional score but shall be used to validate the scores given above by assessing the
knowledge on the subject matter.

Financial Evaluation: (Total obtainable score – 30)

All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points
(30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following
formula:
p = y (µ/z)
Where:
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated

Final Selection:

The final selection will be completed through the cumulative calculation of obtained points from Technical and Financial
Evaluation. The highest cumulative scorer will be awarded the contract.
