Information Technology Officer

The Information Technology Officer will undertake activities in the area of research and development in science, technology and innovation (R&D in STI) for development, as follows:

1. Undertake research and prepare studies and parts thereof related to: (i) Host country supply, demand and priority areas related to STI for development; (ii) comparative assessment for host country needs with those of other countries in the region and outside the region; and (iii) formulation of activities to be included in the ETC work programme to satisfy the needs of the host country and straighten its STI institutions creating linkages between industry and academia. The above studies are published by the ETC for the benefit of the host countries and other countries in the region.

2. Play the role of liaison officer with the national agencies and research centres involved in the establishment of the ETC: (i) Researching available capacities in STI organization in the country; (ii) Preparing concept papers for projects and activities that match the needs of the host country; and (iii) Liaising with the various STI institutions keeping them aware of the activities of the ETC and involving them as partners in some of these activities.

3. Prepare analytical reports related to the national status of technology for sustainable development, particularly for achieving the Millennium Development Goals.

4. Assist in the organization and servicing of expert group meetings and workshops in the ETC host country.

5. Acquire economic and social data and necessary, related to the role of science, technology and innovation (STI) in the ETC host country.

6. Monitor, backstop and asses the implementation of the activities at the local level.

7. Carry out other related duties as required.

Competencies

Professionalism - Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organizations information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication - Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match the audience; demonstrates openness in sharing information and keeping people informed.

Planning and Organizing - Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced University degree (Master's or equivalent) in a science and technology field relevant
to the ESCWA Technology Centre (ETC), e. g. applied sciences, engineering, ICT,
biotechnology, energy, environmental and space technologies or related fields. A first level
university degree in combination with qualifying experience may be accepted in lieu of the
advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in the application of analytical and research techniques in support of organizational, national or regional science, technology and innovation activities and or policies for development. Experience within the United Nations is desirable.

Languages

English and French are the working languages of the UN Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic is required.
