Team Leader - Governance Advisor

The UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of December 20th, 1978. Called upon by United Nations Member States in 1978, UNDP was requested ?to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end?.
UNDP/PAPP has played a significant role to supporting governance since its inception. The portfolio aims to provide support at structural and comprehensive reform: within PA institutions, the justice sector and rule of law, local governance, the electoral cycle/civic education, service delivery, and promoting enhanced civic engagement based on full inclusion of women and youth. This fully reflects UNDP/PAPP?s new vision as a leading and responsive development agency that works together with the Palestinian people to fulfill their aspiration for sustainable human development based on self-determination, equality, and freedom. To this extent, the governance portfolio currently expends approximately USD 25million per annum and has a large professional staff, inclusive of project teams, of 25-35 people. UNDP/PAPP?s operations are currently covered by the 2012-2014 programmatic framework and as such, building on the new UNDP Strategic Plan, developing a new programme for the coming 3 year period.
The Team Leader/Governance Advisor should have a clear and comprehensive understanding and strategic vision of the governance challenges and opportunities in the occupied Palestinian territory (oPt). Her/his vision of development should pragmatically integrate the fundamental orientation of UNDP/PAPP in democratic governance and social development with other areas of focus such as poverty reduction and environmental management.
The incumbent will, under the overall guidance of the Special Representative and direct supervision of the Deputy Special Representative (DSR), function as the principal advisor on democratic governance to UNDP-PAPP and the national counterparts, assume leadership, provide overall direction, financial supervision, and ensure the management of the Governance and Social Development portfolio. 
The Team Leader/Governance Advisor will serve as the focal point for partnership management and resource mobilization as well as development, implementation and management of the UNDP/PAPP programme in the practice area of governance and social development. The practice area covers the following aspects: decentralisation and local governance, facilitation of cross border initiatives, public administration reform, aid-effectiveness, anti-corruption, service delivery, legislative and justice support, electoral system development, support to civil society focusing on youth and gender. In the specific context of the oPt, the Team Leader/Governance Advisor will be expected to further inform and develop social cohesion and crisis prevention programming, building on prior experience in the field. Therefore, the Team Leader/ Governance Advisor should be a team leader and player, because his/her work will be mostly developed with his/her colleagues responsible of the other UNDP practice areas such as poverty reduction and the environment. 
Lastly, UNDP/PAPP?s efforts fall within a complex political environment, influenced by internal and external pressures. A conflict-sensitive, do-no-harm approach is required in support to the occupied Palestinian territory.

Advisory, Advocacy, and Capacity Development:

Advice UNDP/PAPP and counterparts in all matters related to his/her speciality, including the following, but not limited: Identification of specific areas/niches of governance and social development related programmatic interventions; Identification of institutional needs, including those of civil society, for capacity development and Identification of substantive governance issues and policy reforms required; Jointly with the other Team Leaders and Programme Analysts of UNDP/PAPP, develop interdisciplinary and inter sectoral policies in all areas related to governance (i.e. CSOs, private sector, environment, etc.) and social development; Strengthen UNDP?s substantive in-house capacity in the area of governance, by providing substantive policy and planning support and organise capacity-development activities; Identify the needs and roles of civil society in the oPt in terms of development interventions, analyse conditions that support or hamper civil society development, and recommend appropriate interventions ensuring synergies between various actors, including the private sector; Support the production of quality knowledge and policy products positioning UNDP/PAPP as a leader in the local development debate; and Lead UNDP/PAPP as a substantive development actor in the oPt and internationally in relation to governance and social development matters. Contribute to the formulation, development, and implementation of the Governance portfolio of UNDP/PAPP programme in the oPt, taking into account the operational and political complexities;  Mobilize resources in support of governance and social development programmes, building as much as possible on multi-year results based programmatic frameworks; Ensure that governance issues are systematically addressed in the UNDP strategic planning in a results-based management manner; Identify and advise bridging arrangements, execution modalities and exit strategies, if it is required; Ensure that performance monitoring, evaluations and impact assessments are carried out, with direct inputs to further programming; Supervise financial management and delivery of programme activities; Contribute in his/her speciality to the development of the UN joint programming, particularly in support of the UNDAF.

Team and Partnership Management:

Ensure optimal management of financial, human resources and assets within the Governance Team, including strengthening team dynamics and interaction; Determine needs for policy intervention, mobilize technical expertise as required, and advise for strategic programme exercises; Ensure optimal use of implementation modalities (currently DEX);
that respond to the uniqueness of the current political and operational context in the oPt; Ensure the team management based on targets and results indicators and through substantive programme implementation, and monitoring and evaluation; Effectively manage the Team, including providing for their learning needs and sharing substantive knowledge with the programme team; Manage strategic partnership including the UN coordination and engage/lead the Governance Sector Area Group of the UNCT; Coordinate UNDP?s initiatives on democratic governance with other United Nations agencies, donors and other stakeholders, and develops inter-agency synergies and complementarities; Identify and develop strategic partnership with regard to providers of specialised expertise and co-financiers, and support UNDP and UN-wide Team in resource mobilisation for the implementation of programmes and; Perform other related tasks as required by the supervisor.  Ensure results impact outwardly in support of national policies, strategies and priorities in the oPt, positioning UNDP as a key player impacting positively on the Palestinians; In respect to the above, ensure key results would impact on the overall performance of UNDP/PAPP and strengthen the strategic positioning of UNDP and the UN-wide system in the oPt through sound policy and strategic advice and development services.
Serves and promotes the vision, mission, values, and strategic goals of UNDP; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Plans, prioritizes, and delivers tasks on time. Functional Competencies:

Plans and produces quality results to meet established goals; Ability to lead strategic planning, results-based management and reporting; Ability to lead formulation, implementation, monitoring and evaluation of development programmes and projects, mobilize resources; Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery; Ability to implement new systems and affect staff behavioral/ attitudinal change.

Other Competencies: 

Knowledge of UN/UNDP policies, programming frameworks including PRINCE II, ATLAS, IPSAS, and Result Based Management and procedures are assets; Proven ability to design and facilitate complex development interventions;  Strong analytical judgement; efficiency and results-orientation in a multi-tasking environment and excellent management capabilities; Capacity to perform effectively under pressure and hardship conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner; Public relations, communication and advocacy skills;  Excellent teamwork skills, cultural and gender sensitivity, diplomatic and protocol competence; Ability to use information technology effectively as a tool and resource and; The incumbent shall reflect high moral standards, dedication, accountability and delivery drive towards results and impact.
