Public Health Surveillance Officer

Within WHO strategic Objective 1, 'To reduce the health, social and economic burden of communicable diseases', the objectives of the Disease Surveillance and Response Programme (DSR) Area are to strengthen the implementation of the Integrated Disease Surveillance and Response (IDSR) Strategy, accelerate the implementation of the International Health Regulations (IHR), develop and maintain regional and national capacity to detect, confirm and respond to epidemic and pandemic prone diseases and other public health emergencies.

Description of duties:

The incumbent will: -
1. Establish the secretariat of the African Surveillance Informatics Governance Board (ASIGB) and Strategic Informatics Advisory Group (SITAG):
- Facilitate the establishment and well-functioning of the African Surveillance Informatics Governance Board and its related Strategic Informatics Advisory Group and also facilitate the organization and monitoring of the action points of the ASIGB and SITAG meetings.

2. Enhance public health surveillance in the WHO African Region:
- Revise the Regional Strategy for Integrated Disease Surveillance (IDS) taking into account the new developments in the areas of public health surveillance and IT;
- Contribute to the finalization of the surveillance assessment tools and coordinate the conduct of comprehensive assessment of public health surveillance/e-surveillance in the region;
- Prepare and publish a report on the status of e-surveillance in the WHO African Region in close collaboration with all partners;
- Generate, monitor and share information on public health surveillance by developing all relevant advocacy materials on e-surveillance in close collaboration with the DSR team and Communication Unit;
- Review and provide regular updates on the surveillance section of AFRO's website;
- Enhance partnership on e-surveillance by developing concept notes and proposals for engaging other stakeholders and raising additional funds on e-surveillance and contribute to the planning, monitoring and evaluation of the DSR programme.

3. Accelerate the implementation of IHR in the region by:
- Developing an actionable plan of action for IHR implementation based on the RC and WHA resolutions and recommendations made during the IHR stakeholders' meetings;
- Engaging partners and regional economic communities and other stakeholders in raising awareness and mobilizing resources for the implementation of IHR.

4. Perform any other duties that may be assigned by the supervisor(s).

REQUIRED QUALIFICATIONS

Education:
Essential: Medical degree with post graduate training in public health, public health informatics or epidemiology OR PhD in Epidemiology/Public health informatics from a recognized institution.

Desirable: University degree or diploma or certificate in Public Health Informatics.

Skills:

- Working knowledge of databases and use of epidemiological and statistical packages [such as Epi Info, Stata, SAS or SPSS] and GIS software such as Map Info, Instant Atlas etc. ;
- Excellent knowledge of communicable disease epidemiology and surveillance;
- Effective oral and written communication skills;
- Ability to plan and implement training in electronic disease surveillance;
- Ability to work effectively with colleagues at national and international level;
- Training in public health informatics or training in design, development, roll-out and monitoring of electronic disease surveillance projects/initiatives;
- Good writing skills.
- Good Knowledge of common IT Software packages such us Microsoft word, Excel, PowerPoint, EPI Info.

Experience:

7 years of professional experience in disease surveillance, prevention and control with a focus on electronic diseases surveillance; practical experience in planning, implementation and monitoring of electronic disease surveillance projects and initiatives.

Languages:

Excellent knowledge of English or French with a good working knowledge of the other. Knowledge of Portuguese would be an asset.

Annual salary:
(Net of tax)

USD 67611 at single rate
USD 72605 with primary dependants

Post Adjustment:
65. 3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
