Programme Director

Leadership and Programme Development

Leadership – provide intellectual clarity, inspiration and vision to develop a
strategy for increasing access to, and sustained use of improved sanitation and
hygiene in up to 35 countries in Africa, Asia and Latin America, with dedicated focus
to equal access for women and historically marginalized populations;

Positioning – position at country level GSF funding, coordination mechanisms and
demonstrated track record to leverage the financial commitments of government
and to facilitate partnerships with external support agencies to enable
countries to achieve national sanitation and hygiene targets;

Programme Development – translate vision, strategy and leveraging
potential into a viable work programme that will enable WSSCC achieve its 2016 target of reaching 15 million people;

Advisory Committee -- work with chair and members of the GSF
advisory committee, drawing upon their expertise on sanitation and hygiene to review
country programme proposals, and identify areas of innovation to improve
programme implementation and monitoring.

Fund Management

Grant Administration – administer an expanding fund of USD 125
million scaling to USD 250 million for the duration of the current MTSP
2012-2016, and beyond;

Programme Management – provide oversight, strategic advice, and
managerial support to a team of 15-20 professionals responsible for country
selection, portfolio management, financial systems and analysis, knowledge
management, advocacy, monitoring, evaluation, and transition;

Host Agency Relations – maintain regular cooperation with
colleagues at UNOPS Geneva Office to improve standard operating systems for
grant selection, procurement, contracting, disbursement, as well as HR, travel,
treasury, and other back-office services;

Partner Engagement – create
peer-exchanges and learning events that facilitate engagement among those
affiliated with GSF, including natural community leaders, small-scale
sanitation entrepreneurs, community consultants, as well as representatives of local
authorities, government, non-governmental organizations serving as implementing
partners, contracted executing agencies, Coordination Mechanisms, and contracted
Monitoring firms;

Monitoring – manage the overall selection, procurement and oversight of contracted
Monitoring firms; and develop, manage, and strengthen systems of monitoring of
performance of all programmes within the GSF portfolio, supporting efforts by
portfolio managers to advise executing agencies to improve performance;

Evaluation -- Initiate and manage periodic external evaluations of programmes and
take appropriate actions on programme revision, renewal or cancellation;

GSF Representation – represent GSF in
consultations with senior officials of host governments, multilateral and
bilateral partners, external support agencies, non-governmental organizations, and
other stakeholders.

Support to WSSCC Internal Coordination

Membership and
Partnership
– facilitate cooperation between GSF and the WSSCC Directorate to strengthen global membership to: deepen inter-institutional relations with key
partners in the sanitation and hygiene sector; ensure senior programme managers support efforts by the WSSCC National
Coordinator to expand the membership base of WSSCC; use the GSF as a
platform to contribute to national and regional sector initiatives; and leverage GSF funding and experience to
increase stakeholder contributions through strategic partnerships that enable
countries to achieve national sanitation and hygiene targets;

Knowledge
Management and Learning – facilitate cooperation between GSF and the WSSCC
Networking and Knowledge Management Department to: develop knowledge products based on
documentation and analysis of the operational experiences of programmes funded
by GSF; initiate research projects to strengthen approaches to behaviour change
and improved sanitation; ensure that lessons learned from monitoring,
documentation, and research are used to enhance the performance of programmes
within the grant portfolio; assure the findings of documentation on GSF
experience are made available to the WASH sector through the WSSCC Community of
Practice, knowledge platforms, and networks.

Advocacy and
Communictions
– facilitate cooperation between GSF and the WSSCC Advocacy and Communications
Department to: implement the communications and advocacy elements of the programmes
funded by GSF in each of countries of the grant portfolio; contribute to global
advocacy initiatives by facilitating links with country partners in the grant
portfolio responsible for national campaigns to end open defecation and improve
sanitation; support efforts by the WSSCC National Coordinators to develop
communication strategies and strengthen journalist networks that raise
awareness about sanitation and hygiene at national level; and strengthen communications
elements of programmes funded by GSF.

Support to WSSCC Administration

WSSCC Representation – represent the Executive Director as
required on boards of multilateral
agencies and global partnerships, and in high-level consultations with heads of
agencies, heads of diplomatic missions, sector ministers, as well as country
directors/reps of World Bank, United Nations Country Teams, UNICEF, WHO, and
international NGOs;

Officer in Charge
(OIC) – serve as OIC in the absence of the Executive Director when required;

Board Relations – serve as ex-officio member of the WSSCC
Steering Committee and the WSSCC Donor Accountability Meeting, reporting on
progress of results and implementing resolutions adopted by the SC, as
required;

Management Team -- serve as a member of the management team, to
support inter-departmental initiatives that contribute to the achievement of
the MTSP;

Strategic Planning -- contribute to the development of WSSCC
work plans and budgets, annual operational plans, and the current and future
medium-term strategic plans;

Resource Mobilization -- contribute to efforts by the Executive
Director to mobilize resources and maintain donor relations;

Special Projects -- undertake
special time-bound assignments at the request of the Executive Director, taking
part in or leading working groups, acting as internal resource person to support
cross-departmental activities, and preparing for the WSSCC Global Forum on
Sanitation and Hygiene in 2016.

Education/Experience/Language requirements

Education:

Advanced university degree (Master’s degree or equivalent), in public
health, social science, international development, public policy and
administration, or related area is required.

Experience:

A
minimum of fifteen years of progressively responsible experience in policy
formulation, programme management, project administration, or related area.

Practical experience in the water, sanitation and hygiene sector, or in
public health or social development involving work with community
organizations, entrepreneurs and local governments.

Experience working in WSSCC Priority Countries in South Asia, Southeast
Asia, West and Central Africa, and/or East and Southern Africa.

At least 7 years relevant experience at international level.

Languages:

Fluency in English (both oral and
written) is required; good working knowledge of French is highly desirable.
