Monitoring and Evaluation Specialist

UNOPS Pakistan office is seeking for qualified Specialists with experience in the area identified below. Below are some of the key functionalities and is not exhaustive;

• Lead the preparation and implementation of annual M&E workplans.
• Submit timely and accurate performance reports of the project/contractor/grantees incorporating; 1) Report Reviews: Review progress update reports and disbursement requests submitted by the PM/grantees/contractors, 2) Implementation Reviews: Organize and lead assessments, and programmatic reviews to provide informed and independent professional advice to the donor about the capacity of the grantees/contractors, or overall project, to effectively manage and implement the donor funds from a programmatic perspective
• Prepare and submit quarterly and annual progress reports outlining the major accomplishments achieved and accomplishments toward contract objectives.
• Ensure financial and contract compliance with the terms and conditions of the relevant agreements and pertinent rules and regulations
• Identify short-term technical assignments, review and approve proposed short-term technical consultants, and supervise short-term technical specialists.
Competencies

Must be a self-starter, team player and good communicator who understand concept of working for a service provider and with client.
Must appreciate complexities of working in a conflict and disaster county with weak governance structures, civil administration interwoven with military delivery systems and potentially extreme religious and cultural sentiments.
Must be able to work under significant pressure and for long periods without break.
Excellent skills and command of relevant MS software is required.
Must appreciate complexities of working in a security-challenged environment with insufficient governance and civil administration, interwoven with military delivery systems and potentially extreme religious, ethnic, and cultural sentiments.

Education/Experience/Language requirements

• Master degree in Social science, Business administration, international development, or similar fields.
• Bachelor degree with a further 3 years of experience is acceptable in lieu of Master degree.
• Project management experience, PRINCE2 Foundation certification is an asset.
• Minimum 3 years of experience in Monitoring and Evaluation.
• Previous work experience in from the UN/UNOPS is an asset.
• Fluency in both written and oral English is essential.
