This position is located in the Department of Labor, Office of Inspector General, Office of Audit, Office of Audit Operations.  The Office of Audit serves as the principal staff contact on auditing for all components of DOL.  As such, the Office of Audit must ensure that overall Departmental audit needs are met in an effective and timely manner and must advise the Inspector General on the development and implementation of the plans and policies needed to accomplish that mission.

The major duties consist of:

1. Formulates, develops, and implements policies, programs, plans and procedures for applying statistical sampling and related advance techniques to OIG audit programs. Develops sampling frames and sampling designs that are optimal in terms of audit goals and desired cost levels. Develops methodology for computing survey estimates and associated variance measurements, including weighing for sample selection and non-response adjustments.

2. Serves as a technical resource for OIG audit and assists in planning, developing and executing audit activities using quantitative/qualitative analysis techniques. Develops nationwide sample designs and statistical procedures. Provides technical assistance regarding appropriateness and applicability of statistical methods. Works closely with OA staff to assure the fullest use of information technology methods and materials.

3. When directed, makes periodic field visits to offices and work sites and explains the statistical program to auditors/managers. Provides technical guidance, direction and assistance to OA personnel on the methods, adequacy, and completeness of analyses used to conduct audits and prepare and present findings.

4. Reviews OIG audit reports to assure that the statistical portions effectively support findings and recommendations are adequately presented. Also reviews replies to audit reports that were prepared and projected by statistical sampling methods or that used quantitative analysis techniques. When requested, assists in preparing OA’s responses to the replies.

5. Using appropriate data sources, conducts research, defines problems, and determines areas where statistical techniques will be feasible and useful in collecting statistical data on a local, regional, or nationwide project and develops and formulates designs and methods for implementation.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and are typically in or related to work of the position to be filled. Examples of specialized experience includes but is not limited to 1) survey sampling as it relates to performance and financial audits; 2)developing sample estimation methodologies for attribute and variable sampling using stratified and cluster sampling and projecting the results; 3)applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance in assessing organizational performance; 4) performing quantitative and qualitative data analysis to assess statistical data and support the development of predictive quantitative models; 5) Using statistical software packages, such as SAS and SUDAAN for programming, to conduct statistical analysis, and retrieve or manipulate data, files, or other information; and 6) developing survey and analytical study specifications and procedures.

Full performance level is the GS-15.

This position is outside the Bargaining Unit.

This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

1.  Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or 2.  Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance
