Coordonnateur de la santé environnementale / Environmental Health Coordinator

Present in CAR since 2006 the IRC is currently expanding its programs to respond to the ongoing crisis. The program is active in 3 locations across the country (Bangui, Bocarganga and Kaga Bandoro) and seven sectors (Health, Water and Sanitation, Food Security, Woman’s protection, Child Protection, Non – food Items, and Governance). The team includes 15 international staff and 100 national staff. Programs in Bangui and Bocaranga are currently supported by the emergency response team.

SCOPE OF WORK:

The Environmental Health (WASH) Coordinator will be responsible for program design, development. Implementation, monitoring and evaluation of all environmental health related activities within the IRC CAR country program. The program currently includes emergency water and sanitation activities in 7 IDPs sites in Bangui and assistance to communities through well rehabilitation and family latrines in Bocaranga and the program is rapidly expanding.  The Environmental Health (WASH) Coordinator will ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of target communities. They will also be responsible for developing IRC’ she strategy and act as key technical liaison on environmental health program issues with relevant local authorities and in sector coordination forums.  The position will be based in Bangui with 50 % travel to Bocaranga. The position will report to the Senior Program Coordinator and will liaise closely with the technical unit based in NYC.

RESPONSABILITIES:

Program Quality Provide guidance, technical support and leadership to the EH teams in Bangui and Bocaranga in accordance with best practice and IRC policy.Ensure that programs meet stated objectives within the timeframe and on budget;Ensure IRC EH programs demonstrate adherence to international and national standards, including Sphere and others;With support from the programs team, ensure accountability to beneficiaries, gender sensitivity, and inclusion are adequately addressed in programming;Increase the capacity of the local IRC staff to be able to deliver high quality Environmental Health/WASH programming.Lead assessment activities in new areas, as required.Ensure quality and accuracy of all EH program reports.Staff Supervision & Development Directly supervise Program Managers and program teams ( 15 - 20 people in total)Ensure effective communication and support between Environmental Health team members maintaining open and professional relations, promoting a strong team spirit. Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.With support from HR, ensure IRC EH staff demonstrate adherence to the Code of Conduct for NGOs;Overall responsible for staff work plans, work and vacation schedules, and staff training/development activitiesAssist in recruitment, hiring, and supervision of Environmental Health team members as requiredUsing the performance management system to monitor and evaluate staff performance working with Human Resources where necessary to document and address any performance issues, these in accordance with the National Staff Employment Policies.Grant Planning & Implementation Based on assessments and strategy; draft technical proposals and budgets to enable programs required to meet the immediate needs of the affected community.Responsible for the overall achievements of all environmental health grants in countryResponsible for budget development and compliance with significant budget authorityProvides direction and monitor staff in their implementation of the workplan and quality of technical activities,Grant Monitoring & Reporting Ensure there is an adequate monitoring and evaluation system to ensure quality and to capture overall progress of Environmental Health activities.Ensure regular field monitoring and modifications as required.Ensure program data is consistently collected, analyzed and reported to donors as per set schedules.Coordination & Representation Develops and maintains effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflictsWork closely and coordinates with IRC logistics, finance and grant staff to ensure timely and complaint program activities and expenditures; including active participation in grant opening/closing and review meetingsRepresents IRC in external WASH forums and is the key WASH focal point in the WASH cluster.Program Development Actively contribute to the broader IRC CAR strategic planning process and working collaboratively with country level leadership and other IRC program sectors.Collaborate closely with other IRC sectors to identify potential program integration opportunities.Lead, or contribute to, development of country sector strategic direction and plansGuide the implementation of the Environmental Health sector strategy through a specific work and action plan, in consultation with the IRC’s Environmental Health Technical UnitOther Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and  liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programsOther duties as assigned by the supervisor to enable and develop IRC programsProfessional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

Masters level qualification in Civil Engineering, Environmental Sciences or Public Health (MPH), with Water and Sanitation specialization preferred;A minimum of 5 years of experience in leading/managing water, sanitation and hygiene promotion programs with NGOs and INGOs;Experience in Africa requiredExcellent understanding of EH issues in emergency situations and knowledge of emergency standards (Sphere)Strong leadership, management, project planning, analytical, interpersonal, and communication skills;Strong budget management ability, overseeing multiple awards from a variety of donors.Ability to live and work in stressful and insecure environment;Excellent initiator, able to manage multiple tasks.Able to work under pressure and good at timely decision making.Competent in Microsoft Office, Word and ExcelKnowledge and/or experience in conflict management, protection, or other related field;Excellent professional approach and strong team building skills.Strong coordination and representation skills and well versed in convincing and clarification of views and points.Fluency in English and French required.IRC leading the way from harm to home.
