Lebanon: Women’s Protection and Empowerment Senior Manager

In July 2012, IRC conducted an emergency GBV assessment in Lebanon that revealed increased risks of violence among women and girls due to the Syrian conflict. Since November 2012, the IRC Women’s Protection and Empowerment (WPE) program established four Women and Girls Community Centres and four mobile teams in the North and Bekaa Valley. The WPE Program aims at increasing access of women and girls to psychosocial and case management s ervices and enable communities to identify and mitigate safety and security risks faced by women and girls. Beginning in March 2014, the WPE program will expand in the Tripoli 5 and Mount Lebanon regions as well and initiate to explore partnerships with local NGOs and service providers. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.

POSITION OVERVIEW
The IRC is seeking a Women’s Protection and Empowerment (WPE) Senior Manager with a strong background in design and implementation of community-based interventions for GBV prevention and response and experience in managing teams and building the capacity of staff. The WPE Senior Manager will work closely with the WPE Coordinator and supervise the three WPE Managers in North Lebanon, Bekaa and Tripoli 5 to ensure quality and timely implementation of the WPE program.

The position will be based in Beirut with extensive travel to sites of implementation in the Bekaa, North Lebanon and Tripoli 5 region.

SPECIFIC DUTIES AND RESPONSIBILITIES
Program Implementation and Monitoring:
* Promote harmonization of program approaches across the three implementation sites by developing and monitoring use of common tools, creating opportunities for experience sharing and learning
* Provide technical support and quality oversight during implementation of key components of the program
* Provide support to the team in the development and use of M&E tools to monitor program implementation and quality, as well as to collect feedback from beneficiaries
* Provide leadership and guidance to WPE teams in the implementation of a new community mobilization and empowermen t strategy that promotes involvement of women and girls at all stages of programming
* Oversee development and mainstreaming of targeted activities for adolescent girls across all WPE implementation sites and document lessons learnt
* Support WPE Managers in monitoring and managing the project budgets and review monthly spending updates (Budget vs. Actual)
* Lead regular reporting to donors, coordination mechanisms and IRC headquarters in collaboration with field teams, M&E and Training Officer and WPE Coordinator
* Work closely with field teams to maintain and update project planning and reporting documents
* Support WPE Coordinator and field teams in liaising with Supply Chain, Finance and HR departments to ensure timely delivery of program resources and adherence to IRC policies and procedures

Program development & Coordination:
* Document lessons learnt and contribut e to national and regional level discussions on new approaches to GBV service provision and prevention to respond to the specific challenges presented by the Syrian crisis
* Participate in program development and strategic planning for the WPE sector in Lebanon, including by contributing to proposal development
* Support the Coordinator in representing IRC to GBV and Protection coordination mechanisms
* Contribute to Country Program’s efforts to integrate programming by identifying opportunities for collaboration, liaising with other sectors and promote an integrated vision of programming within field teams
* Develop and maintain effective working relationships with relevant stakeholders to enhance cooperation and coordination.
* Support the WPE Coordinator as requested

Human Resources Management and Development:
* Discuss job expectations, set objectives and provide appro priate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
* Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
* Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures
* Lead with commitment, integrity and accountability to the “IRC Way” – Global Standards for Professional Conduct

REQUIREMENTS
* University degree in Gender or Women Studies, Social Work, Public Health, Internat ional Affairs or other appropriate field
* Minimum three years of relevant work experience in the area of GBV prevention and response in emergency settings, including direct service provision to GBV survivors
* In-depth understanding of the root causes of GBV, related international standards, and GBV prevention and response strategies
* Proven leadership, program and staff management skills
* Competency in developing budgets and proposals, writing donor reports; experience developing and using monitoring and evaluation systems focused on program quality and impact
* Fluency in English; Arabic preferred but not required
* Strong interpersonal, intercultural and communication skills. Ability to multi-task, handle pressure, work with limited supervision and be a good team player
* Experience working in urban settings preferred
* Experience working in unstable security situations and managing teams remotely preferred

SECURITY SITUATION/HOUSING:
The Women’s Protection and Empowerment Senior Manager is an unaccompanied position and will be based in Lebanon’s capitol, Beirut, in shared housing. Beirut has comparatively low rates of crime but minor theft is on the increase. The conflict in Syria has had a spillover effect into Lebanon, leading to sporadic clashes targeting civilian areas particularly in the city of Tripoli and parts of the North and Bekaa valley. All movement to these areas must be coordinated with IRC’s Security Officer. Demonstrations are an almost daily event in Lebanon, the majority occurring in Beirut for a host of political, social or economic reasons.
