About the Agency

The selectee will serve as a Deputy Commodity Line Manager in the Logistics & Maintenance Systems and Technology Division, Aviation Readiness & Resource Analysis Department, Naval Air Warfare Center-Aircraft Division, Patuxent River, MD.

·         Provides expert technical guidance on requirements definition, development, test and evaluation, production and life cycle support for the assigned IT systems/applications

·         Provides input on all IT technical aspects related to plans, programs, budgets and executes funding requirements

·         Applies tools and techniques of process identification and continuous improvements in addressing program management problems and issues relating to IT systems.

Basic Requirement: IT-related experience demonstrating the following four competencies:

I provide technical information about products and services. I assess the needs of customers and identify or tailor products and/or services to meet their needs. I resolve non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person.  Oral Communication - I communicate, explain, or defend ideas or information clearly. I listen to others and recognize potential miscommunications.
Problem Solving - I use logic to identify alternatives to solve technical problems. I identify and solve problems by gathering and applying information from a variety of materials or sources that provide several alternatives.

Specialized Experience Your resume must demonstrate at least one year of specialized experience at or equivalent to the DS-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:  1) experience in conducting analytical studies, cost-benefit analysis and other related research; 2) Provide input to plans, projects, budget and executing funding requirements; 3) establishing initial and mid-range technical design for IT systems; 4) experience in identifying customers’ information systems requirements and analyzing information systems requirements/environments.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.  Applicants should meet the DAWIA Certification requirements for the  Information Technology (R) Career Field and be certified at Level  III at the time of application.  If you possess DAWIA Certification, please indicate your Certification Level and Career Field information in your resume.
