Senior Adviser

The objectives of the Noncommunicable Diseases and Mental Health (NMH) Cluster are to advance public health efforts to control and prevent the spread of Noncommunicable Diseases (NCD); to develop, promote and coordinate activities to support Member States in these areas; and to form and nurture alliances and partnerships to support the goals of the cluster, its areas of work, and the Organization.

Description of duties:

1. Finalize the structure of a global coordination mechanism and then lead, convene and coordinate the work of the Global Coordination Mechanism between 2014 and 2020 reporting on a frequent basis through the Assistant Director-General/Noncommunicable Diseases and Mental Health (ADG/NMH) to the World Health Assembly (WHA) on progress made.
2. Finalize terms of reference, and then lead, convene and coordinate, in full collaboration with Member States and UN agencies, the work of the WHO-led UN Interagency Task Force on the Prevention and Control of Noncommunicable Diseases between 2014 and 2020, reporting on a frequent basis to the Economic and Social Council (ECOSOC) on progress made.
3. Lead the work on finalizing and implementing the division of tasks and responsibilities for United Nations funds, programmes and agencies and other international organizations between 2014 and 2020, in accordance with WHA 66/10.
4. Build a dynamic network of international experts to develop and lead the implementation of WHO's global NCD capacity building programme for senior WHO staff (including all Heads of country offices) and senior policy makers in ministries of health, in collaboration with UN agencies, UN country teams and senior policy makers from other parts of government, as well as advocacy among parliamentarians in selected Member States.
5 Mobilize sufficient financial resources through direct negotiations with donors to operationalize WHO's roles in all three flagship programmes: Global Coordination Mechanism, UN Interagency Task Force, and global capacity building programme, while safeguarding WHO and public health from undue influence by any form of real, perceived or potential conflicts of interest.
6. Develop a coalition of strategic partners to ensure that the Organization effectively supports Member States in their efforts to develop, implement and participate in all three flagship programmes in a coordinated manner.
7. Provide support and advice to directors in the cluster on policy and relevant technical issues (including being part of the newly formed WHO NCD Steering Group and its horizontal working groups).
8. Provide authoritative political, strategic and technical expertise and guidance as the focal point for clearance of all publications in the NMH cluster.
9. Represent WHO in official meetings.
10. Perform other duties, as required.

REQUIRED QUALIFICATIONS

Education:
Essential
A first level university degree in medicine plus an advanced degree in public health, social sciences, public administration, political science, business administration or related area.

Desirable
Post-graduate medical qualification (e. g. board certification or equivalent).
Doctoral level degree in public health, social sciences, public administration or political science.

Skills:

Comprehensive knowledge of the global public health aspects of NCDs, in particular the political environment for NCDs in the context of wider global health issues.
Knowledge of the UN system.
Understanding of intergovernmental policy making processes, including the contribution and involvement of non-State actors.
Excellent strategic skills and knowledge on how to work across organizations and lead teams in developing and implementing a range of innovative global health and international development initiatives.
Excellent negotiation, communication and resource mobilization skills, including proven skills in diplomacy, discretion, and tact in dealing with a range of policy and programme issues.
Demonstrated leadership and managerial skills.
Standard computer skills, including familiarity with office programmes (e. g. , the Microsoft Office suite).

Experience:

Essential
At least 15 years of increasingly responsible professional experience at the national and
international level in public health, including experience in prevention and control of NCD policy and programming.
Experience at a senior level in global health governance, partnerships, initiatives and resource mobilization.
Experience in public health and health systems in developing countries.

Desirable
Experience in national political processes, in particular working in national ministries of health and/or development.
Experience of working in other sectors (e. g. , nongovernmental organization, private sector, academia).
Experience in developing and leading academic and other training programmes.
Experience of working in WHO or other United Nations organizations.

Languages:

Essential
Expert knowledge of English.

Desirable
Intermediate knowledge of another WHO official language.

USD 95575 at single rate
USD 103400 with primary dependants

Post Adjustment:
103. 3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
