Functional Responsibilities
Provide comprehensive technical advice and strategic support to the MoPW HR Director and to the MoPW in general, to ensure effective and sustainable implementation of the HR and Training and Development Programme:
Help enhance Ministry policy and guidelines on staff Training and Development, and facilitate action on measures to rapidly strengthen the MoPW framework and processes for management of staff recruitment, placement, OTJ performance and development.
Rapidly develop the Ministry capacity for Training Needs Assessment and planning related activities;
Develop Programme planning and course/activity selection; train HR staff for participant targeting/selection processing;
Support engagement of suitable ‘training provider’ entities in national and provincial locations for course/program delivery to MoPW staff and concerned road-works contractors;
Develop systems to monitoring/review the quality and effectiveness of course/program ‘delivery’ by ‘training providers’.
Direct and facilitate early take-up by the Ministry and its ‘training provider’ partners of contemporary approaches and techniques in Training design, delivery and workplace follow-up in the new MoPW-led T&D Programme, including wider and innovative uses of IT / ICT resources and e-Learning concepts in Programme delivery and administration.
Advise and assist MoPW in the implementation of efficient mechanisms and IT-based tools for regular monitoring, review and evaluation of T&D Programme activities, associated expenditures and budget performance, post-course ‘on-the-job’ (OTJ) staff performance results and other relevant data to assess the Programme impact and effectiveness.
Facilitate regular MoPW consultation and coordination with donors / IPs, other Ministries (having road infrastructure responsibilities), government bodies and relevant private sector to foster consensus on T&D Programme priorities and better align those with evolving roads sector capacity issues. Embrace opportunities for MoPW / donor / IP collaboration in resourcing and delivery of the T&D Programme.
Initiate sustainable networks and linkages with experienced and highly-qualified technical and management staff in the Ministry to enable the H R Directorate to draw on such sources and ‘champions’ in the development and delivery of training activities materials.
Assist timely MoPW action to establish and operationalize a central T&D Programme budget.
Monitoring and Progress Controls;
Review the MoPW organization and resources available for staff Training & HRD functions in policy, planning, delivery operations and programme management, and prepare a plan of viable, prioritized measures aimed at establishing sustainable Ministry capacities in these functions, identifying key ‘initiating’ (catalytic) actions for MoPW action during these services.
Assist the Ministry in establishing Training & HRD oriented linkages and arrangements with more advanced national-level ‘roads management’ organizations in other countries having similarities to Afghanistan in socio-economic and road infrastructure terms, to facilitate short-term ‘staff development’ (technical exposure) placements of MoPW staff there.
Strengthen strategic and operational links between the MoPW HR Directorate and the MoPW (FHWA - assisted) Transportation Institute & Knowledge Center (TIKC) in T&D matters, to:
Improve direct MoPW utilization of the TIKC technical collection and resources in the development of roads O&M training courses, materials and related information sourcing.
Advice the TIKC on the development and management of its technical collection, library and global linkages for more synergy with the T&D Programme strategy and ‘delivery’ needs.
Collaborate with the TIKC on their plans for MoPW - centered programs on global ‘best practices’ knowledge in roads O&M matters where relevant to Afghanistan.
Education/Experience/Language requirements
Advanced University Degree in Human Resources, Business Administration, Public Administration or related field. A Bachelor Degree in a relevant field with an additional 2 years of relevant work experience may be accepted in lieu of the Master Degree qualification.
Additional professional qualifications and/or accreditations in Human Resources Development or (adult) vocational Training & Development (or comparable fields) from recognized reputed bodies / institute(s) is an advantage.
Professional training Certification is an asset.
Minimum of 5 years’ overall professional experience in the field of HRD and Training, involving the development, delivery and assessment of courses and services for new / enhanced skills / competencies for changing workplace and performance requirements
At least 5 years’ experience in senior roles in technical and management Training and HRD (or the equivalent) functions in the public sector, preferably in Works-oriented organizations
Substantial experience in diagnosing major organizational HR challenges and competency needs and in implementing responding capacity-building strategies and initiatives.
Demonstrated skills in the application of IT / ICT technology and facilities to Training delivery, administration and networking with target staff and stakeholder.
Excellent communication skills (written and verbal) in English and sound interpersonal skills.
Some skill / facility in local Afghan languages desirable (though not essential).
Proven ability to exercise sound judgment in complex and culturally sensitive contexts.
Strong organizational and time-management skills, with proven ability to work under tough deadlines and conditions.
Previous experience in providing Training & HRD technical assistance in fragile states
Previous experience working with donor agencies and/or IPs such as DFID, USAID, World Bank, Asian Development Bank, UNDP and UNOPS, desirable.

Ability to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
