Local Government Programme Development Consultant for UNCDF's climate change initiatives - Dhaka

The main objective of this assignment is the provision of programme development support for UNCDF’s climate change initiatives with local governments in Bangladesh.

Scope of work and expected outputs / deliverables:


The Consultant will support the Local Government Division (MLGRDC), and will be responsible for the production of project related documents for UNCDF’s climate change initiatives.

1. S/he will facilitate creation of strategic partnerships with relevant government ministries/ departments.
2. S/he will facilitate formulation of LoCAL phase 2 project.
3. S/he will facilitate formulation of climate change municipal finance investment concept note and project documents. 

 Deliverables:
• Climate change adaptation plans for two upazilas (30 days)
• Proposals from local governments to the climate change resilience/trust fund (20 days)
• Upazila Performance assessment report (10 days)
• LoCAL phase 2 concept notes, project documents (20 days)
• LoCAL phase 2 action fiche (20 days)
• Climate Change Municipal finance project concept note and projects documents (20 days) 

Supervision and performance evaluation:
The consultant will work under the overall guidance of the National Project Director of the LoCAL Project and in close coordination with UNCDF Programme Officer. The consultant will be responsible for delivering the tasks mentioned under Section (C). UNCDF country office team will provide backstopping support, guidance and logistical support to the consultant during the assignment. 

Timeframe and deadlines:
The services will be delivered within the period of 1 July to 2014 to 30 April, 2015.
Total: 120 days in 10 months, 12 days per month

Evaluation:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight; 70
* Financial Criteria weight; 30
Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation
