Project Officer (Shelter)

Under the overall supervision of the Senior Operations Officer and under the direct
supervision of the Head of Sub-Office (HSO) and in close coordination with the Shelter
Programme Manager and the Deputy Shelter Programme Manager, the successful

candidate will support the implementation of the shelter activities within the area of
operations in Roxas City.

Core Functions / Responsibilities:

1. Assist the Shelter Programme Management Team in the direct implementation of the
multi-donor Yolanda Recovery Shelter Programme.

2. Ensure timely and adequate implementation of the Shelter Programme activities in line
with the Shelter Program's Strategy, Standard Operating Procedures, targets and
deadlines: namely the identification of beneficiaries, Shelter Repair Kits distribution,
the Disaster Risk Reduction (DRR) safer shelter training, the Debris to Shelter
construction, and the construction of the Transitional Shelters (as applicable).

3. Ensure close coordination with Local Government Units (LGUs) in all phases of the
programmes implementation.

4. Ensure that the integration of cross-cutting issues such as environment, gender,
children, Gender Based Violence (GBV) and other vulnerable groups are considered
in the programme implementation.

5. Ensure and monitor that the quality of construction materials are in compliance to
programme specifications and shelter cluster recommendations.

6. Provide regular and detailed reports to the Head of Sub-Office and the Shelter
Programme Manager on the implementation of the programme, including progress
reports, stocks and logistics requirements and staffing issues or requirements to
enable the implementation of the programme as planned.

7. Ensure donor visibility in all of the activities of the Shelter Programme.

8. Represent the IOM Shelter Programme in Shelter Cluster and Government meetings
and establish partnerships with relevant organizations.

9. Support the Head of Sub-Office in coordinating the programme implementation
activities and ensure adequate reporting and information sharing.

10. Prepare handover and summary reports at the conclusion of the assignment including
lessons learned, major achievements and constraints.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education

Master's degree in in Engineering, Architecture, Urban Planning from an accredited
academic institution with two years of relevant professional experience in programme
implementation at the international level; or
University degree in the above fields with four years of relevant professional experience.

Experience

Experience in shelter related activities, preferably in natural disaster, post-conflict and
other displacement situations;
Experience in liaising with governmental authorities, and with other national and
international institutions;
Experience working and implementing projects and advocacy tools on DRR
constructions an advantage;
Familiarity with the region an advantage.

Languages

Fluency in English is required.
