Tsamota Good Governance (TGG) Ltd is seeking a project Team Leader for a justice sector reform project in Afghanistan.
Job objective:
Develop a plan for a country-wide evaluation of the existing system of legal aid provision, and of legal aid structures prevailing in the country; supervision of the work of the team and preparation of reports with (i) prepare recommendations for reforms/improvements that should be made in the legal aid system of Afghanistan, with a focus on the GoA-sponsored legal aid system, to ensure a nationwide, fiscally sustainable system; and (ii) develop road maps for integration of NGOs into the state Legal Aid indigent criminal defense program,
Duties and responsibilities
Develop a methodology for a nationwide assessmentDevelop an implementation planSet timelines for completion of stages of the implementation planSupervise the work of the assessment teamsPrepare progress reports upon completion of each implementation stagePrepare the final reportPresent findings and recommendationsQualifications and skills
Legal education (JD, LLB, or higher degree) or other relevant degree/qualification (e.g. MBA)Management experience including monitoring and evaluation of legal professional performance of at least 5 yearsKnowledge of access to justice and rule of law programs, specifically Legal Aid and public criminal defense.Experience working in developing nations with a record timely performance of assigned tasksAn understanding of, and experience in, Afghanistan justice systemsExcellent oral and written communication skillsThe estimated number of man days input for the total assignment for this position is: 100 Days. The specific time framework has yet to be determined, but we aim for the beginning of August as starting date.
