(date when the selected candidate is expected to start)Duration of Initial Contract :Expected Duration of Assignment :Inclusive Growth and Development Cluster is one of the programme units of the UNDP Country Office. The Cluster supports the Government of Malawi develop policy documents and programmes that ensures that economic growth and development of the country is inclusive and sustainable. The programmatic areas of focus include Private Sector Development; Quality Assurance, Accreditation and Metrology; policy and technical advisory services for Urban and Rural Development, Gender, HIV and AIDS; monitoring progress in achievement of Millennium Development Goals; and preparation of National Human Development Reports and dissemination of these reports including global Human Development Reports. The UN Country Team in Malawi has adopted ‘Delivering as One’ approach to its development support. This implies that all UN Agencies in Malawi work together through joint planning and delivery of UN support to Government of Malawi. As a result, the UN develops a United Nations Development Assistance Framework (UNDAF) and joint Action Plan and Programms. The Inclusive Growth and Development Cluster contributes to UNDAF Cluster 1 on Sustainable Economic Growth, UNDAF Cluster 3 on HIV and AIDS and UNDAF Cluster 4 on Democratic Governance. The Inclusive Growth and Development Cluster also contributes to UN joint support to Gender and Human Rights as cross-cutting issues.Under the overall guidance and supervision of the Assistant Resident Representative – Inclusive Growth and Development, the Programme Associate ensures effective delivery of the Cluster programmes by entering and managing programme data. The Programme Associate supports programme implementation consistent with UNDP rules and regulations.The Programme Associate can supervise clerical and support staff of the Programme Unit. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the country office and UNDP headquarters as required for resolving complex finance-related issues and exchange of information. The Programme Associate also works in collaboration with implementing partners such as Government Ministries/Departments, Bi-lateral/Multi-lateral Donors and Non-Governmental Organizations1.0Supports formulation of strategies and implementation of Inclusive Growth and Development Cluster supported programmes and projects Collects, shares and files electronic and hard copies of programme/project documents and reports.  Compiles and presents UNDP rules and regulations including programme strategies for effective programme/project management2.0 Provides effective support to management of Cluster programme/projects. Creates projects in Atlas and prepares required annual budgets, adhoc budget revisions, revision of project awards and project status, determination of unutilized funds, operational and financial closure of projects. Provides guidance to Cluster staff on routine implementation and monitoring of programmes/projects. Ensues timely processing of travel, payments and mission programmes. Ensure timely processing of NIM Advance payments, financial reports and asset inventories for various programmes/projects. Compiles and presents information for audit of NIM Programmes/projects, supports implementation of audit recommendations and reporting on the same.3.0 Provides administrative support to the Inclusive Growth and Development Cluster. Reviews NEX projects Financial Reports; prepares non-PO vouchers for development projects. Maintains the internal expenditures control system which ensures that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas. Ensures timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Creates requisitions in Atlas for development projects; registers of goods receipt in Atlas. Makes budget check for requisitions, POs and vouchers. 4.0 Supports resource mobilization and donor resource management. Analyses information on UNDP-Donor agreements and preparation of donor’s profile.Tracks and documents reporting on mobilized resources in line with donor requirements.Reviews contributions agreement, manages contributions in Atlas, tracks disbursement of donor resources.5.0  Ensures facilitation of knowledge building, management and sharing in the Country Office. Organizes trainings for the operations/ projects staff on programme. Synthesizes  lessons learnt and best practices in programme management. Makes sound contributions to knowledge networks and communities of practice related to programme focus areas for Inclusive Growth and Development Cluster Demonstrates commitment to UNDP’s mission, vision and values. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptabilityKnowledge Management and LearningShares knowledge and experience Actively works towards continuing personal learning, acts on learning plan and applies newly acquired skills Development and Operational EffectivenessAbility to perform a variety of specialized tasks related to Results Management, including support to design, planning and implementation of programme, managing data, reporting. Ability to provide input to business processes re-engineering, implementation of new system, including new IT based systems Good knowledge of Results Management Guide and ToolkitLeadership and Self-Management Focuses on result for the client and responds positively to feedbackConsistently approaches work with energy and a positive, constructive attitude Remains calm, in control and good humored even under pressureDemonstrates openness to change and ability to manage complexitiesPrince2 training and certification, RMG  Malawi School Certificate of Education or O level, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement. 5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.UNDP is committed to achieving workforce diversity in terms of gender, nationality and culture.
