(a) Administer the compliance of all training delivery with relevant training guidelines; record skill set qualifications associated with international trademark examinations within the Madrid Registry and publish achievements through the Head, Quality and Planning Section;
(b) Analyze and identify the training needs, both "hard" and "soft" training objectives, for internally generated, technical trainers; develop individual training programs for these internal staff members; maintain the primary record of Madrid training standards;
(c) Resolve training framework weaknesses for the Madrid Registry so team leaders and managers understand their responsibilities in the delivery and reporting of continuation training; monitor the conduct of individual continuation training at G5 and G6 levels;
(d) Manage and deliver training assessment tests, in cooperation with Quality and Planning section, for awarding the qualification of "expert" in a Madrid examination task;
(e) Analyze monthly training reports and take appropriate decisions; make proposals for enhancing the efficiency and timeliness of the work output of the internal trainers;
(f) Collaborate with the team leaders to confirm that individual skill deficiencies are validated through objective testing and there is a remediation plan to correct the weakness; secure the resources to support the technical re-training if it is required;
(g) Communicate the results in training outcomes to the Head, Quality and Planning Section;
(h) Manage the regular updates to the User Manual so it remains the primary reference for the processing of international trademark applications; and
(i) Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education:
We are looking for a training manager with a formal training delivery qualification.
It is desirable that the Training Manager has a degree from a tertiary institution.
Experience:
A minimum of three years of demonstrated experience and successful performance in a training management position.
Experience developing instructional and procedural documentation and conducting training.
Skills:
Analytical and problem solving skills and the ability to develop operational solutions.
Ability to anticipate constraints in the delivery of services and identify solutions; accountability in delivering results.
Sound knowledge of quality standards and experience with management metrics, with a focus on continuous improvement processes.
Project management skills.
Excellent organizational and planning skills.
Teamworking skills and ability to motivate staff.
Languages:
Excellent knowledge of English and good knowledge of at least one of the other UN languages.
