Local Consultant - Videocamera monitoring consultant - Tirana

Loss of forest areas has been accompanied by erosion, loss of habitats for the wild fauna, landslides, etc.
Based on the statistics of the Inspectorate of Forest Police an average of 50,000 trees and 14,000 m³ of wood materials are cut and transported illegally to their final destination yearly during the last 3 years. This statistics do not reflect the fuel wood that is used in rural areas for heating and cooking.
Albania is part of the Forest Law Enforcement and Governance (FLEG) initiative. Based on the guidelines of this initiative there are several processes that the government of Albania should implement to prevent, control and reduce illegal logging. One of the latest measures taken by the government was the reform of the inspection and enforcement structures of the Ministry of Environment.
Transparency of forest administration is generally low and the problem is aggravated by the fact that information systems are fragmentary and underdeveloped. Experiences in many countries have shown that the implementation of a video camera monitoring system together with the on line portal for the trade of wood materials have significantly reduced illegal logging. Application of the above mentioned monitoring system and the increase of the plantations of the forest areas are part of the new program that has been presented by the Ministry of Environment to enforce the forestry legal framework and improve the situation in the forestry sector.
An effective monitoring and information system will incorporate the monitoring, assessment and reporting system, information storage in organized databases, and information service for decision makers. The system will include identification and registration of infringements and will activate a response system at local and central level.
The system will be applied initially in the main cross roads of timber transportation and the forest areas that are mostly affected by the illegal logging as follows:

As part of the video monitoring programme it is needed to calculate the system’s technical specification and implementation costs at the first stages of the system design. On the spot verification is needed for the exact positioning of the video cameras, field capabilities and access to electric power, transition of images (internet coverage) and security issues. The coordinates of the video cameras points will be mapped by GPS. The images registered by the video cameras will be transmitted in real time to a regional or national centre. At the centre an operator will evaluate the images and will inform field inspectors and/or other state agencies.

The assignment will include the design of a national video camera observation monitoring system of several cross roads and forest areas where the illegal logging is critical. The proposed system will create solid grounds for implementation of a monitoring/control and information system for sustainable forests management in the country.
The consultant will work closely with UNDP, Ministry of Environment, Forestry Police Inspectorate and Forest Service Administration

The Consultant is expected to undertake the following tasks:

• Undertake a desk review of all relevant documents to conduct a situational analysis and fact checking assessing the feasibility of identified areas where the monitoring system will be established;
• Propose relevant cross roads and key forest areas where the video cameras can be installed;
• Assess and propose the basic technical specification of the video cameras and network devices that are necessary to build up the system at regional or national scale;
• Assess and propose the design of the video camera observation monitoring system at regional or national scale;
• Assess and propose an alert - feedback mechanism (for relevant government agencies) in case of detection of infringements;
• Undertake one field mission in the above mentioned areas.

The Consultant is also expected to:

• Ensure that relevant national stakeholders are consulted during preparation of the technical project in order to provide preliminary findings on: a) national development priorities and policies that are expected to affect the timber illegal logging; b) possible integration of the designed system with the State Police video camera monitoring system;
• Finalize the recommendations, including addressing comments and inputs from relevant stakeholders.


Technical work
• Thorough understanding in design and implementation of observation/monitoring video camera systems as a tool for a 24 hrs monitoring;
• Demonstrated knowledge, skills and relevant experience in establishing video camera monitoring systems, including data transition and storage;
• Demonstrated strong knowledge of information and monitoring systems especially in the environment field.

Partnerships
• Maturity and confidence in dealing with senior and high-ranking members of regional and national institutions;
• Display cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Excellent written communication skills, with analytic capacity and ability to synthesize outputs and relevant findings for the preparation of quality reports.

 Education/academic qualification:

• Advanced degree in electronics, IT, security systems, forestry, environment sciences, or a closely related field;

Work experience: 

• Minimum 7 years of relevant work experience;
• Demonstrated solid technical knowledge of monitoring and information systems;
• Experience in data transitions and storage;
• Experience in working and collaborating with public entities in establishing similar systems;

Language requirement:

• Excellent knowledge of English including writing and communication skills.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
• Responsive/compliant/acceptable; and
• Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 70 points:
Financial Criteria - 30% of total evaluation – max. 30 points
