Media and Communications Expert - Kuwait

Expected Duration of Assignment :6 months (with possibility of extension)

UNDP and The State of Kuwait, represented by The General Secretariat Of The Supreme Council of Planning And Development (SCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties. Within this context, UNDP and SCPD strive to enhance the transparency and integrity of public institutions and civil servants conduct. To this end, His Highness The Amir Of Kuwait decreed the establishment of The Public Authority For Anti-Corruption (PAAC) in 2012. Since its establishment, PAAC was working steadily on building its institutional capacity and corporate image, as well as developing an open, inclusive and interactive relationship with institutes of similar interests and the public at large. To realize those goals, PAAC intends to recruit a senior expert in communications and media, to develop the policies and build the capacity of PAAC’s Communication and Media department.

Objectives:

Asses PAAC’s needs and the capacity in communication and media planning through developing long term plans and visions, addressing issues and challenges of relevant to its mandate;Recommend executable proposals for the long-term targets related to public awareness program and relevant issues;Provide technical advice with supporting policies to achieve public awareness targets and programs;To maximize operational efficiency to provide timely delivery of relevant output and impact;Develop a communication plan to promote and enhance further involvement, support and effective partnership with stakeholders;Design and outreach and advocacy programmes to educate and engage society at large with anti-corruption efforts.Any other tasks/assignment to enhance media awareness campaigns, stakeholder's dialogue and efficient dissemination of information.

Under the overall guidance and supervision of PAAC, The Senior Media and Communications Expert will assume the following tasks:

Needs Assessment:

Assess PAAC’s needs relevant to the consultancy subject;Undertake mapping of all concerned national stakeholders and develop clear understanding of their mandates;Mapping of media actors;

Development of communication plans and policies:

Based on the need assessment, develop a communications and overreach operation plan for PAAC;Implementation of PAAC development plan;Develop/ prepare annual work plans and all related progress reports;Prepare PAAC’s media/communications plan for PAAC’s technical report;Develop and implement awareness campaign for PAAC;Develop a draft police for overreach;

Capacity Building

Develop and implement a capacity building plan for PAAC on issues relevant to anti-corruption, for the benefit of PAAC’s staff, CSO’s, Media personals, etc.

Expert’s outputs:

Assessment report developed;Communications and media policy document developed;Communications and media plan developed and implemented;Quarterly report on the progress made towards the objectives of the consultancy;Qualitative studies at the request of the beneficiary;Final reports with recommendations for future action.Ability to work in a team;Lead teams effectively and shows conflict resolution skills;Demonstrate strong oral and written communication skills in Arabic and English;Awareness of the need for development and operational effectiveness;Ability to lead formulation, implementation, monitoring and evaluation of development programs and projects;Strong communication skills;Ability to work under pressure and stressful situations;Excellent public speaking and presentation skills;Treats all people fairly without favoritism;Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment and respect for diversity.

Education:

Master degree in journalism and communication; or related disciplines.

Experience:

Minimum 10 years of experience in the communications field;Traceable record of work on similar projects;Computer literacy, electronic networks and software used for communication purposes (i.e. Websites, electronics bulletin, etc.);Good experience with new media;Practical experience working with the organizations/ private sector/communities in implementing development related projects/activities;UNDP experience in relevant projects is a privilege;Significant experience in GCC and Kuwait in particular is a plus.

The expert will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;The consultancy is 6 months with possibility for extension.
