The Salaries and Remuneration Commission Jobs in Kenya

The Salaries and Remuneration Commission is an independent Commission established
under Article 230 of the Constitution of Kenya 2010, with the mandate to set and
regularly review the remuneration and benefits of all State Officers and to advise the
National and County governments on the remuneration and benefits of all other public
officers. In carrying out its mandate, the Commission has to take into account the
principles of; fiscal sustainability of the public compensation bill, attraction and retention
of requisite skills for service delivery, productivity and performance, transparency and
fairness and equity.
The Commission seeks to recruit qualified and competent staff to fill the following vacant
positions:


PERSONAL ASSISTANT TO THE CHAIRPERSON, SRC 4 – FOUR YEAR
CONTRACT (1 POSITION)

Job Summary
The job holder will provide technical and operational assistance to the chairperson. The
officer will be required to work closely with the chairperson and manage the affairs of
the Chairperson’s office.
Duties and Responsibilities
(i) Manage Chairperson’s diary and appointments.
(ii) Plan, organize and coordinate meetings, both internal and external and keeping
up to date with events and activities concerning the Commission.
(iii) Take notes and minutes of meetings and forums attended by Chairperson and
brief as required.
(iv) Coordinate travel and accommodation requirements for the Chairperson and her
guests in conjunction with the in house team.
(v) Maintain accurate records of papers and electronic correspondence on behalf of
the Chairperson.
(vi) Prepare speeches, presentations and briefing papers as required in consultation
with relevant in - house team.
(vii) Prepare media briefs for the Chairperson in consultation with the Deputy Director
Communications.
(viii) Establish and maintain good relations with stakeholders and deal effectively with
their matters.
(ix) Any other duties as assigned by the Chairperson.

Minimum Requirements
(i) A bachelor’s degree in finance, Human Resource, Business, Economics, Law or
related degree from a recognized institution.
(ii) A Master’s degree in finance, Business, Economics, Law, Strategic Management
or related field from a recognized institution is an added advantage.
(iii) A minimum of five (5) years of relevant progressive working experience.
(iv) Excellent knowledge of relevant computer software and applications.

ASSISTANT DIRECTOR, COMPLIANCE, M&E, SRC 5 (1 POSITION)
Job Summary
An officer at this level will be responsible to the Director, Research, Compliance, Policy
and Planning and reporting to the Deputy Director, Compliance, Monitoring & Evaluation
for conducting compliance, monitoring and evaluation analysis for fulfillment of the
Commission’s mandate on remuneration and benefits in the public service.
Duties and Responsibilities
(i) Developing Monitoring & Evaluation framework, systems and tools.
(ii) Monitoring and evaluation of the decisions and impact of the decisions and
advice the Commission.
(iii) Coordinate monitoring and evaluation exercise to achieve SRC mandate.
(iv) Developing internal and external linkages with other stakeholders on matters of
compliance, monitoring and evaluation.
(v) Developing and implementing work plans.
(vi) Carrying out regular performance appraisal of the Commission activities and
programmes and making advisory reports.
Minimum Requirements
(i) Proven relevant experience of at least Seven (7) years, three (3) of which should
have been gained as a Monitoring and Evaluation Officer in a reputable
organisation.
(ii) Masters Degree in any of the following disciplines: Economics, Statistics, or any
other equivalent qualification from a recognized University.
(iii) Bachelors Degree in any of the following discipline: Economics, Statistics, or any
other equivalent qualification from a recognized university.

