L'International Rescue Committee (IRC) est l'un des plus grands fournisseurs d’aide et d’appui au développement en République Démocratique du Congo (RDC). Présente dans la province Est du Nord Kivu, avec un budget annuel d’environ $8 millions USD et un personnel de 130 employés, l'IRC soutient les communautés et institutions Congolaises dans des secteurs tels que la santé, violence basée sur le genre, la gouvernance/développement communautaire, l’éducation et la Protection.

IRC recherche un professionnel expérimenté dans la gestion et analyse financière, avec d'excellentes aptitudes communicationnelles et interpersonnelles. Le Contrôleur Financier Provincial pour le Nord Kivu est chargé de toute la gestion fiscale (fonction financière et comptable) du bureau de l’IRC RDC de Goma et de un bureau de terrain dans la cité de Kiwanja (territoire de Rutshuru). Le Contrôleur Financier Provincial dirigera et contrôlera le travail du service des finances et collaborera avec le Directeur Provincial  et le Contrôleur Financier Senior (responsable de la gestion financière du territoire entier de la RDC), sur les matières financières et budgétaires de la province et des sites.

Le Contrôleur des Finances est responsable d'assurer des rapports des bureaux de terrain; la gestion de la trésorerie provinciale, la préparation des rapports d’analyse, la préparation et revue des budgets de propositions de projets, suivi financier des projets en cours, contrôle interne et l’assurance du respect des règles budgétaires spécifiques a chaque bailleur de fond, l'examen et l'analyse du budget de fonctionnement annuel (Operating Budget) pour la province du Nord Kivu.  Il  supervise et contrôle la mise en œuvre et respect des procédures financières.  Il a également un rôle de supervision pour les subventions. 

Le Contrôleur des Finances est d’autre part chargé de la gestion du staff financier et de la formation concernant les capacités financières des staffs de façon générale.   

Basé à Goma avec des visites régulières sur le terrain, le Contrôleur Financier Provincial fera ses rapports au Directeur Provincial du Nord Kivu et au Contrôleur Financier Senior a Kinshasa (ligne de supervision technique).  Il gérera directement une équipe de 4 employés nationaux.

EXIGENCES DU POSTE:

Diplôme de Licence en Comptabilité, Commerce, Administration des Affaires ou Finance. Diplôme de Maîtrise dans ce domaine serait un avantage.Certificat professionnel reconnu en recherche comptable comme le CPA, ACCA.Au moins 3 ans d’expérience financière au niveau élevéAu moins 3 ans d’expérience dans une organisation sans but lucratif (ONG) ou 5 ans d’expérience managériale dans une organisation commerciale internationale.Expérience significative avec les systèmes informatisés de comptabilité – de préférence une expérience avec SUN et VisionConnaissances des règles de bailleurs tel que les bailleurs gouvernementaux (Etats-Unis, Commission Européenne, UN...)Excellentes capacités communicationnelles – écrites et orales – en anglais et en françaisDoit chercher à identifier et communiquer les problèmes potentiels et proposer des solutions.Doit être en mesure de fonctionner dans un environnement de travail faiblement structuré mais complexe et de déterminer les priorités et de traiter simultanément et efficacement plusieurs exigences.Capacité d’exécuter des responsabilités indépendamment avec un appui technique minimal de la part de l’organisation.Doit être patient et être un bon communicateur qui peut travailler dans un environnement organisationnel impliquant une diversité culturelle, les langues, et des intérêts personnels et des intentions cachées.Doit être engagé à la formation et au développement du personnel.

Logement: Situation Sécuritaire

Le Contrôleur des Finances sera basé à Goma. Pendant que la situation sécuritaire est généralement calme à Goma, des conflits civils persistent ailleurs dans les provinces de Kivu, et la région est considérée comme instable à certains moments. Le strict respect des instructions sécuritaires est exigé à tous les employés de l'IRC. Le Contrôleur des Finances loge dans une maison partagée, la position est non-accompagnée.

The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo. In the eastern province of North Kivu, with an annual budget of approximately US $8 million and about 130 staff, IRC supports Congolese communities and institutions in the areas of health, Gender Based Violence, community-driven reconstruction (CDR), Education and Protection.

IRC is seeking an experienced finance professional with a demonstrated background of success in financial analysis as well as excellent communications and inter-personal skills. The Provincial Finance Controller for North Kivu has overall fiscal management responsibility (finance and accounting functions) of the IRC DRC Goma field office and of one field office in the Rutshuru territory. The Provincial Finance Controller will guide and oversee the work of the finance unit and will liaise with the Provincial Director and the Senior Finance Controller (in charge of the financial management for the whole DRC) on financial and budgetary matters related to the province and field sites.

The Provincial Finance Controller is responsible for ensuring the field offices are reporting timely and appropriately; has management responsibility for the provincial cash flows, foreign exchange and the overall balance sheet; preparation  review and monitoring of donor budgets, ensuring internal control and enforcement of IRC’s and donor policies and regulations, work on internal and external reports, preparation of summary level reporting for the DRC team in Kinshasa; and leading the development, review and analysis of the annual operating budget for the North Kivu province.  He/she will also play an oversight role of the compliance function for the sub-grant portfolio.   The Provincial Finance Controller will provide technical Finance training to finance staff and Non Finance Staff in addition to monitoring the implementation of financial processes and procedures..

Based in Goma with regular travel to the field, the Provincial Finance Controller will report to the Provincial Director with technical supervision from the Senior Finance Controller based in Kinshasa, and manages a team of about 5 national staff.

JOB REQUIREMENTS:

Bachelors Degree in Accounting or Finance - Masters Degree,Professional Accountancy qualification CPA, ACCA or CA a plus;Minimum three years of financial experience at a senior levelMinimum of three years experience in a non-profit organization; or at least five years of experience working in an international commercial organizationExtensive experience in working with computerized accounting systems – experience with SUN and Vision preferredProven knowledge of US Government, European and UN donor regulations.Good spoken and written French language skills required.Must be comfortable in being a proactive member of the top-management team, able to seek to identify and communicate potential problems and propose solutionsMust be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirementsAbility to carry out responsibilities independently with minimal technical support from within the program organization.Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.Committed to staff training and development

SPECIFIC SECURITY SITUATION/HOUSING
The Finance Controller will be based in Goma, North Kivu.  While security in Goma is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. The position is unaccompanied and will be provided with accommodation in a shared house.
