The Programming & Monitoring Expert (PME) will work under the direct supervision of the Development Partner Coordinator and Governance Specialist (DPCGS) and in close collaboration with the Public Financial Management Analyst (PFMA).
In terms of programme monitoring and quality assurance, the PME will be expected to:
* Provide the DPCGS with regular backstopping and support in carrying out his/her monitoring, follow-up and quality assurance tasks;
* Review terms of reference for LGCDP II Joint Annual Reviews, mid-term reviews and evaluations;
* Review terms of reference for LGCDP II thematic reviews as prioritized by Development Partners (DPs) and agreed with the TASC;
* Review terms of reference for LGCDP II technical assistance associated with Technical Assistance (TA) Pillars 1 and 2;
* Organize, facilitate and cooperate with LGCDP II Joint Annual Reviews, mid-term reviews, evaluations and any other such reviews;
* Closely monitor LGCDP II implementation and progress on the basis of indicators identified in the LGCDP II programme document, Strategic Implementation Plan (SIP), and Annual Monitoring and Evaluation Plan (AMEPs);
* Review LGCDP II’s internal reporting system (e. g. report formats for District Governance Expert (DGEs), Urban Governance Expert (UGEs), Regional Coordination Unit (RCUs) and the Programme Coordination Unit (PCU);
* Review and assess the quality and accuracy of LGCDP II progress reports;
* Closely monitor and report on progress with respect to the establishment and management of MoFALD’s Programme Recruitment Facility (PRF);
* Provide the DPCGS and PFMA with regular updates on LGCDP II implementation as measured against indicators identified in the LGCDP II programme document, Strategic Implementation Plan (SIP), and Annual Monitoring and Evaluation Plan (AMEPs);
* In collaboration with UNDP, UNCDF and UNV Programme Officers, monitor United Nations Joint Programme/ Policy and Programme Support Facility (UNJP/PPSF) implementation;
* Follow up with MoFALD to ensure that required programme reports are issued on time, e. g. narrative reports;
* Participate in field visits and report on progress and key issues. In terms of capacity development, the PME will be expected to:
* Provide support to MoFALD in drawing up high quality programme plans (e. g. ASIP, AMEP and Annual Technical Assistance Plan (ATAP));
* Provide support to MoFALD in drafting high quality trimester and annual progress and financial reports;
* Provide support to MoFALD to improve reporting that meets Joint Financing Agreement (JFA) needs (e. g. fiduciary risk reporting, periodical status reports);
* Assist the Monitoring and Evaluation Division in MoFALD in progress assessment and result reporting;
* Provide support to LGCDP II’s Programme Coordination Unit with respect to its monitoring evaluation and reporting functions.
In terms of DPC/PMU management, the PMA will be expected to:
* Participate in UNJP/PPSF work planning and budgeting;
* Stand in for the DPCGS and PFMA in their absence.