ASSISTANT DIRECTOR, POLICY & PLANNING, SRC 5 (1 POSITION)
Job Summary
An officer at this level will be responsible to the Director, Research, Compliance, Policy
and Planning and reporting to the Deputy Director, Policy and Planning for conducting
policy research on remuneration and benefits, Policy Analysis and Planning for public
sector remuneration and benefits for fulfillment of the Commission’s mandate.
Duties and Responsibilities
(i) Undertaking timely policy analysis of the impact of various remuneration and
benefits packages to ensure equity.
(ii) Undertake macro and micro economic studies on remuneration and benefits and
advice on best practice in ensuring implementation of smooth remuneration and
benefits cycles.
(iii) Generating processes for alignment of Remuneration and benefit’s policies as per
the Commissions mandate with other fiscal policies.
(iv) Interrogate various Government policies impacting on remuneration, benefits
and pension and advice on best practice to the Commission.
(v) Continuous benchmarking of the Commissions mandate and functions with
relevant comparators and advice of various recommendations.
(vi) Undertaking relevant analyses of critical development and Remuneration and
benefits policies.
Minimum Requirements
(i) Proven relevant experience of at least seven (7) years, three (3) years of which
must be at middle level management in large organization in public or private
sector.
(ii) Masters Degree in Economics, Statistics, Business Administration or any other
relevant and equivalent discipline from a recognized institution.
(iii) Bachelors Degree in any of the following discipline; Economics, Statistics,
Business Administration or any other equivalent qualification from a recognized
institution.
(iv) Been conversant with Public Service Policies and practices on remuneration
systems.
(v) Good understanding of the Kenyan labour laws.

ASSISTANT DIRECTOR, REMUNERATION ANALYSIS, SRC 5 (2 POSITIONS)
Job Summary
The job holder will be reporting to the Deputy Director Remuneration Analysis and will
be responsible for analyzing data and information relating to remuneration for all State
offices and Public Service organizations and making recommendations for rationalization
and harmonization of remuneration structures.
Duties and Responsibilities
(i) Reviewing of the salaries and remuneration and benefits for all State Offices.
(ii) Advising on remuneration and benefits for all state offices in National and County
governments.
(iii) Rationalizing and harmonizing remuneration structures for state and public
offices.
(iv) Initiating remuneration that ensures attraction, motivation and retention of
competent personnel in public offices.
(v) Maintaining the remuneration database for State Offices.
(vi) Monitoring & evaluation framework, systems and tools.
(vii) Conducting salary and remuneration survey.
Minimum Requirements
(i) At least seven (7) years proven experience in management level in, Human
Resources Management, Financial Management or Public Administration.
(ii) Masters Degree in any of the following fields: Education; Economics, Statistics,
Public Administration, Human Resource Management, Business Administration or
any other relevant and equivalent discipline from a recognized institution.
(iii) Bachelors Degree in any of the following disciplines: Public Administration/Public
Management, Human Resource Management, Economics, Statistics, Business
Administration or any other equivalent qualification from a recognized institution.

ASSISTANT DIRECTOR, ICT, SRC 5 (1 POSITION)
Job Summary:
The job holder will be responsible to the Deputy Director ICT and will lead a team of
dedicated and innovative ICT professionals to develop ICT systems and enhance the ICT
capacity of the Commission to enable it achieve its mandate.
Duties and Responsibilities
(i) Planning, coordinating, monitoring and evaluating ICT programme activities.
(ii) Interpreting ICT, policies and managing ICT programmes in the Commission in
line with ICT goals and strategic objectives.
(iii) Drawing up ICT plans for implementation.
(iv) Preparing budget for the division.
(v) Coordinating the implementation of ICT projects.
(vi) Undertaking selection, interviews and recruitment of ICT project team members;
(vii) Preparing ICT status reports and ensure professional standards and guidelines
are adhered to.
(viii) Providing guidance to ICT project managers.
(ix) Drawing up the budget for the ICT unit; and facilitate procurement of ICT
equipment and services.
(x) Undertaking periodic review of ICT systems projects and procedures and
recommend improvements.
(xi) Initiating policy reviewing and updating existing regulations on computing
management including drawing of computer specifications for equipment and
services.
Minimum Requirements
(i) Masters degree in Computer Science or any other ICT related discipline from a
recognized institution.
(ii) Bachelor’s degree in Computer Science/Information Communications Technology,
Electronics Engineering or any other ICT related disciplines with a bias in
computer science from a recognized institution.
(iii) Cumulative working experience of at least seven (7) years in ICT field.
(iv) Attended a Strategic Leadership Development Programme lasting not less than
six (6) weeks from a recognized institution.
(v) Demonstrated professional competence and achievement of performance targets

