As a Budget Analyst in the Center for Food Safety and Applied Nutrition (CFSAN), Office of Management, Division of Budget & Planning, you will utilize professional knowledge of budget principles and procedures to perform budget development, formulation, strategic planning, and/or performance management functions for CFSAN programs and/or administrative budget areas.This vacancy is also being announced concurrently with vacancy announcement FDA-CFSAN-14-MP-1105391BB under merit promotion procedures. Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and Office of Management and Budget (OMB) circulars and bulletins.Provides advice and recommendations for budgetary actions. Formulates budget estimates for multi-year programs. Conducts analyses of resource use to provide data on impact of variable budget levels on program performance and achievement of strategic goals. Maintains complex databases, registers, and other accounting/tracking systems, including activity time reporting data.GS-09: Possess at least one year of specialized experience (equivalent to the GS-07 grade level or higher in the Federal Service) that included reviewing budget-related data to determine accuracy, consistency, and recurring trends that would form a basis for budget evaluation; developing, analyzing, and preparing briefing materials on budget-related issues; and inputting and extracting financial data from automated systems; OR possess a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree in public health or another field of study with course work directly related to the work of this position. (Transcripts required); OR possess a combination of specialized experience and graduate education specified for this grade. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Transcripts required).
GS-11: Possess at least one year of specialized experience (equivalent to the GS-09 grade level or higher in the Federal Service) conducting budget formulation and execution functions to include formulating and evaluating budgetary estimates; using automated financial management systems to monitor funds and analyze financial data; preparing reports that document and explain an organization's budget; and responding to inquiries on budget processes, policies, procedures, and regulations; OR possess a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in public health or another field of study with course work directly related to the work of this position. (Transcripts required); OR possess a combination of the specialized experience and the doctoral-level education specified for this grade. To compute, first determine your total qualifying experience as a percentage of the experience required above; then determine your education as a percentage of the education required above; add the two percentages. The total percentages must equal 100 percent to qualify. Only graduate education in excess of the first two years or 36 semester hours may be used to qualify.
GS-12: Possess at least one year of specialized experience (equivalent to the GS-11 grade level or higher in the Federal service) that included performing complex budget formulation and execution functions for an assigned budget area to include detailed development, review, and analysis functions of budget estimates, projections, and submissions to ensure requirements, compliance, and financial objectives are met; and analyzing the impact of program plans and funding to budget goals and objectives.
GS-13: Possess at least one year of specialized experience (equivalent to the GS-12 grade level or higher in the Federal service) that included performing complex and expert budget formulation and execution functions, including cost-benefit analysis of proposed budgetary and program actions; analyzing the effects of budget execution and legislative changes to determine financial impact and budgetary implications; developing and implementing budgetary and financial policies.
