Economic Affairs Officer

This post is located within the Conflict, Occupation and Development Section, Emerging and Conflict-related Issues Division (ECRI) of the Economic and Social Commission for Western Asia (ESCWA). The Economic Affairs Officer reports directly to the Chief, Conflict, Occupation and Development Section and will be under the overall supervision of the Director of ECRI.

Responsibilities

Political Economy analysis:
1. Monitors political and economic developments in the Middle East and identifies recurrent and emerging issues of concern to the United Nations;
2. Designs and conducts analysis and studies on root causes and ramifications of conflict, occupation or political turmoil on development and draft resulting reports;
3. Coordinates the collection of indicators and creation of pertinent indices/models to analyze the different trends of current and potential conflict, its spill over effects, particularly its impact on development in the Arab region;
4. Develops draft policy recommendations pertaining to area of work;
5. Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others;
6. Attends international, regional, and national meetings to hold discussions with representatives of other institutions;
7. Organizes expert group meetings, seminars, etc. on development issues;
8. Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:
9. Provides substantive support on economic issues to intergovernmental bodies (such as the General Assembly, the Economic and Social Council, the regional commissions and the subsidiary bodies of each);
10. Represents organizational unit at international, regional and national meetings.

Technical cooperation:
11. Designs and monitors technical cooperation projects related to mitigating the impact of occupation and/or conflict on ESCWA member states;
12. Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities;
13. Prepares global, regional, national or sector analyses that provide a basis for advising national governments on mitigating the impact of occupation, conflict or instability on development issues;
14. Conducts training seminars and workshops for government officials and others;
15. Formulates technical modalities for the evaluation of individual technical cooperation projects.

General:
16. Supports junior staff, reviewing their work and providing feedback;
17. Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit;
18. Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service;
19. Undertakes on-the-job and other training activities, both internally and externally.

Professionalism: Ability to apply political and economic theories model and concepts development issues, particularly as they relate to the impact of occupation or conflict on development. Ability to conduct independent research on political and economic topics, determine suitability, validity and accuracy of data provided by different sources. Shows ability to utilize quantitative tools, including pertinent indices and data analysis and modelling, to analyze trends and impact of conflict on development in the Arab region. . Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

Advanced university degree (Master’s degree or equivalent) in political economy, development political science or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic and political principles in development programmes or related area.

Languages

English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English is required; knowledge of Arabic desirable.