PRINCIPAL ANALYST, RESEARCH, SRC 6 (1 POSITION)
Job Summary
The job holder will be involved in Research and Analysis relevant to remuneration and
benefits, comparative studies of remuneration and benefits, conducting Econometric
Modeling for wage bill sustainability and making appropriate recommendations.
Duties and Responsibilities
(i) Implement research strategy, annual research and relevant research and
development proposals.
(ii) Carryout monitoring and evaluation processes to achieve compliance of the
Commissions Mandate.
(iii) Implement research assignments, prepare progress reports and disseminate
research findings.
(iv) Follow up on the implementation of the research findings by the Commission.
(v) Identify and support research that will facilitate implementation of policies and
procedures established by the Commission.
Minimum Requirements
(i) Masters degree in Economics, Econometrics, Statistics or any other relevant
analytical area of study.
(ii) Bachelor’s degree in Economics, Statistics or any other relevant analytical area
of study.
(iii) At least five (5) years of relevant experience.
(iv) Demonstrated practical knowledge of economic/econometric, statistical
analysis, public finance management principles and processes.

Job Summary
An officer at this level will be reporting to the Assistant Director, Remuneration Analysis
and will be responsible for analyzing data and information relating to salary review and
benefits for State offices and Public Service organizations.
Duties and Responsibilities
(i) Reviewing salaries, remuneration benefits for all State Offices.
(ii) Maintaining records on remuneration and benefits for all state Offices in National
and County governments.
(iii) Developing remuneration structures for State Offices.
(iv) Maintaining remuneration database for State Offices.
(v) Periodic review of salaries and remuneration for State Office.

(vi) Conducting periodic job evaluation exercise in state offices; and
(vii) Undertaking studies on remuneration trends in the market for state and private
sectors to determine comparable worth of jobs in state offices.
Minimum Requirements
(i) Have at least five (5) years proven experience in either, Human Resources
Management, Financial Management and Public Management.
(ii) Bachelors Degree in any of the following disciplines: Public Administration/Public
Management, Human Resource Management, Economics, Statistics, Business
Administration or any other equivalent qualification from a recognized institution.
(iii) Masters Degree in any of the following fields: Education; Economics, Statistics or

PRINCIPAL LEGAL SERVICES OFFICER, SRC 6, (1 POSITION)
Job Summary
The holder of the position will report to the Deputy Director, Legal Services.
Duties and Responsibilities
(i) Reviewing the legal framework for setting and reviewing remuneration and
benefits in Kenya.
(ii) Conducting comparative analysis of the Kenyan legal framework and those of
other jurisdictions.
(iii) Disseminating relevant laws and regulations.
(iv) Representing the Commission in court.
(v) Liaising with external lawyers.
(vi) Drafting contracts and other legal instruments.
(vii) Undertaking legal research and
(viii) Preparing legal opinions and providing legal advice.
Minimum Requirements
(i) A master’s degree is an added advantage.
(ii) A bachelor’s degree in law from a recognized university.
(iii) Advocate of the High Court of Kenya; with a good record.
(iv) At least 6 years proven work experience in the legal field.
(v) Experience in litigation, legal drafting and legal research.
(vi) Demonstrated understanding of the national goals and policies and ability to
relate them to the mandate of the Commission.

