Electoral Officer - UNDP Afghanistan ELECT II Project


The Electoral Advisor will be a part of a team of the Pillar 3 and will work in close coordination with and in support of the Public Outreach Department of the Independent Election Commission.

Key duties of electoral advisor include but are not limited to the following:

· Provide all necessary support to the international observers for their full participation in the all stages of election, civic education, polling and counting.

· Provide regular update to the deputy minister political, policy department and other concerned departments both inside ministry and foreign delegations on election related matters.

· Develop a stakeholder’s map of all relevant organizations involved directly and indirectly in the election process.

· Assist is preparation of speeches, reports, talking points in workshops, seminars and conferences both at national and international levels concerning upcoming elections

· Represent the senior staff at meetings, upon request concerning elections

· Identify research topics with support of the team on elections to the Center for Strategic Studies.

· Gather and maintain a library of resources on elections and produce regular summaries for the use of deputy minister and policy department.

Maintain contacts with the Afghanistan delegations abroad and develop regular contacts with NGOs and academics working on elections

· Makes recommendations regarding design or operation of systems or programmes within organizational units

· Identifies and recommends remedial measures to address problems in systems design or implementation
