DUTIES AND RESPONSIBILITIES


The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition (http://www.unep.org). This position is located in UNEP/DEPI at the Nairobi duty station.

The senior advisor will support UNEP’s expanding work in relation to a collaborative action to address the illegal trade in wildlife and timber (the “collaborative action”). The senior advisor will support development of the collaborative action, including liaison across divisions and programmes within UNEP on areas of work relating to wildlife and timber trade, liasing between UNEP and other bodies, particularly with UNODC, FAO, and CITES.

Responsibilities:

The senior advisor will be under the direct supervision of the Deputy Director of UNEP/DEPI and will work closely with the DEPI Biodiversity Unit, UNEP's Deputy Executive Director, various UNEP Divisions and Regional Offices. He/She will perform the following duties:

• Develop the UNEP strategy on a collaborative action to address illegal trade in wildlife and timber;
• Oversee and liaise with UNEP divisions, regional office and partners on implementation of the strategy, ensuring synergy with relevant ongoing work in UNEP, for example ,on illegal trade in timber and great apes, on the rule of law, and on communication and awareness raising;
• Liaise on the collaborative action at senior levels with UNODC, FAO, and CITES, and with other UN agencies, governments and civil society;
• Identify opportunities for aligning with existing initiatives on illegal trade in wildlife and timber, propose synergies for such collaboration and develop collaborative arrangemnets with such initiatives;
• Identify and liaise with potential donors to support the collaborative action, developing concepts and proposals for consideration by donors;
• Oversee individual project components of the collaborative action.
• Convene regular coordination meetings and discussions on the subject matter across UNEP, and with implementing partners;
• Gather and organize information from different sources, analyze and prepare reports to ensure UNEP staff, UNEP committee of permanent representatives, and the United Nations Environment Assembly of UNEP are informed of developments in issues related to illegal trade in wildlife and timber, as a basis for identifying priority actions and strategies for the collaborative action;
• Prepare relevant project and other documents and reports related to the collaborative action (for example relating to the UNEP work programme, programme budget, etc.);
• Raise awareness about the collaborative action with Governments and other stakeholders, including through close liaison with representatives of UNEP Member States in Nairobi;
• Perform other duties as required for the successful development and implementation of the collaborative action.

QUALIFICATIONS
Experience:  A minimum of fifteen (15) years of progressively responsible experience in the field of environmental policy, involvement in multi-stakeholder projects, and experience in coordination and communications.                                            Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. 
Education:  Advance university degree (Master’s degree or equivalent) in environmental or political science, economics, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages:  English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Other Skills:  Broad understanding of issues relating to illegal trade in wildlife and timber; Excellent computer skills;

Notes:
* A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to staff rule 4.16 (b) (ii).
