1) assisting the CEO in the management of the technical aspects of the plan design of the Fund, including providing advice, direction and strategic planning on legal and compliance issues, actuarial processes and in all related matters of the Pension Board, as well as recommending appropriate strategic policy directions; ensuring that all plan design issues are appropriately and adequately dealt with;
2) liaising and representing the CEO in dealing with current issues and concerns made by the major stakeholders of the Fund, including representatives of intergovernmental bodies; ensuring senior level coordination and consistency in the application of Funds polices; establishing and maintaining good working relations with legislative bodies on matters related to the Plan design, risk management and the status of the Fund;
3) Developing, contributing and coordinating position papers, studies and documents for senior management and intergovernmental bodies. This will include providing briefings and preparing other documents requested by legislative bodies and others as well as liaising with oversight mechanisms; The incumbent will ensure that the outputs produced by the Service maintain high quality standards and are consistent with existing policies;
4) Directing and managing both the Risk Management and Technical Analysis Section, as well as the Legal and Compliance Section; supervising both Sections responsibilities, providing guidance, direction and supervision of staff, regularly liaising with the Consulting Actuary, the Committee of Actuaries and other advisors;
5) Overseeing the development and implementation of the Funds enterprise wide risk management structure and internal control framework; directing and managing the Funds centralized functions with regard to oversight mechanisms;
6) The incumbent performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business or public administration, human resources management, finance, accounting, social sciences or related area. Legal education is desirable. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 15 years of progressively responsible experience in the field of pension/social security, human resources management, programme management or international law is required, including at least 5 years of pension experience in the public sector at the international level. Experience in working with designed benefit pension plans required. Managerial experience in supervising an office, unit or section is required. Experience in conducting liaison with Member States, institutions and individuals is desirable. United Nations experience, preferably in administration, social security/ pension matters or human resources management is desirable.
Languages
English and French are the working languages of the United Nations Joint Staff Pension Fund. For this post, fluency (both oral and written) in English is required. Knowledge of French is desirable.
