About the Agency

This position is located in the Bureau of the Fiscal Service, Payment Management, Kansas City RFC, Payment and Mail Operations Branch. The Management and Program Analyst plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve interrelated issues of effectiveness, efficiency and productivity of substantive programs and work operations.

 As a Management and Program Analyst, you will:

- Analyze and evaluate program effectiveness in meeting established goals and objectives.

- Analyze management information requirements to develop reporting systems, including system specifications, data gathering and analytical technique, and system evaluation methodology.

- Research and investigate new or improved business and management practices, and reengineer processes for application to programs or operations.

-Develop life cycle cost analyses or performs cost benefit or economic evaluations of current or projected programs.

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-13: Specialized experience is fifty-two (52) weeks of experience at the GS-12 level or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes duties such as:
-  Analyzing findings and/or serving as an advisor to management by making recommendations to enhance the effectiveness of programs and operations;
-  Developing program objectives and/or measured progress toward those objectives; AND
-  Composing oral and/or written presentations for delivery to management and potential stakeholders.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