PRINCIPAL COMMUNICATION OFFICER (ELECTRONIC/PRINT MEDIA) SRC 6,
(1 POSITION)

Job summary
The incumbent will assist the Deputy Director of Corporate Communication and interface
with internal and external stakeholders for the successful implementation of public
education and communication programmes related to the activities of the Commission.
Duties and Responsibilities
(i) Assist in the planning and implementation of the Commission’s communication
strategy, media policy, production policies and standards and multimedia
applications and adheres to communications and branding standards.
(ii) Assist in organizing press conferences, media coverage and attending to media
enquiries.
(iii) Draft news release.
(iv) Plan communications messages, formats, and designs which meet SRC’s needs
and have impact with the intended audience(s).
(v) Assist in producing and managing content for documentary, educational videos
and infomercials that can be used across digital platforms, including website,
social media and electronic media.
(vi) Operate video and photo (stills) cameras and audio recorders.
(vii) Edit, archive and retrieve multimedia resources.
(viii) Avail multi-media resources to users such as media and webmaster.

ANALYST, COMPLIANCE, M & E, SRC 7 (2 POSITIONS)
Job Summary
An officer at this level will be responsible to the Deputy Director, Compliance, Monitoring
and Evaluation. The job holder will be involved in carrying out compliance checks and
audits, and monitoring and evaluation. The position will support Research and Policy
Analysis relevant to remuneration and benefits in the public service.
Duties and Responsibilities
(i) Collect, analyze and utilize research data to assess the remuneration practice
of public institutions.
(ii) Participate in comparative studies of remuneration approaches and make
appropriate recommendations for future trends.
(iii) Develop, coordinate and maintain a database of relevant baseline survey
information.
(iv) Develop operational reporting template that facilitate the acquisition and
aggregation of data from public institutions.
(v) Follow up on monitoring and evaluation exercises for various initiatives in SRC.
Minimum Qualifications and Experience:
(i) Bachelor’s degree in Economics, Statistics, mathematics or related field.
(ii) At least five (3) years of relevant experience.
(iii) Demonstrated practical knowledge of economic/econometric, statistical
analysis, public finance management principles and processes.

(ii) Identifying research problems and developing requisite research proposals.

(i) At least three (3) years proven experience in research related area.

relevant to the Commission mandate.
Minimum Requirements
(i) Proven relevant experience of at least three (3) years, in a large organization in
public or private sector.
(ii) Bachelor’s degree in any of the following discipline; Economics, Statistics,
Business Administration or any other equivalent qualification from a recognized
institution.

PENSIONS ANALYST, SRC 7(1 POSITION)
Job Summary
The job holder will be involved in conducting analysis of pension bill sustainability.
Monitor developments in the pensions industry that seek to influence the pensions and
benefits management of public organizations. Conduct comparative assessments of
remuneration and benefits offered in the market place so as to make appropriate
recommendations to the public organizations.
Duties and Responsibilities
(i) Conduct assessment of the impact of pension on the remuneration and benefits
paid out of public funds.
(ii) Carry out reviews of pensions payable to current and past holders of state and
public offices.
(iii) Undertake or support actuarial studies for purposes of making necessary
recommendations.
(iv) Appraise current and projected trends in pension and recommend on their
sustainability.
(v) Conduct research on what comparable jobs pay in terms of employment benefits
and propose competitive benefit structures.
(vi) Develop and maintain a database of relevant employment benefits information.
(vii) Develop models to check on the impact of pension on remuneration.
Minimum Requirements
(i) Bachelor’s degree in Economics, Statistics/Actuarial.
(ii) At least three (3) years of relevant experience in actuarial or pensions
Management.
(iii) Demonstrated skills in public finance management principles and actuarial
modeling.

INTERNAL AUDITOR - SRC 7, (1 POSITION)
Job Summary
The position holder will report to the Chief Internal Auditor and the officer will be in
charge of day to day audit function of the Commission.
Duties and Responsibilities
(i) Ensuring all financial transactions are in compliance with established practices
and policies.
(ii) Ensuring that internal control systems are adequate.

