Call for expression of interest: Technical expertise on sluice gates and embankment engineering, in link with a multi-sector development project

PROJECT: Tat Lan – Rakhine Sustainable Livelihoods and Food Security Program
LOCATION: Myanmar, Rakhine State (Myebon, Pauktaw, Kyaukpyu and Minbya townships)

BACKGROUND

The Tat Lan Programme, implemented by the International Rescue Committee (IRC) in partnership with Save the Children UK (SC), Oxfam, and Better Life Organization (BLO), will build on the Giri emergency response and contribute to equitably and sustainably improving the livelihoods of severely and moderately cyclone affected communities in the townships of Myebon, Pauktaw, Kyaukpyu and Minbya. Tat Lan will implement a package of comprehensive, mutually-reinforcing interventions to improve livelihoods and food security and will be grounded in a village-based participatory planning process that will engage communities, men and women, in the implementation of development activities, ensuring that the programme is responsive, effective and sustainable.

The widespread deterioration of embankments (including sluice gates) in target areas has direct negative impacts on the population’s productive activities and food security. In addition, the shortage and disrepair of freshwater sources, particularly village ponds, hinders access to safe water for drinking, cooking, and other household needs during the dry season, posing threats to nutrition security. The programme will develop and restore these key community assets, which will serve as a foundation for the Agriculture, Fisheries, CFW, and Nutrition components. Activities under the Infrastructure component will contribute to Output 2: Improved infrastructure for Giri-affected rural communities and focus on embankment restoration and freshwater resource management. Specific decisions on construction locations and priorities will be made by each community through the programme’s village-based planning process (See Section 6). Recurring issues of operations and maintenance will be addressed by ensuring that infrastructure construction and maintenance are incorporated into the VDPs with clear responsibilities and timelines.

Informed by community-identified needs and technical feasibility, the design of the infrastructure works will be carried out in collaboration between IP and township irrigation engineer. IP staff, in collaboration Department of Irrigation staff, will monitor the works for safety and quality assurance. The expert will also provide technical capacity building and assistance. OBJECTIVE
IRC is looking for expressions of interest with regards to providing technical expertise on sluice gates and embankment engineering, with the objective to support the project and its implementing partners in designing the most cost efficient and technically relevant options according to local use patterns and O&M (operation and maintenance) capacity.

ASSIGNMENT DETAILS
This is a temporary consultancy assignment. It will involve technical manuals and training manuals development, engineering designs development and field visit to Myanmar, including in Rakhine state.
