Principal Public Information Officer

Formulates, implements and manages UNAMAs integrated communications strategy, in close consultation with the Head of Mission, including its design, implementation, evaluation, and update, covering the mission's internal and external strategic communications activities;
Formulates and manages, in consultation with mission leadership, the substantive work programme of the public information component of the mission, including by directing work in all areas of the public information component (media relations, media monitoring and analysis, TV/video, radio, print, web and digital media photo, press and outreach, etc. ), and by coordinating with various mission components, and with UN agencies, funds and programmes and partners, as appropriate;
Ensures that public information outputs meet high-quality standards, in accordance with UN policy objectives and rules and regulations, and are evaluated for their effectiveness;
Provides strategic communications advice to national counterparts and contributes to the strengthening of national capacity in the area of strategic communications;
Leads the mission interaction with local, regional and international media;
Advises mission leadership, senior staff and other mission personnel on strategic communication matters;
Guides the mission crisis communication activities;
Ensures regular, timely and professional multimedia communications;
Leads the administration of the public information component, including managing the budget, preparing cost estimates, monitoring budget allocations and expenditures, overseeing the recruitment of staff or consultants with the requisite skill sets;
Manages, guides, develops and trains staff under his/her supervision;
Ensures that the mission communications strategies and public information campaigns are harmonized with overall goals and objectives of the United Nations and the Department of Peacekeeping Operations;
Maintains regular interaction and consults, as appropriate, with public information personnel at UNHQ.

Education

Advanced university degree (Master's degree or equivalent) in one or more of the following: strategic communications, communications, journalism public relations, international relations, broadcasting or other relevant disciplines such as social sciences, business administration or management. A first-level university degree with in combination two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 15 years of progressively responsible experience in strategic communications, journalism, public information, or media is required. Experience managing multi-cultural teams in complex, politically-sensitive locations (e. g. crisis, conflict, or post-conflict countries) is required. Experience developing and managing workplans and budgets, and recruiting and supervising staff is required. Experience overseeing a multi-faceted public information programme including video, radio, web, photo and print media is required. Experience mentoring national counterparts in the development of a free, independent and pluralistic media is highly desirable.

Languages

Fluency in spoken and written English is required. Knowledge of another UN language is an advantage.