(iii) Implement risk management strategies and initiatives.
(iv) Ensuring that Commission’s assets are appropriately and efficiently utilized and
safeguarded by advising against misuse and wastage.
(v) Preparing of audit reports for all audited accounts.
(vi) Verifying and scrutinizing the books of accounts, systems, process and
procedures and providing appropriate advice.
(vii) Coordinating audits with external stakeholders.
(viii) Analyzing the impact of Internal Audit policies and regulations.
Minimum Requirements
(i) Bachelor’s degree in Commerce (Accounting or Finance option) or any other
relevant field of study.
(ii) Possession of at least CPA/ACCA.
(iii) At least CIA part 1 or equivalent certification.
(iv) Possession of CISA certification will be an added advantage.
(v) A minimum of four (4) years’ experience in auditing in a strategic
organization.

LEGAL CLERK SRC 8, (1 POSITION)
Job Summary
The holder of the position will report to the Principal Legal Services Officer.
Duties and Responsibilities
(i) Processing and arranging documents for Commission meeting.
(ii) Keep a record of the legal files and other documents.
(iii) Keep the legal volumes in the registry updated.
(iv) Sorting out letters and other documents for dispatch and for filing and maintain
efficient filing system.
(v) Attend legal proceeding and jot down the relevant information for the cases.
(vi) Conduct research to find important information related to the cases and legal
issues being undertaken by the Commission.
(vii) Work as per the legal policies and procedures.
(viii) Answer to the queries of the clients.
(ix) Ensure that all the legal files and documents are kept in a systematic order so
that these are readily available for use.
Minimum Requirements
(i) Diploma in legal studies.
(ii) Have at least three (3) years proven work experience in a busy law firm or
department.

(iii) A Kenya Certificate of Secondary Education mean grade C (Plain) or its
equivalent from a recognized institution.
Key Competences
(i) Knowledge about the various legal processes, policies and procedures.
(ii) Good time management skills.
(iii) Good communication skills.
(iv) Good analytical skills and an eye for detail.
(v) Knowledge of relevant computer applications.

CLERICAL OFFICER, SRC 8 (1 POSITION)
Job Summary
The holder of the position will report to the Deputy Director Human Resource and
Administration.
Duties and Responsibilities
(i) Compiling statistical records.
(ii) Sorting out letters and filing them.
(iii) Dispatching letters and maintaining an efficient filing system.
(iv) Preparing payment vouchers.
(v) Computing financial or statistical records based on routine or special sources of
information.
(vi) Compiling data and drafting simple letters.
(vii) Checking/verifying statistical records for accuracy.
(viii) Processing of human resource statistics.
(ix) Processing of pension documents.
(x) Maintaining of stores, records and equipment inventory.
Minimum Requirements
(i) Have at least three (3) years proven work experience.
(ii) A Kenya Certificate of Secondary Education mean grade C (Plain) or its
equivalent from a recognized institution.
(iii) Computer application skills.
(iv) Shown merit and ability as reflected in work performance and result.

RECEPTIONIST – SRC 8 (1 POSITION)
Job Summary
The position holder will be responsible to the Deputy Director Human Resource and
Administration. The officer will ensure the efficient and smooth operations of the
reception function.
Duties and Responsibilities
(i) Setting performance standards for the reception function.
(ii) Receiving and ushering guests.

(iii) Handle all inquiries within capacity.
(iv) Provide appropriate assistance to visitors, applicants and customers.
(v) Organize amenities as needed.
(vi) Handle the telephone switchboard and routine calls as required.
(vii) Screen the incoming calls to control interruptions.
(viii) Exceptionally handle filing, receptionist record keeping and other related clerical
tasks.
Minimum Requirements
(i) Diploma in Front Office/Customer Care/Telephone and Reception procedures
from a recognized institution.
(ii) A Kenya Certificate of Secondary Education mean grade C (Plain) or its
equivalent from a recognized institution.
(iii) At least three (3) years proven work experience in customer care function;
(iv) Knowledge of relevant computer applications.
Key Competences
