Project Manager Security Sector Capacity Building Emsss

Stakeholder Management:

* Establish and maintain a solid working relationship
with the partner agencies (OROLSI, UNDP, UNODC, etc. ) and key stakeholders
(MNS, MOD, SEMA, SPF, SNAF, AMISOM Police, etc. );

* Manage communications and ensure stakeholders are
aware of project activities, progress, exceptions and are in a position to
accept handover products;

* Advise on issues that may impact the achievement of
stakeholder outcomes (including issues of sustainability and post project
requirements such as maintenance);

* Manage the information flows between Programme
Management, Project Management, and the Chief of Operations;

Delivery
and Performance:

* Implement approved EMSSS project plans (including
the establishment of milestones) within set tolerances;

* Manage the delivery of required EMSSS project
deliverables, taking responsibility for overall progress and use of
resources and initiating corrective action where necessary;

* Liaise with any external suppliers or account
managers;

* Authorize EMSSS work packages;

* Advise the Programme Manager and Programme
Management Unit of any deviations from the project plan;

* Identify and manage risks so that maximum benefit to
beneficiaries (SPF, SNAF, the civilian population, etc. ) and stakeholders
(FSG governmental institutions and UN partner agencies) is achieved;

* Manage and review project quality and ensure project
deliverables are achieved;

* Monitor and evaluate performance of EMSSS staff,
implementation partners, and coordinated government partners (SPF, SNAF,
etc. );

* Identify and report potential business opportunities
for UNMAS/UNOPS to supervisor;

Procedures:

* Follow the Project Management Cycle Instructions and
ensure that all organizational policy is complied with Organizational
Directives and Administrative Instructions;

* Prepare/adapt regular (weekly, quarterly, annual)
work plans and reporting for review by the Programme Manager and the
Programme Management Unit;

* Ensure that all expenditure comply with UNOPS
Financial Rules and Regulations (FRR);

* Manage budgets, cash flow and obligations to ensure
that deliverables are met and payments to contractors and personnel are
received on time;

* Understand and manage UNOPS overheads, allocable
charges, and related corporate charges as they apply to the project;

* Understand the unique structures of the UN and
budget appropriately for personnel;

* Manage and remain accountable for expenditures against
the budget (based on accurate financial reports);

* Where the Project Manager has no delegation as a
committing officer, s/he retains these responsibilities and will monitor
and instruct/request others to carry out the relevant commitments and
disbursements;

Knowledge
Management:

* Participate in the relevant Communities of Practice;

* Actively interact with other PMs and the PM
community to share case studies, lessons learned and best practice on the
Knowledge System;

* Provide feedback on policy, supporting guidance with
an aim towards continuous improvement of UNMAS/UNOPS policies;

* Complete lessons learned as per reporting format;

* Incorporate lessons learned from others as per
planning format;

Personnel
Management:

* Lead and motivate the EMSSS team and partnered Security
Sector institutions;

* Ensure that behavioral expectations of team members
are established;

* Ensure that performance reviews are conducted;

* Identify outstanding staff and bring them to the
attention of the Programme Manager;

* Select, recruit and train team as required by
project plans;

* Ensure
safety and security for all personnel and
comply with UN DSS standards

Education/Experience/Language requirements

a. Education

* Advanced
University Degree (Master’s Degree or equivalent) Project Management,
Business Administration, International Relations,
Political/Security/Development Studies, or other relevant discipline;

*
First degree ( Bachelor Degree), in combination with additional relevant experience may be accepted in lieu of an advanced degree;

*
PRINCE2 Foundation Certificate is essential, PRINCE2 Practitioner is an asset;

b. Experience

* At least
5 years of progressive
experience in project development and management, with focus on monitoring,
reporting, development and coordination, with at least 2 years proven and applicable experience in
management of a UN security sector reform or support project;

* Experience
in working in Somalia is essential;

* Experience
working in a security sector institution (military or police) is essential;

* Knowledge
of the UN system and UNOPS procedures is an asset;

* Computer
literacy, in particular experience of using MS Office and IMSMA;

c. Language

* Fluency
in spoken and written English is a requirement, knowledge of a second UN
language an advantage;

multi-ethnic environment with sensitivity and respect for diversity.

Professionalism: sound knowledge of, and exposure to, administrative and
financial management issues.
