Haiti: Compliance and Accountability Manager

The role

The Compliance and Accountability Manager will be responsible for ensuring all staff are aware of and understand all pertinent parts of the Quality Framework for Country Office Standards including relevant donor rules and regulations, contract requirements, as well as all Save the Children policies and procedures, with an emphasis on preventing fraud and incidents of child abuse. The Compliance and Accountability Manager will provide staff members with access to sources of information, tools and guidance to apply policies and procedures. A key function of this position will be to support line managers to ensure implementing teams adhere to rules, regulations, policies and procedures through training sessions, field-based orientations, focus groups.

He/She will hold the primary responsibility for measuring compliance of the Haiti country office with the Quality Framework for Country Office Standards, as well as contracts and agreements with donors, partners, and government. He/She will be responsible for organising/implementing field visits, spot checks, document verifications, interviews, audits and investigations to determine if the systems and structures are in place, and if procedures are being followed to measure compliance and meet minimum standards for accountability in all aspects of programming and support functions. Based on the findings assessments of projects and departments compliance with the minimum standards for quality will lead the development of ‘action plans' to increase compliance.

The Compliance and Accountability Manager will promote full accountability in Save the Children International Haiti by ensuring the integrity of reporting and contributing to transparency of aid and development assistance to: children and beneficiaries in the communities we serve; partners and stakeholders in our operations; government; and Save the Children's members, donors and public benefactors. He/She will be responsible for detecting, investigating and reporting fraud in the Haiti office and incidents of child abuse involving Save the Children staff, volunteers, or partners.

Qualifications and experience

Essential

* Minimum of a Bachelor Degree in Accounting/ Finance/ Economics or related field.

* Minimum 5 years' experience in an International Organization on grant management and/or Finance & Administration in a complex budget setting.

* Strong computer skills, especially on grant/ finance systems and MS office.

* High level skills in written standard English and French and ability to transform documents and reports developed by programme staff in dissemination standards

* Ability and willingness to work under pressure as part of a professional team.

* Conflict resolution, negotiation skills

* High level analytical capacity

* A commitment to the values and principles of Save the Children

* High level skills for coaching, mentoring, capacity building, team management around management of accountabilities and compliance in relation to donor funding.

* Demonstrated ability to lead teams with members of extremely varied skills, experience and background.

* Knowledge of compliance requirements of major donors, including USAID, DFID, ECHO, EU and ability and skills to establish compliance systems with the personnel.

* Ability to present , discuss and supervise compliance with awards monitoring protocols with team of various levels

* Demonstrated ability to develop project proposals with teams and lead regular meetings in relation to project opening and its periodical reviews

* Experience and understanding of how to develop cost and implement programmes in a high security risk environment

* Experience in and ability to plan and apply intelligent dissemination tools for compliance rules for donors to various staff levels.

Desirable

* Knowledge of Save the Children International structure and processes

* Ability to work as a team with programme staff at all levels without holding any direct line management authority

* Ability to and experience of establishing partnership management and monitoring protocols with local NGO partner.
