National Consultant for (CHT Expert) for conducting CHT Orientation Course for CHT Police - Rangamati with frequent visits to 3 hill districts of CHT and Dhaka.

Rangamati with frequent visits to 3 hill districts of CHT and Dhaka., BANGLADESH Expected Duration of Assignment :for 36 days over a period of 3 months.

UNDP responded to the existing development needs of the Chittagong Hill Tracts in 2003 with a Preparatory Assistance project, culminating in a full-fledged USD 50 million, 5 year project signed with the Government of Bangladesh in 2005: ‘Promotion of Development and Confidence Building in the CHT’. The duration of the project has been extended up to September 2013. Currently, the Chittagong Hill Tracts Development Facility (CHTDF) is operating in 20 Upazilas (sub-districts) and engaging with over 3000 communities in small development projects and empowerment process. Other areas include Institution Capacity Building, Education, Health, Economic Development, Confidence Building and Gender Mainstreaming. Gender and Confidence building are both considered to be crucial crosscutting themes and essential principles of all the activities, programs and policies undertaken by CHTDF, UNDP. Given the socio-economic and political backdrop in CHT, confidence building initiatives in the region will have to focus on creating genuine environments that are conducive to building trust and cooperation among and between all concerned to achieve peace and development in the region.

In this regard, the police have a crucial role to play in the CHT in maintaining peace and stability in the region, ultimately contributing to the promotion of peaceful co-existence and social harmony of the peoples of the CHT. Under the CHT Accord, some policing functions will be transferred to the Hill District Councils and as an interim measure, the Government of Bangladesh has committed to a mixed police force in the CHT whereby its members are drawn from the region’s various ethnic groups. In the background of the region’s post-conflict history and as a valuable confidence building measure such an approach is urgently needed. The challenge in the CHT is to build the capacity of the police force by providing relevant support which would subsequently enable them to win the trust and confidence of all the stakeholders and communities in the CHT so that the peoples of CHT feel safe, secure and free to improve their lives without fear. Concern remain in building the capacity for gender sensitive policing, including the introduction of larger numbers of women police in the police stations (Thanas), addressing women and gender related cases more speedily and efficiently, and most importantly, changing the mind-sets and interpersonal communication skills of the police when interacting with ethnic communities, especially women and children, so that women feel more confident in approaching the police when they face threats to their security given the context of increasing numbers of Gender Based Violence (GBV) crimes against CHT indigenous women.

The Ministry of the Chittagong Hill Tracts Affairs (MoCHTA), supported by CHTDF, will provide a programme of support to the police in CHT focusing on several key areas which include building the capacity of the CHT police force to serve effectively in the particular context of the CHT which is different to the rest of Bangladesh in terms of laws, regulatory regimes, institutions, culture and context; scaling up existing community policing activities which are crucial for confidence building in a post-conflict context as well as for conflict/crime prevention; establishing a police service that ethnic peoples, especially women, feel confident about using which would include women-friendly facilities as well as gender-sensitive mind-sets and behavior in the police; and logistical support given the nature of the terrain in CHT and the relative inaccessibility of a significant number of communities.

Objective of the Assignment:

Short term consultant/ trainer will be primarily responsible for conducting 2 batches of CHT orientation along with the PRP trainers and assist/guide trained trainers in rolling out the trainings at the Thana levels and advice the Policy Advocacy and Confidence Building cluster of Chittagong Hill Tracts Development Facility (CHTDF) in implementing the CHT Orientation course for current and recently transferred police personnel serving in the CHT. S/he will be responsible for the following:

Conduct two batches of TOT and Chittagong Hill Tracts Orientation Course. Assist PRP trainers in order to incorporate the CHT context in developing training modules/material on key policing tasks such as investigation, community policing, gender sensitive policing and gender based violence for use in the CHT.Assist/guide trained trainers (police officers from 25 police stations) in conducting CHT specific sessions at the Thana Level.

Scope of Work:

The National Consultant will work with the CHTDF Policy Advocacy and Confidence Building (PACB) Cluster under the direct supervision of the PACB Cluster Leader, and in close collaboration with the UNDP Police Reform Project (PRP) and local police authority. Training of Trainers (ToT) will be provided to 25 Sub-Inspectors and Thana level training will include all police personnel of all Thanas of three Hill Districts. ToT, CHT orientation and Thana level training will focus on improving the standards of service provided to all communities in CHT with emphasis on investigation, community policing, gender sensitivity and crowd control. UNDP-CHTDF in consultation with MoCHTA, Police Head Quarter and local police authority has jointly developed a CHT specific orientation module for the local police. CHT specific laws, policies and customary practices of the region will be discussed to sensitize the police personnel on local culture and context. Trainer from Police Reform Project (PRP) will conduct ToT (Training of Trainer) for the police officers and Consultant (CHT expert) will conduct the CHT specific orientation. Then trained trainers from police stations and consultant will roll out the training in different Thanas of CHT under the guidance from PRP, CHTDF and local consultants.

The consultant will work closely with the Police Reform Project and international consultant and conduct training as per plan. S/he will also maintain liaison with the police administration at the local and national level and obtain necessary information.  

Deliverables/Outputs of the Assignment:

The expected outputs of this service are:

Prepare lesson/training plan for 1 day from the 2 days module.

Prepare slides as per plan. Conduct TOT for 2 batches (12 days).

Prepare, customize CHT orientation plan and slides for Thana level training.

Assist/guide police trainers for conducting Thana level trainings.

2 days for preparation and 15 days trainings and travel to different Thanas.

Prepare and submit a training completion report with recommendations.

Prepare lesson/training plan for 1 day from the 2 days module.Prepare slides as per plan.
Timeline- Within 5 days after signing the contract
Conduct TOT for 2 batches (12 days).Timeline Within 20 days of signing contract.

Payment-33 % of total
Prepare, customize CHT orientation plan and slides for Thana level training.
Assist/guide police trainers for conducting Thana level trainings.
2 days for preparation and 15 days trainings and travel to different Thanas.

Timeline- Within 50 days of signing contract.

Payment-33 % of total

Prepare and submit a training completion report with recommendations.

Timeline- Within 2 days of completion of the Thana trainings by end of contract.

Payment-34 % of total

Period of assignment:

Assignment will be for 36 working days within a period of three months

Inputs:

CHTDF will provide working space in its offices. The position will mainly be based in Rangamati but involve work related visits to working areas in the CHT and Dhaka. Transport for project related visits inside the CHT will be arranged and paid for by CHTDF. Subsistence allowance will be paid as per UNDP organizational rules and procedures. CHTDF will facilitate security clearances with the relevant authorities. CHTDF will bear all financial cost involved with conducting the mentioned trainings/workshops under the deliverables. All other inputs to carry out the service will be borne by the consultant.
