Description of duties:
The incumbent will:
- conduct the grant management function in the HIS cluster;
- work with technical units at all levels of the Organization to facilitate management of grants and effective and timely reporting to donors;
- liaise with donors, external institutions and Member States to ensure their expectations are met, they are informed on the implementation of grants, involved with and are content with WHO progress;
- regularly update relevant WHO staff on the status of these discussions and facilitate their interaction with external partners as necessary to ensure that grants are effectively implemented;
- assist HIS staff in the preparation of draft and final proposals and technical reports to donors based on inputs from HQ, Regional Office and Country Office teams;
- ensure that resource requirements for WHO activities and staff, including direct costs, are properly defined and communicated;
- update and maintain a grant tracking system for the HIS Cluster to monitor deadlines for submissions of proposals and reports to donors;
- monitor donor reporting deadlines and support HIS departments in the preparation and submission of donor reports in line with deadlines;
- participates in the development and implementation of WHO computerized tools for proposal tracking, agreement finalization and award management. This includes acting as the Certifying Officer for proposals and agreements prior to ADG signature;
- provide backup support to the Management Officer;
- perform all other related duties as assigned by the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: First level university degree* (Bachelor degree equivalent) in business management or a related area.
Desirable: Additional advanced degree or Master's degree in international business management or related area.
Skills:
- Ability to work and produce results under pressure and meet deadlines.
- Excellent interpersonal and diplomatic skills.
- Integrity, tact and discretion dealing with sensitive issues and numerous contracts.
- High level of judgment and initiative.
- Excellent analytical and drafting/writing skills are essential.
- Knowledge of office software applications, GSM and other relevant WHO systems.

Experience:
Essential: At least 5 years relevant progressive experience in financial and resource management. Demonstrated experience in management and administration. Experience in grant proposal and report writing and financial/grant tracking. Considerable writing experience.
Desirable: Experience in developing frameworks and timelines for donor submissions. Significant experience in donor/Member State relations. Significant international experience in the context of WHO, the United Nations System or other similar international organizations.
Languages:
Essential: Expert knowledge of English and intermediate knowledge of French.
